INTERSCHOLASTIC ATHLETICS

 

 

JUNIOR HIGH ATHLETIC LEAGUE

 

The following regulations shall govern the Natchitoches Parish Junior High Athletic League:

 

I.

General statements, membership, organization and officers:

 

A.

The league was organized to provide participation of the seventh and eighth grades in boy’s football, basketball, and track and girl’s basketball, track and softball.

 

B.

League members are: Campti, Natchitoches, Robeline, St. Matthew Junior Highs and NSU Middle Lab School.

 

C.

Officers:

 

1.

President, Vice-President, and Secretary-Treasurer.

 

2.

Officers are elected at the Spring meeting for a one year period.  They may be re-elected.

 

D.

There will be at least two (2) meetings a year - a fall and a spring meeting. Fall - 1st Monday in November. Spring - Monday following the District Basketball Tournament.  President to decide where meeting to be held.

 

E.

A neutral principal, the Athletic Director and a School Board Representative will form a Board of Governors to discuss and rule on protests.  The Athletic Director will serve as chairman of the Board of Governors.

 

F.

Home Teams will provide news stories of games to the Natchitoches Times and all local radio stations.

 

G.

No additions or deletions can be made from the constitution unless taken up individually, discussed and voted on by representatives from all member schools.

 

H.

Schools should send a roster of players and jersey members to the home school, seven (7) days prior to the scheduled event so that programs can be printed.

 

I.

Copy of League minutes will be sent to members within ten (10) days after a league meeting.

 

J.

If it is necessary for a game to be postponed and both teams agree, there will be a period for the game to be made up.  If the game is not made up within that period, it will be ruled upon by the Board of Governors.

 

K.

Jersey colors for games will be light for home team and dark for the visitors.

 

II.

Eligibility:

 

A.

Age requirements:

 

1.

To be eligible for the 7th grade, a student must not have reached 14 years of age before September 1st.  Eighth grade students must not be 15 years of age before September 1st.

 

B.

1.

Each school will be responsible for obtaining a copy of a birth certificate for each athlete in their school and send it along with a roster signed by the Coach and certified by the Principal to the Athletic Director, postmarked before the first ball game.

 

2.

When a player's birth certificate information is established in the 7th grade, it is not necessary for the certificate to be returned during the 8th grade.

 

3.

In the event a birth certificate cannot be found, the principal of the school must certify that the student is eligible.

 

4.

Each school is to keep the information on player eligibility in the school for inspection if necessary.

 

5.

New athletes may be added to the list by sending their name and birth certificate to the Athletic Director as outlined by LHSAA Handbook.

 

6.

Every effort should be made to get a birth certificate if the student does not have one at the beginning of the year.

 

7.

Eligibility sheets should be sent to all member school as well as to the Athletic Director.

 

8.

A student is not to play until his/her eligibility has been established.

 

C.

Students may play only three (3) years of League Competition.

 

D.

Athletes may not play above grade level except where age dictates; otherwise, the athlete will play in his grade.

 

E.

Scholastic eligibility rules:

 

1.

A student in the 7th or 8th grade cannot participate:

 

a)

if they have 2 or more F's in the academic subjects that they are taking that are graded A, B, C, D, or F.

 

b)

if the student has 1 F in the academic subjects that they are taking that are grades A, B, C, D, or F and has below 2.0 average or 4.0 system.

 

2.

Players become ineligible on the Wednesday following the marking period and eligible again on Wednesday following the marking period.  Ineligible athletes will not practice and will not participate while ineligible in either league or non-league games.

 

3.

If a student is placed in the 8th grade other than by passing, the student is ineligible for the first semester.  The student will become eligible on the Wednesday following the end of the first semester providing the student is eligible according to item 1 above.

 

4.

If a student fails and is retained, the student will be eligible after the first semester the next year providing scholastic requirements, age limits and grade participation rules are met.

 

5.

When a student comes to the seventh (7th) grade for the first time, the student is eligible to participate for the first marking period.  To remain eligible the student must meet all requirements previously mentioned.

 

6.

If a student is promoted to the 8th grade, to be eligible the student must meet the requirements of item 1 above.

