PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

MEETING ON APRIL 4, 2019

 

A public meeting was held at the Natchitoches Parish School Board on April 4, 2019, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana. Upon roll call, the following members and Dale Skinner, Secretary-Treasurer, were present:  Russell Danzy, Emile Metoyer, Billy Benefield, Eugean Garner, Steven Harris, Rhonda Guidroz, Beverly Broadway, Dorothy McGaskey, Tan’Keia Palmer and Reba Phelps. Katrina Willis was absent.  The meeting was called to order by Board President, Rhonda Guidroz, followed by an invocation by Mrs. Beverly Broadway and Pledge of Allegiance by Ms. Tan’Keia Palmer.

 

At Tuesday’s Committee Dr. McCalister of Northwestern State University invited the board to a performance of the NSU Middle Lab orchestra students at the Teacher Education Center on May 7, 2019.  The board was also invited to a Scholars Banquet. Mr. David Engel presented the School Board audit for 2017-2018 fiscal year.

 

A motion was made by Mr. Garner to accept the following Consent Agenda items.  Mr. Metoyer offered a second to the motion.  All members present at the meeting unanimously approved the motion and the second.

                                                            1.            Michael Wilson, NJH@FRJ, travel to Hot Springs, AR, May 17-18, 2019, to chaperone students to Education In Motion Program.  The trip is at no cost to the board.                                            

                                                            2.            Jacquelyn Rainwater, NJH@FRJ, travel to Hot Springs, AR, May 17-18, 2019, to chaperone students to Education In Motion Program.  The trip is at no cost to the board.

The Finance Report was presented by Mr. Russell Danzy. A motion was made by Mr. Danzy to accept the RFP from i3-Software & Services in the amount of $188,796 for Financial Management/School Accounting Software.  The motion was accompanied by a second from Mr. Benefield and unanimous consent from all board members present.

 

A motion was made by Mr. Danzy to award the base bid to The Payne Company for a total contract amount of $910,000 for Weaver Elementary HVAC & Lighting Revisions. The motion was accompanied by a second from Mr. Benefield and unanimous consent from all board members present.

 

A motion was made by Mr. Metoyer to award the base bid to Blanchard Mechanical Contractors, Inc. for a total contract amount of $632,000 for East Natchitoches HVAC & Lighting Revisions. The motion was accompanied by a second from Mrs. Broadway and unanimous consent from all board members present.

 

A motion was made by Mr. Harris to award the base bid to The Payne Company for a total contract amount of $997,990 for L.P. Vaughn Elementary HVAC & Lighting Revisions. The motion was accompanied by a second from Mr. Garner and unanimous consent from all board members present.

 

The Transportation Report was presented by Transportation Director, Jason Edwards.

 

The Tax Commission report and Budget update were given by Mr. Richard Foshee.

 

A motion was made by Mr. Danzy to approve the Revised Budget updates as presented by Mr. Foshee.  The motion was accompanied by a second from Mr. Benefield and unanimous consent from all board members present.

 

A motion was made by Mr. Danzy to accept the School Board Audit for 2017-2018 fiscal year as presented by Mr. David Engel.  The motion was accompanied by a second from Mr. Garner and unanimous consent from all board members present.

 

The Executive Report was presented by Mr. Benefield.  The Board discussed different ideas for Teacher Appreciation Week as well as support for teachers during testing.  Mr. Harris asked that the board table the discussion regarding retention plan for school bus drivers of ECCO Ride Bus Co..  The Board also discussed the 2018 tax at Tuesday’s Committee Meeting.  A committee was formed to do a study for comprehensive drug testing for Natchitoches Parish School system.  Members who volunteered for the committee are:  Reba Phelps, Billy Benefield, Emile Metoyer and Russell Danzy.

 

A motion was made by Mr. Benefield, accompanied by a second from Mr. Danzy to approve a resolution for an increase in the 2019-20 MFP and granting permission to the Superintendent to forward a copy of the resolution to each member of the Natchitoches Parish Legislative delegation and to Governor John Bell Edwards.  Upon roll call the following votes were cast. YEAS:  Russell Danzy, Emile Metoyer, Billy Benefield, Eugean Garner, Steven Harris, Rhonda Guidroz, Beverly Broadway, Dorothy McGaskey, Tan’Keia Palmer and Reba Phelps.  NAYS:  NONE.  ABSENT: Katrina Willis.

 

A motion was made by Mr. Benefield, accompanied by a second from Mr. Danzy to approve a resolution in opposition of all proposed Legislation that transfers the administration and collection of local sales and use taxes to the Louisiana Department of Revenue.   Upon roll call the following votes were cast. YEAS:  Russell Danzy, Emile Metoyer, Billy Benefield, Eugean Garner, Steven Harris, Rhonda Guidroz, Beverly Broadway, Dorothy McGaskey, Tan’Keia Palmer and Reba Phelps.  NAYS:  NONE.  ABSENT: Katrina Willis.

 

The board agreed to defer Executive Session to the Special Called meeting scheduled for April 17, 2019.

 

On motion of Mr. Danzy and seconded by Mr. Metoyer, the meeting adjourned
