PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

MEETING ON NOVEMBER 8, 2018

 

A public meeting was held at the Natchitoches Parish School Board on November 8, 2018, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana. Upon roll call, the following members and Dale Skinner, Secretary-Treasurer, were present:  Eugean Garner, Katrina Willis, Russell Danzy, Emile Metoyer, Steven Harris, Thomas Melder, Rhonda Guidroz and Ralph Wilson.  Carroll Daniels, Harry Graham and Michael Hilton were absent.  The meeting was called to order by Board Vice President, Thomas Melder, followed by an invocation by Mr. Eugean Garner and Pledge of Allegiance by Mrs. Rhonda Guidroz.

 

Under the Superintendent’s Report, Bond Underwriters, Jerry Osbourn and Toby Cortez preented the board with information regarding the bonds that were sold on the school board’s behalf.  The bonds were sold at an interest rate of 3.72%.  $19,750,000 worth of bonds were sold to twenty different investors.  Aaron Beaubouef, NCHS Ag Teacher introduced the National FFA Agronomy Champions. The team competed in Indianapolis, Indiana this past October.  Members of the team include Frank Lester, Kaitlyn Cormane, Thomas Dodd and Andrew Broadway.  The team won first place by 377 points.  This was the largest margin of victory ever in the competition.  Ms. Kelly Jackson spoke to the board regarding the 1st Annual Cane River Film Festival.

 

A motion was made by Mr. Wilson, accompanied by a second from Mr. Harris and unanimous consent from all members present, to approve the resolution recognizing and approving the executive of the Bond Purchas Agreement and Official Statement regarding the issuance and sale of General Obligation School Bonds, Series 2018, of School District no. 9 of Natchitoches Parish, Louisiana; supplementing a resolution adopted on September 6, 2018 providing for the issuance of said bonds; and providing for other matters in connection therewith.

                          

A motion was made by Mr. Harris to accept the following Consent Agenda items.  Mr. Wilson offered a second to the motion.  All members present at the meeting unanimously approved the motion and the second.

                                                      1.   Alesia Hudlow, NCHS Band Director, travel to San Antonio, TX, February 13-16, 2019, to attend the Texas Music Educators Association Conference.  The trip will be funded through the Band Activity Account.

A motion was made by Mr. Danzy, accompanied by a second from Mr. Wilson and unanimous consent from all members present to accept the bid results fromt eh timber bid on Tract 0908, 329-acre timber sale from Walsh Timber Company, LLC in the amount of $608,888.00

 

A motion was made by Mr. Harris, accompanied by a second from Mr. Garner and unanimous consent from all members present to accept the base bid from T3 Global Projects in the amount of $348,100.00 for Synthetic Track Conversion at Lakeview.

 

A motion was made by Mr. Danzy to accept the budget update as presented by Mr. Richard Foshee.  Mr. Graham offered a second to the motion.  All members present at the meeting unanimously approved the motion and the second.

 

On motion of Mr. Harris and seconded by Mr. Wilson, the meeting adjourned at 6:04 p.m.