 

F.

For violation of Sections A - E or if a complaint is filed by a member school against another member school, a neutral principal, the athletic director and a School Board Representative will form a Board of Governors to hear said complaint and rule according to LHSAA Rules.

 

III.

Officials:

 

A.

Schools will use basketball officials from the Natchitoches Basketball Officials Association.  Fees paid to the officials will be established by the NBOA and will be paid by the team.

 

IV.

Football rules not covered under specific sections:

 

A.

7th and 8th grade football games will be 8 minute quarters.

 

B.

Practice:

 

1.

NO SPRING FOOTBALL PRACTICE.

 

2.

There will be a Jamboree Played the fourth (4th) week of school for all league teams provided that all schools have had at least 7 days in shorts and headgears and 10 days in full pads prior to the fourth (4th) week of school.

 

3.

The 7th and 8th grades have adopted as the official league football the youth size football.

 

4.

There will be a limit of six (6) games and one (1) jamboree for each school.

 

V.

Admission and free passes (football).

 

A.

Admission: $1.00 adults and 504 students.

 

B.

Pep Squad members pay regular admission at all games.

 

C.

A maximum of ten (10) visiting cheerleaders will be admitted free.

 

VI.

League Championship

 

A.

A picture will be published in the Natchitoches Times along with an article stating who is the league champion.  Each individual will receive a certificate signed by the President of the League and the Athletic Director of the League indicating the student's being a member of the league championship team.

 

VII.

BASKETBALL

 

General rules and statements:

 

A.

Several rules have been covered in the football section and all Coaches should read carefully the football sections.

 

B.

Football rules dealing with eligibility, age, protest, fees officers, and color of jerseys apply also in basketball.

 

C.

D.

Two (2) qualified officials in uniform will be furnished and paid by the home team.  The pay to the officials will be determined by the NBOA and will be paid by the home team.

 

E.

Leather game balls will be used and will be furnished by the home team.

 

F.

NO SPRING BASKETBALL PRACTICE.

 

G.

Playing dates and schedule will be made by the Athletic Director for league play and will be furnished to the schools by the end of the second week of school.

 

H.

Organized basketball practice may begin anytime after November 1, and the game will be played the first week in December.

 

I.

There will be only two (2) games played in one afternoon or evening due to the time element.

 

J.

Home teams are responsible for reporting scores and results of games to the Natchitoches Times and the local radio stations.

 

K.

A limit of fifteen (15) games and three (3) tournaments can be played by each team. In addition, there will be a League Championship Tournament that all teams will participate in.   A team can elect not to participate in the other tournaments and will be allowed to schedule two (2) games for each tournament not participating in.  

 

L.

Admission will be $1.00 Adults and 504 students.

 

M.

District games will be played on Mondays and Thursdays beginning the second week in January.  The District Tournament will be held the third week in February.

 

VIII.

TRACK

 

General rules and statements:

 

A.

Track meets shall be scored just as Louisiana High School Athletic Association Handbook scores them.

 

B.

7th and 8th grades may enter four (4) events, but no more than three (3) running events.

 

C.

Two (2) entries from each school in each event and only one relay team per school for League meets.  For all meets other than the League meets, schools may enter three (3) contestants in individual events but only one relay event.  All three (3) contestants may enter in the scoring.

 

 

4 throws in discus and shot.

 

3 jumps in high jump if missed.

 

D.

Track workouts begin 1st week in March.

 

E.

Maximum of four (4) track meets plus district meet to be held the 3rd week of April - 16th.

 

F.

Limit of one (1) track meet per week.

 

G.

Events:

 

1.

Field: 8# shot - long jump - discus - high jump

 

2.

Running: 

100 meter

 

110 meter - low hurdles

 

200 meter

 

400 meter

 

400 meter - relay

 

800 meter - relay

 

1600 meter - relay

 

IX.

SOFTBALL (GIRLS)

 

General rules and statements:

 

A.

Maximum of twelve (12) games and three (3) tournaments play the District Tournament.

 

B.

League games played on Tuesday and Thursday.

 

C.

District tournament to be double elimination and played the 3rd week of April.
