PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

MEETING ON APRIL 14, 2016

                                     

A regular meeting of the Natchitoches Parish School Board was held on Thursday, April 14, 2016, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Dale Skinner, Secretary-Treasurer, were present:  Eugean Garner, Carroll Daniels, Joella Wilson, Harry Graham, Russell Danzy, Michael Hilton, Emile Metoyer, Steven Harris, Thomas Melder, Rhonda Guidroz and Ralph Wilson. The meeting was called to order by President Ralph Wilson, followed by an invocation by Mrs. Guidroz and Pledge of Allegiance by Mr. Harris. 

 

At Tuesday’s meeting several audience members voiced their concerns regarding the changes of school locations regarding East Natchitoches and Natchitoches Magnet.  Principal French of the Magnet school also addressed the board and audience members.

 

At Thursday’s board meeting under the Superintendent’s Report, Goldonna Elementary students, Hannah Walker and ZaNiyah Grayson told the board about what makes their school “cool”.  The Natchitoches Central 5A Basketball State Champions and Coach Micah Coleman were recognized and presented with certificates for their State win in March of this year.

 

There wasn’t any old or new business to discuss.

 

On motion of Ms. Wilson and seconded by the Mr. Metoyer, the following Consent Agenda items were approved:

1. Jessica Odom, Natchitoches Central High School, Math Teacher/Cheer Sponsor. Travel to Gulf Shore, AL, June 4-8, 2016, to chaperon the 2016-2017 NCHS Cheerleaders to Cheer Camp. The trip is at no cost to the board.

 

2. Andrea Murphy, Natchitoches Central High School, Math Teacher/Cheer Sponsor.  Travel to Gulf Shore, AL, June4-8, 2016, to chaperon the 2016-2017 NCHS Cheerleaders to Cheer Camp.  The trip is at no cost to the board.

 

3. Barbara Page, Natchitoches Central High School, Math Teacher/Cheer Sponsor.  Travel to Gulf Shore, AL, June4-8, 2016, to chaperon the 2016-2017 NCHS Cheerleaders to Cheer Camp.  The trip is at no cost to the board.

 

4. Linda Raymond, Natchitoches Central High School, Reading Teacher.  Travel to Dallas, TX, April 22-23, 2016, to chaperon twenty-four students of the African American History Club while                                                                  attending the African American Museum. The trip is at no cost to the board.

 

5. Renee Lewis, Natchitoches Central High School, School Nurse. Travel to Dallas, TX, April 22-23, 2016 to chaperon twenty-four students of the African American History Club while attending the African American Museum. The trip is at no cost to the board.

 

6.  Marvin Blake, Natchitoches Central High School, Journalism Teacher.  Travel to Dallas, TX, April 22-23, 2016, to chaperon twenty-four students of the African American History Club while attending the African American Museum. The trip is at no cost to the board.

5.                JUICE for 2016-17 school year-to be opened May 24, 2016 at 2:45 p.m.

6.                PAPER AND CLEANING SUPPLIES for 2016-17 school year-to be opened Thursday, May 26, 2016 at 2:00 p.m.

Mr. Danzy presented the Finance Report.  There were no bids to take action on and no transportation report this month.  Mr. Solomon presented the tax commission report at Tuesday’s meeting.

 

On motion of Mr. Danzy and seconded by Ms. Wilson, the board unanimously granted permission to apply for the 21st CCLC Grant for up to $800,000 per year and a half for a period of 3 years with authorization for the Superintendent to sign all necessary papers.

 

Under the personnel report, Mr. Metoyer asked if it was possible to hold on new hires and strongly look to determined if the positions are really needed due to budget cuts.  The Superintendent assured the board that it has been looked at very closely and that no one was being hired that wasn’t needed.  Mrs. Page invited the board to attend the Teacher Job Fair that is scheduled for April 21, 2016.

 

The Executive Report was presented by Vice President Carroll Daniels.  Mr. Wilson asked and it was agreed by the board to table the discussion on test scores from Natchitoches Magnet returning to the domicile schools. Mr. Hilton asked the Superintendent to please provide the board with the BESE law at next month’s meeting.

 

Mrs. Earnestine Winslow, President of the Natchitoches Chapter of LAE addressed the board on Tuesday to inform them of a local teacher, Crystal Pierce of Fairview Alpha School, winning of the State Teacher Image Award.

 

On motion of Mr. Hilton and seconded by Mr. Harris the board approved the 2016-2017 Natchitoches Parish Student Handbook, up to page 28.  Ms.  Wilson opposed.
