A regular meeting of the Natchitoches Parish School Board was held on Thursday, January 6, 2011, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer, were present: Cecil Walker, Carroll Daniels, Ralph Wilson, Harry Graham, Russell Danzy, Michael Hilton, Pat Jones, Carl Means, Thomas Melder and George Rhymes.  Absent:  Joella Wilson.


The meeting was called to order by Vice President Carroll Daniels, followed by an invocation by Mr. Means and Pledge of Allegiance by Mr. Danzy.


Dr. Derwood Duke presented the Board Update.   


In the absence of President Wilson, Mr. Daniels welcomed all new members of the Board and handed the meeting over to Dr. Duke for the purpose of selecting a new President of the Board.  Dr. Duke opened the floor for nominations.


On motion of Mr. Walker, seconded by Mr. Wilson, Mr. Carroll Daniels was nominated for President.   Mr. Rhymes made the motion the nominations cease, seconded by Mr. Hilton.  The nominations closed with a unanimous voice vote from the Board.   Mr. Daniels was seated as President of the Board for 2011.


On motion of Mr. Danzy, seconded by Mr. Wilson, Mr. Carl Means was nominated for Vice President. On motion of Mr. Wilson, seconded by Mr. Rhymes, the nominations ceased with unanimous approval.   Mr. Means was seated as Vice President for 2011.


Mr. Daniels named Mr. Russell Danzy, Chairman of the Finance Committee and Mr. Harry Graham, Chairman of the Personnel Committee.


On motion of Mr. Means, seconded by Mr. Walker, and unanimously carried, the Board approved the following consent agenda items:

Mr. Harry Graham presented the Personnel Report.            


On motion of Mr. Graham, seconded by Mr. Walker, and with unanimous voice vote, the Board approved the following personnel:


A.         Tracy Armstrong, counselor, 9 months, NSU Middle Lab School, replacing Renee Brewton.

B.         Judy Dison, substitute teacher for After School for All, special  education,  no specific school, not to exceed $20.00 per hour.  Funded by IDEA.

C.         Ashante’ Simmons, special education tutor, Vaughn Elem./Middle  School, at $7.50 per hour not to exceed 35 hours per week, replacing Roshonda Braxton.  Funded by IDEA.


On motion of Mr. Graham, seconded by Mr. Wilson, that the Board hereby approve the following personnel:


A.         Christa Cunningham, teacher, Natchitoches Central High School, replacing Charlotte Birdwell. 

B.         Delores Deason, special education school nurse, Vaughn Elem./Middle School, replacing Cindy Crowell.

C.         Alexandra Luedke, speech therapist, (contracted) East Natchitoches Elem./Middle School, replacing Tameks Lucas.   Salary paid by General Fund (allotted from special education minimum foundation)  at $61.00 per hour with travel to be paid by General Fund.

            D.         Rachel Martinez, special education tutor, Goldonna Elementary School,

                        at $7.50 per hour not to exceed 35 hours per week.   Funded by IDEA.

            E.         Elizabeth Pool, teacher, Natchitoches Magnet School, replacing            Dorothy Johnson.

            F.         Thomas Porter, teacher, (returning from military leave) Natchitoches Central High School, replacing Brenda Poynter.

G.         Tina Fredricks, after school special education tutor, Goldonna Elem./Jr. High School, not to exceed 5 hours per week.  Funded by IDEA.

            H.         Jacqueline Horton, non-public teacher, Title I Part A, 701 NP, EIC: 13NP.

            I.          Carmen Maggio, special education tutor, Vaughn Elem./Middle School,

                        at $7.50  per hour, not to  exceed 35 hours per week.  Funded by IDEA.


YEAS:   Walker, Daniels, Wilson, Graham, Danzy, Hilton, Jones, Means, Melder and Rhymes.  NAYS:   None.    ABSENT:   J. Wilson.           



On motion of Mr. Hilton, seconded by Mr. Walker, the Board unanimously approved   the attached sheet of 2011 Kid City Staff for second semester.         


Mr. Carl Means presented the Executive Report.


No items were to be voted on under the Executive Report.


On motion of Mr. Jones, seconded by Mr. Melder, the Board adjourned.
