PROCEEDINGS OF SPECIAL-CALLED MEETING

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON APRIL 17, 2019

 

A special-called meeting of the Natchitoches Parish School Board was held on April 17, 2019, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Dale Skinner, Secretary-Treasurer, were present:   Russell Danzy, Emile Metoyer, Billy Benefield, Eugean Garner, Steven Harris, Rhonda Guidroz, Katrina Willis, Beverly Broadway, Dorothy McGaskey (5:03 p.m.), Tan’Keia Palmer and Reba Phelps.

 

The meeting was called to order by Board President Rhonda Guidroz, followed by an invocation by Mrs. Willis and pledge of allegiance by Mr. Benefield.

 

A motion was made by Mr. Russell Danzy, accompanied by a second from Mr. Billy Benefield and unanimous consent from all members present, to award the Base Bid to Blanchard Mechanical Contractors, Inc. for a total contract amount of $1,046,000.00 for Natchitoches Magnet HVAC/Lighting Revisions.

 

A motion was made by Mr. Eugean Garner, accompanied by a second from Mr. Steven Harris and unanimous consent from all members present, to accept the bid from Pat Williams Construction LLC., in the amount of $129,750.00 for the Goldonna playground, with the understanding that the Board wishes to negotiate a change of surfacing materials in an effort to reduce the cost of the project.

 

A motion was made by Mr. Steven Harris, accompanied by a second from Mr. Eugean Garner and unanimous consent from all members present, to accept the bid from Pat Williams Construction, LLC., in the amount of $94,000.00 for Fairview Alpha playground with the understanding that the Board wishes to negotiate a change of surfacing materials in an effort to reduce the cost of the project.

 

A motion was made by Mr. Russell Danzy, accompanied by a second from Mr. Steven Harris and unanimous consent from all members present, to reject all bids for athletic improvements to Fairview Alpha Elementary, due to the bids being over the established budget for the project.

 

A motion was made by Mr. Russell Danzy, accompanied by a second from Mr. Steven Harris and unanimous consent from all members present to approve a resolution granting permission to extend the original 21st CCLC Grant contract for us to $800,000 for a period of 3 years with authorization for the Superintendent to sign all necessary papers.

 

A motion was made by Mr. Eugean Garner, accompanied by a second from Mr. Russell Danzy and unanimous consent from all members present to grant permission to advertise for the following bids for the Child Nutrition Program:

 

A.               Processed & Frozen Items for 2019-2020 school year.

B.               Milk & Dairy Products for 2019-2020 school year.

C.               Paper & Cleaning Supplies for 2019-2020 school year.

 

A motion was made by Mrs. Reba Phelps, accompanied by a second from Mrs. Dorothy McGaskey to approve the new changes to the 2019-2020 NPSB Calendar.  Upon roll call the following votes were cast.  YEAS:  Russell Danzy, Emile Metoyer, Eugean Garner, Steven Harris, Rhonda Guidroz, Katrina Willis, Beverly Broadway, Dorothy McGaskey, Tan’Keia Palmer and Reba Phelps.  NAYS:  Billy Benefield.  The motion passed.

 

A motion was made by Mr. Eugean Garner, accompanied by a second from Mr. Billy Benefield and unanimous consent from all members present to enter into Executive Session at 5:32 p.m.

 

A motion was made by Mr. Danzy, accompanied by a second from Mrs. Katrina Willis and unanimous consent from all members present to end Executive Session at 6:34 p.m.      

 

On motion of Mr. Metoyer and seconded by Mrs. Phelps, the meeting adjourned at 6:35 p.m.
