PROCEEDINGS OF REGULAR MEETING
OF NATCHITOCHES PARISH SCHOOL BOARD
HELD ON OCTOBER 12, 2000
A regular meeting of the Natchitoches Parish School Board was held on Thursday, October 12, 2000, at 5:00 p.m., in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present: Cecil Walker, Carroll Daniels, Dorothy Wilkerson, Rudolph Leon, Jr., Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile E. Metoyer, and Joella Wilson. Absent. None.
The meeting was called to order by President Walker, followed by an invocation by Mrs. Hildebrand and Pledge of Allegiance by Mrs. Wilkerson.
Dr. Murphy presented a report on the Stelly Plan.
Mrs. Scotti Rodgers recognized the NSU Social Work Interns and Learn and Serve Program who work with the Safe and Drug Free Schools .
On motion of Mr. Wilson, seconded by Mr. Daniels, and with unanimous consent, the Board approved the following consent agenda items:
1. Adoption of Agenda.
2. Approval of Minutes of September 14, 2000.
3. FINANCE ITEMS:

B. Out of State Travel:
(1) Joyce McDonald, Robert Carnline, and Mary Cedars, Natchitoches Jr./Sr. High School, travel to Plantersville, Texas, November 4, 2000, to chaperone students to the Renaissance Festival at no cost to Board.
(2) Barbara Laborde and Linda Barker, North Natchitoches Elementary School, travel to Atlanta, Georgia, November 7- 12, 2000, to attend NAEYC Convention. Funded by IDEA Section 619.
(3) Gwendolyn A. Hardison, Title I Supervisor, travel to Phoenix, Arizona, January 20-23, 2001, to attend the National Title I Conference. Funded by Title I.
(4) Elaine Garland, teacher, Natchitoches Central High School, travel to Louisville, Kentucky, November 16-27, 2000, to attend the National Fall Leadership Conference for FBLA at no cost to the Board other than substitute.

Mr. Danzy presented the Finance Report.
On motion of Mr. Daniels, seconded by Mrs. Wilkerson, and unanimously carried, the Board voted to readvertise the sale of portable building at Natchitoches Central High School.
On motion of Mr. Daniels, seconded by Mr. Danzy, and with unanimous consent, the Board approved the low bid meeting specifications of Ross Bus & Equipment for the activity bus for Marthaville Elem./Jr. High School per attached bid.
On motion of Mr. Thomas, seconded by Mr. Metoyer, and unanimously carried, the Board accepted the low bids meeting specifications per attached bids compilations of various bidders for paper and cleaning supplies for use in the Child Nutrition Program.
On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, and with unanimous consent, the Board approved a Rural Development Grant for Marthaville Elem./Jr. High School in the amount of $15,000.00 for playground equipment.
On motion of Mr. Danzy, seconded by Mr. Thomas, the Board unanimously approved the Administrative Outreach Claims Project (An interagency agreement to provide school districts a process for billing for Medicaid funds).
On motion of Mrs. Wilson, seconded by Dr. Bienvenu, and unanimously carried, the Board approved transportation reimbursement (private automobile) for Nicholas Triggs (student) North Natchitoches Elementary School for 1.6 miles one-way by Stephanie Triggs.
On motion of Mr. Thomas, seconded by Mrs. Wilkerson, and with unanimous consent, the Board approved the contract with Timecruiser Computing Corporation (an advertising-based educational internet portal) to provide web space and communication products for the school district at no cost to the Board.
On motion of Mr. Wilson, seconded by Mrs. Wilson, and unanimously carried, the Board approved the payment of $40.00 to twenty-six teachers to attend the mandatory orientation for the New Teacher Assistance and Assessment Program with half of the funding from the state and the other half from general fund.
On motion of Mrs. Wilson, seconded by Mr. Metoyer, the Board unanimously approved Teresa S. Clayborn, Leslie M. Mauthe, and Kelly Synder for after-school tutoring at Fairview Alpha at $20.00 per hour for 84 hours each for a total of $1,680.00 per teacher and a grand total of $5,040.00. Funded by Title I.
On motion of Mr. Thomas, seconded by Dr. Bienvenu, and with unanimous consent, the Board approved Terry Williams and Johnny Possoit to drive for the REA after-school tutoring programs at Fairview Alpha Elementary, North Natchitoches Elementary and Parks Elementary at $50.00 per day each not to exceed 96 days. To be paid from the REA Tutorial Assistance Grant.
On motion of Mr. Wilson, seconded by Mrs. Hildebrand, the Board unanimously approved contracts with students from NSU, Lakeview High School, and Natchitoches Central High School to provide after-school tutoring at $6.00 per hour not to exceed 96 hours. To be paid from the REA Tutorial Assistance Grant. Students are as follows:
A. NCHS: Katie Powers, Changela Burns, and Jennifer Hammons
B. LHS: Greg Layfield, Genell Sauce, Candace Guin, and Monica Myers
C. NSU Education Majors: Intha Clark, Sonia Giddens, Jamie Evans, Brandi Earnest, Carolyn Sarpy, Leanie Durrett, Christine Greene, Jennifer Walker, Kim Traylor, Melissa Stokes, Erin Cole and Bridgett Louviere
D. North Natchitoches Elementary: Laura Armour and Debra Oliver
On motion of Mrs. Wilson, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved substituting Brenda Poynter for Mattie Smith to provide LEAP remediation in math at Natchitoches Central High School at $20.00 per hour not to exceed 20 hours prior to each of four testing dates.
On motion of Mr. Wilson, seconded by Mr. Danzy, and unanimously carried, the Board approved Martha Mullins and Martha Maples, Rigby teacher consultants, to conduct inservices on Balanced Literacy at Parks Elementary at $200.00 per consultant. Funded by REA Grant.
On motion of Mr. Wilson, seconded by Mrs. Wilson, and with unanimous consent, the Board approved peer helper sponsors/SDFC school contact coordinators per attached list. Sponsors will receive $250.00 each and school contact coordinators $250.00. Stipends are to paid by Title I and Title IV Funds.
On motion of Mr. Danzy, seconded by Mrs. Wilson, and unanimously carried, the Board approved the following personnel from Provencal Elem./Jr. High School for after-school tutoring for 8 hours per week at $20.00 per hour for 20 weeks for a total of $3200.00 and Saturday detention for 4 hours per day at $20.00 per hour for 10 weeks for a total of $800.00:

