PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

MEETING ON MARCH 5, 2020

 

A public meeting was held at the Natchitoches Parish School Board on March 5, 2020, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana. Upon roll call, the following members were present:  Russell Danzy, Emile Metoyer, Billy Benefield, Eugean Garner, Steven Harris, Rhonda Guidroz, Katrina Willis, Beverly Broadway, Dorothy McGaskey (5:01), Tan’Keia Palmer and Reba Phelps (5:05).  Superintendent Skinner was not present for the proceedings. The meeting was called to order by Board President, Billy Benefield Jr., followed by an invocation by Mrs. Rhonda Guidroz and Pledge of Allegiance by Mrs. Beverly Broadway.

 

At Tuesday’s Committee Meeting, Mr. Benefield asked Mr. Garner to get some board members together along with parish personnel to work on a resolution to present to the State requesting funding to repair the parish roads.  Mr. Garner accepted this request.  Mr. Benefield asked Mr. Metoyer to get with others to revamp the wording of the transportation reports.  Mr. Metoyer accepted the request. Mr. Benefield asked Mrs. Guidroz and Mr. Metoyer to review the Facilities and Use Policy.  This request was accepted by both. 

 

At Thursday’s meeting, the board recognized NCHS Visual Arts Talent student, Abigail Woodard.  Ms. Woodard was introduced by Mrs. Toni Bennett for her accomplishment of being awarded the State award for her artwork.

 

The board heard from Ms. Javonia Jones with the US Census on the importance of the census. A motion was made by Mr. Harris to consider a resolution for partnership between United States Census and Natchitoches Parish School Board.  The motion was accompanied by a second from Mrs. Guidroz and unanimous consent from all members present.

 

Mr. Metoyer asked that the board attorney be consulted regarding the orchestra trip to Italy, to see what the liability to the board would be if students went during this time of quarantine. 

 

A motion was made by Mr. Danzy to consider a resolution from Natchitoches Parish School Board opposing state central sales tax collections.  The motion was accompanied by a second from Mr. Metoyer and unanimous consent from all members present.

 

A motion was made by Mr. Harris to accept the following Consent Agenda items.  Mr. Metoyer offered a second to the motion.  All members present at the meeting unanimously approved the motion and the second.

The Finance Report was given by Mr. Russell Danzy. At Tuesday’s Committee Meeting, Mr. Ryan Johnson of ECCO presented the transportation update to the board.  Mr. Johnson clarified Ms. Melissa Blakes’s job responsibilities as well as informed the board of different programs and website information for the department.

 

A motion was made by Mr. Danzy to accept the bid from Regional Construction, LLC for a new parking lot at central warehouse with a base bid of $122,000 and additive alternative amounts of $18,6000 and $31,735.  The motion was accompanied by a second from Mr. Garner and unanimous consent from all members present.

 

The Tax Commission report was presented by Mr. Richard Foshee at Tuesday’s meeting.  Mr. Foshee discussed the amount of tax collects that the board would have to pay back due to an error.

 

A motion was made by Mr. Danzy to accept the budget update as presented by Business Director, Richard Foshee.  The motion was accompanied by a second from Mr. Metoyer and unanimous consent from all members present.

 

Due to auditor issues, the audit report for year ending June 30, 2019 would be presented at next month’s meeting.

 

The Personnel Report was presented by Mrs. Linda Page.  A motion was made by Mr. Harris to accept the Personnel Report as it was presented.  The motion was accompanied by a second from Mrs. Broadway and unanimous consent from all members present. 

 

The Executive Report was presented by Mr. Harris.  The board agreed to table the discussion to establish a policy on submission of data information on social media by Natchitoches Parish School Board members.

 

A motion was made by Mr. Metoyer to approve out of state travel for board members and allow them to start back going to any and all out of state conferences.  The motion was accompanied by a second from Ms. Palmer.  Upon roll call the following votes were recorded:  YEAS:  Russell Danzy, Emile Metoyer, Eugean Garner, Steven Harris, Rhonda Guidroz, Katrina Willis, Beverly Broadway, Dorothy McGaskey and Tan’Keia Palmer.  NAYS:  Billy Benefield Jr. and Reba Phelps.  The motion passed.

 

A motion was made by Mr. Harris to consider expanding dual enrollment opportunities for Natchitoches Parish students.  The motion was accompanied by a second from Mr. Danzy and unanimous consent from all members present.

 

A committee of board members was chosen to work on Teacher and Staff Appreciation. Those chosen to work on the committee were:  Mr. Steven Harris, Mrs. Rhonda Guidroz and Mrs. Linda Page.  It was also stated that the A+ Coalition and Chamber of Commerce would also be involved.

 

The board meeting adjourned at 5:51 p.m. on a motion from Mr. Danzy and a second from Mrs. Broadway.
