PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

MEETING ON APRIL 16, 2020

 

A public meeting was held at the Natchitoches Parish School Board on April16, 2020, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana. Upon roll call, the following members and Superintendent Grant Eloi, were present via Zoom media:  Russell Danzy, Emile Metoyer, Billy Benefield, Eugean Garner, Steven Harris, Rhonda Guidroz, Katrina Willis, Beverly Broadway, Dorothy McGaskey (5:27), Tan’Keia Palmer (5:31) and Reba Phelps. The meeting was called to order by Board President, Billy Benefield Jr., followed by an invocation by Mrs. Rhonda Guidroz and Pledge of Allegiance by Mr. Emile Metoyer.

 

There was no Committee Meeting held for the month of April due to Covid-19 pandemic.

 

A motion was made by Mr. Harris to accept the following consent agenda with the exception of New Business item number 6.  The motion was accompanied by a second from Mrs. Guidroz.  Upon roll call the following votes were recorded.  YAYS:  Russell Danzy, Emile Metoyer, Billy Benefield, Eugean Garner, Steven Harris, Rhonda Guidroz, Katrina Willis, Beverly Broadway and Reba Phelps.  NAYS:  NONE.  ABSENT:  Dorothy McGaskey and Tan’Keia Palmer.  The motion passed.

2.                Approval of Minutes of March 5, 2020; Special called Minutes of March 10th, 11th and 18th, 2020.

 

At 5:39 p.m. a motion was made by Mrs. Guidroz to enter into Executive Session.  The motion was accompanied by a second from Mr. Garner.  Upon roll call, the following were recorded.  YAYS:  Russell Danzy, Emile Metoyer, Billy Benefield, Eugean Garner, Steven Harris, Rhonda Guidroz, Katrina Willis, Beverly Broadway, Dorothy McGaskey, Tan’Keia Palmer and Reba Phelps.  The motion passed.

 

At 6:02 p.m. a motion was made by Mr. Metoyer to come out of Executive Session.  The motion was accompanied by a second from Mr. Danzy.  Upon roll call, the following were recorded.  YAYS:  Russell Danzy, Emile Metoyer, Billy Benefield, Eugean Garner, Steven Harris, Rhonda Guidroz, Katrina Willis, Beverly Broadway, Dorothy McGaskey, Tan’Keia Palmer and Reba Phelps.  The motion passed.

 

A motion was made by Mr. Danzy to accept the resignation of Superintendent Dale Skinner effective April 19, 2020 and create a new position of Superintendent Consultant at his current rate of pay.  The expiration date for the position will be effective June 20, 2020.  The motion was accompanied by a second from Mr. Garner and unanimous consent from all members of the board upon roll call.  The motion passed.

 

A motion was made by Ms. Palmer to accept the contract of Superintendent Elect, Grant Eloi and name him as the district’s new Superintendent of Natchitoches Parish Schools with a start date of April 19, 2020.  The motion was accompanied by a second from Mrs. Broadway and unanimous consent from all members of the board upon roll call.  The motion passed.

 

A motion was made by Mr. Metoyer to grant a one-time stipend of $10,000 to Human Resource Director, Linda Page, for her roll and duties as Interim Superintendent for the months of February, March and April.  The motion was accompanied by a second from Mr. Garner and unanimous consent from all members of the board upon roll call.  The motion passed.

 

A motion was made by Ms. Palmer to accept the Personnel Report as presented.  The motion was accompanied by a second from Mr. Metoyer and unanimous consent from all members of the board upon roll call.  The motion passed.

 

The board meeting adjourned at 6:33 p.m. on a motion from Mrs. Broadway, a second from Mr. Harris and unanimous consent from all members via roll call.