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and unanimously carried, the Board approved the 8(g) Superior Textbook Grant in the amount of $8,798.00.
On motion of Mr. Thomas, seconded by Mr. Danzy, and with unanimous consent, the Board approved the purchase of a bus by Darlene Dickson.
Mr. Daniels presented the Personnel Report.
On motion of Mr. Daniels, seconded by Mr. Wilson, the Board unanimously approved the following transfers and/or reassignments:
A. Beverly Giering, speech therapist, from Cloutierville Elem./Jr. High School to Fairview Alpha Elementary School, replacing Johanna Boult.
B. Elizabeth Barnes, from class reduction teacher to preschool teacher, North Natchitoches Elementary, replacing Em Horton.
C. Tremayne Evans, teacher, transfer and/or reassignment from Parks Elementary to Natchitoches Educational Center.
On motion of Mr. Danzy, seconded by Mr. Thomas, and with unanimous consent, the Board approved the following personnel:
A. Dana Scoggins, teacher, North Natchitoches Elementary School, from general fund to Class Size Reduction, replacing Elizabeth Barnes.
B. Fannie D. Allen, teacher, North Natchitoches Elementary School, replacing Dana Scoggins.
C. Julia A. Dupree, secretary, Cloutierville Elem./Jr. High School, replacing Beverly Bayonne effective October 6, 2000.
D. Nina Crader, full-time school food service technician, Fairview Alpha Elementary School, replacing Wanda Baker.
E. Misty Thomas, bus driver, Fairview Alpha Elementary School, replacing Clifton Blake.
F. Rene' C. Lewis, Title I school nurse, Natchitoches Junior High School, replacing Erica E. Anderson.
G. Darlene Dickson, bus driver, North Natchitoches Elementary School.
On motion of Mr. Daniels, seconded by Mrs. Wilkerson, and with unanimous consent, the Board approved Margaret Guillory and Teresa S. Clayborn as substitutes for night classes at Fairview Alpha Elementary. Funded by Even Start.
Mr. Wilson presented the Executive Report.
On motion of Mr. Wilson, seconded by Mr. Danzy, and unanimously carried, the Board authorized the implementation of a pilot program at Parks Elementary School for indoor air quality control at no cost to the Board.
On motion of Mr. Thomas, the Board adjourned.
