PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

MEETING ON NOVEMBER 9, 2017

 

A public meeting was held at the Natchitoches Parish School Board on November 9, 2017, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Dale Skinner, Secretary-Treasurer, were present:  Eugean Garner, Carroll Daniels, Katrina Willis, Harry Graham, Russell Danzy, Emile Metoyer, Steven Harris, Thomas Melder, Rhonda Guidroz, and Ralph Wilson.  Absent was Michael Hilton.  The meeting was called to order by Board President, Ralph Wilson, followed by an invocation by Mr. Steven Harris and Pledge of Allegiance by Mr. Russell Danzy and Mr. Harry Graham. 

 

At Tuesday’s meeting, the board received an update from Mr. Osbourne, Bond Attorney and Mr. Cortez, Bond Underwriter, in regards to the General Obligation School Bonds of Consolidated School District No. 7.  Mr. Cortez and Mr. Osbourne were pleased to announce to the board that the bonds for District 7 had been sold at 3.01% for 20 years and will be delivered on November 30th at 10:00 a.m.

 

Under the Superintendent’s Report, students, Labrasiah Forest and Unterrio Vaughn from the Frankie Ray Jackson Sr. Technical Center told the board why their “School is Cool.  Mr. Von Kanel updated the board on the L. P. Vaughn School of Fine Arts and its upcoming fundraiser program.  State test scores were also presented to the board by Mrs. Julee Wright and Mrs. Susan Horne.  Mrs. Olson recognized six of the parish orchestra students who were chosen to the LA All State Orchestra and four who were selected to go to Carnegie Hall.

 

On motion of Mrs. Guidroz, seconded by Mr. Melder and unanimous consent from all members present, the board approved November as Natchitoches Parish School Employee Appreciation Month.

 

On motion of Mr. Metoyer, seconded by Mr. Harris, the following Consent Agenda items passed with unanimous approval from all members present:

 

      1.      Adoption of Agenda.

 

      2.    Approval of Minutes of October 5, 2017; Special Called Minutes of October 10, 2017; Special Called Minutes of October 18, 2017

1.           Kerry Braden, NCHS Math teacher, travel to Memphis, TN, November 15-17, 2017, to chaperone approximately 50 African American History Club members to visit the Civil Rights Museum and other historic landmarks.  The trip is at no cost to the board.

The Tax Commission was presented to the board at Tuesday’s Committee Meeting.

 

The finance report was presented by Mr. Danzy.  On motion of Mr. Garner, seconded by Mr. Graham and unanimous consent from all members present, the board approved a resolution recognizing and approving the execution of the Bond Purchase Agreement and Official Statement regarding the issuance and sale of General Obligation School Bonds, Series 2017, of the Consolidated School District No. 7 of the Parish of Natchitoches, State of Louisiana.

 

On motion by Mr. Graham and seconded by Mrs. Guidroz, the board approved announcing that the Parish School Board of the Parish of Natchitoches, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held within School District No. 9 of Natchitoches Parish, Louisiana, to authorize the issuance of general obligation bonds at its meeting on Tuesday, December 12, 2017 at 5:00 p.m. at the Parish School Board Office, 310 Royal Street,  Natchitoches, Louisiana.  Upon roll call the following votes were cast, YEAS:  Eugean Garner, Carroll Daniels, Katrina Willis, Harry Graham, Russell Danzy, Steven Harris, Thomas Melder, Rhonda Guidroz, and Ralph Wilson.  NAYS:  Emile Metoyer.  ABSENT:  Michael Hilton.

 

The Executive Report was presented by Mrs. Guidroz.  On motion of Mr. Danzy, seconded by Mr. Metoyer and unanimous consent of all members present, the board approved the list of attorneys and retired judges to serve as hearing officers.  The following attorneys and judges were approved:  Honorable Ronald Lewellyan, Honorable Glen W. Strong, Honorable Glen Roberts, Attorney D. Scott Brown, Attorney Howard Conday, and Attorney Murphy White.

 

On motion of Mr. Wilson the meeting adjourned at 5:09 p.m.
