A regular meeting of the Natchitoches Parish School Board was held on Thursday, October 8, 2009, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer were present:  Cecil Walker, Carroll Daniels, Ralph Wilson, Millard Bienvenu, Emile Metoyer, Joella Wilson, Billy Benefield, Jr., Harry Graham, Pam McAlexander and Craig Rachal.  Absent:  None.

The meeting was called to order by President Joella Wilson, followed by an invocation by Mrs. McAlexander and Pledge of Allegiance by Mr. Benefield.

Under Superintendent/Staff Reports, the Board received:

    1.     The Board Update by Dr Duke.   He reported the October 1 child count as 6, 867.

    2.     Board members recognized School Bus Safety Week as October 11-17, 2009.

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and unanimous consent, the Board approved a resolution approving October 11 – 17, 2009, as School Bus Safety Week.

Under Old Business:

On motion of Mrs. McAlexander, seconded by Mr. Metoyer, and unanimously carried, the Board approved to enter into a cooperative endeavor agreement with the Natchitoches Parish Sheriff’s Department to disassemble the cafeteria and attached classroom building at the ”old” Fairview Alpha site provided that the asbestos abatement laws can be addressed with the abatement not to exceed 25,000.  Mr. Benefield requested that the Natchitoches Parish School Boards name not be on the abatement agreement. 

On motion of Mrs. McAlexander and Mr. Walker, the Board instructed Mr. Laborde to obtain a survey and appraisal of the existing ”old” Fairview Alpha School site with the intention to begin the advertisement for bids upon Natchitoches Parish School Board approval site.                       

On motion of Mr. Wilson, seconded by Mr. Rachal, the Board approved the following consent agenda items:

(1)        Jessica Avelis, Callie Richardson, and Sherry Helms, teachers, travel to Conroe Texas, October 28-29, 2009, to chaperone students to the Texas Renaissance Festival. At no cost to the Board other than substitute.

(2)        Robert Carnline and Patrice Harper, teachers, Natchitoches Magnet School, travel to Plantersville, Texas, November 14, 2009, to chaperone students to the Texas Renaissance Festival.  Paid by school activity funds.  No cost to the Board.

Mr. Ralph Wilson presented the Finance, Facilities and Services Report.

On motion of Mr. Wilson, seconded by Mr. Graham, the Board approved to adjust the boundary on the land adjacent to Preschool Center to allow for building to be included in bid process.   Mr. Benefield cast a nay vote.

Mrs. Julia Hildebrand presented the Personnel Report.        

On motion of Mrs. Hildebrand, seconded by Mrs. McAlexander, and with unanimous consent, the Board approved the following personnel items:

  1.       Approval of Personnel:

A.         Yolanda Bell, kindergarten tutor, Weaver Elementary School, 4 hours per day, 5 days per week at $7.50 per hour, replacing Tatrina Prudhomme.

B.         Eliza Jones, teacher, Frankie Ray Jackson, Sr., Technical Center, 4 hours per day, 3 days per week, based on the salary schedule.

C.         Stephen Linzay, teacher, Fairview Alpha Elem./Jr High School, replacing Patrice Harper.

D.         Crissey Smith, counselor, Frankie Ray Jackson, Sr., Technical Center, replacing Sharon Schaub.

            E.         Holland Theis,  teacher, Lakeview High School, replacing  Billy Stroud.

            F.         Charlotte Menard, teacher, Natchitoches Central High School, replacing Thomas Porter.

  2.       Transfers and/or Reassignments:

A.         Patrice Harper, from regular teacher to teacher of gifted, Fairview Alpha Elem./Jr. High School.

B.         Sharon Schaub, from 9 month counselor at Frankie Ray Jackson, Sr., to 9½ month counselor, Natchitoches Central High School, replacing Rodney Irchirl.

3.       School Contact Coordinators for Tobacco Prevention and Control Initiative for2009-2010.  Funded by Rapides Foundation.  

  4.       The attached list of special education tutors.  Funded by IDEA.

  5.       The 21st Century Kids City Staff from August – December 2009.

6.       Evie Posey, Instructional Strategist/Literacy Coach at Weaver Elementary. One-half of salary to be paid by ELFA (Ensuring Literacy for All Grant #27-10-G9-35/8g)  and one-half to be paid by Weaver Elementary Title I, Schoolwide 752.     

7.       Faye Oliver, Debbie Ortiz, Mary Dranguet and Georgia Ann Scott as Reading Interventionists at Weaver Elementary at $20.00 per hour for 15 hours per week for 27 weeks with Diane Doty as substitute Reading Interventionist at $20.00 per hour for 15 hours per week for 13 weeks and Brenda Morra as Assistant Interventionist/Tutor at $7.50 per hour for 15 hours per week for 27 weeks.  Funded by ELFA #27-10-L8-35.

  8.       Renewal of two-year performance contract for Bruce Thomas, Assistant    Principal of Lakeview High School.

  9.       The 2009-2010 attached list of Coordinators, Coaches and Extra-Curricular Activity Personnel.

Mr. Carroll Daniels presented the Executive Report.

On motion of Mr. Daniels, seconded by Mr. Rachal, that the Board hereby approve that employees who retire from the Natchitoches Parish School System may apply for employment with the school board, however, the school system has no obligation or responsibility to rehire the retiree or even to place the applicant with any particular position within the system, but may be considered or rehired prior to the one year waiting period now in place.
