PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

MEETING ON OCTOBER 9, 2014

                                   

                  

A regular meeting of the Natchitoches Parish School Board was held on Thursday, October 9, 2014, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Dale Skinner, Secretary-Treasurer, were present:  Cecil Walker, Carroll Daniels, Ralph Wilson, Joella Wilson, Harry Graham, Russell Danzy, Michael Hilton, Donna Masson, Carl Means, Thomas Melder and George Rhymes. 

 

The meeting was called to order by President Means, followed by an invocation by Mrs. Masson and Pledge of Allegiance by Mr. Melder.                                 

 

Under Superintendent/Staff Reports, Superintendent Skinner recognized the Lakeview AFJROTC for receiving the Distinguished Unit Award.  At Tuesday’s Committee Meeting, Mr. Kendrick Jackson presented the Board with information on the Youth and Families Empowerment Services.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, the Board approved the following consent agenda items:

 

 1.         Adoption of Agenda.

 

 2.        Approval of Minutes of September 9, 2014; Minutes of Special Called Meeting on September 7, 2014

 

 3.         FINANCE ITEMS

 

             A.          Payment of Bills:            

             B.          Out of State Travel:

 

                                        Joyce McDonald, Gifted Teacher, Natchitoches Magnet and Patrice Harper, Gifted Teacher, Goldonna, travel to Galveston, Texas, November 14, 2014, to chaperone gifted students on a field trip to Moody Gardens.  Stipend to be paid according to the Board policy.

 

                                        *Linda Page, Director of Human Resources, Natchitoches Parish School Board, travel to Hattiesburg, Mississippi, October 13, 2014, to attend a Teacher Job Fair at University of Southern Mississippi. Stipend to be paid according to the Board policy.

 

                                        *Linda Page, Director of Human Resources, Natchitoches Parish School Board, travel to Auburn, Alabama, October 14, 2014, to attend a Teacher Job Fair at Auburn University. Stipend to be paid according to the Board policy.

 

                                        *William Hymes, Principal, Lakeview High School, travel to Lorman, Mississippi, October 13-14, 2014, to attend a Teacher Job Fair at Alcorn University.  Stipend to be paid according to the Board policy.

The Board received the Tax Commission Reports. 

 

Offered by Mr. Danzy and seconded by Mr. Graham, the Board authorized the Superintendent to reduce hourly employees’ work hours and to change hourly rate for Tutor/Student Workers from $7.25/hr. and $7.50/hr. to a range of $7.25-$9.30/hr. The item was opposed by Mrs. Wilson.

 

Offered by Mr. Danzy and seconded by Mrs. Melder, the board unanimously approved a resolution authorizing the Louisiana State Mineral and Energy Board and the Office of Mineral Resources to accept nominations, advertise for, accept and award bids, and execute oil, gas and mineral leases pertaining to all of Section Sixteen (16), in Township Eleven North (11N), of Range Ten West (10W), containing 614.43 acres, more or less, of which NPSB owns 36.69%.

 

The Executive Report was presented to the Board by Mr. Rhymes.

 

Offered by Mr. Rhymes and seconded by Mrs. Masson, the Board unanimously approved the District Improvement Plan for 2014-2016.

 

Offered by Mr. Hilton and seconded by Mr. Rhymes, the Board unanimously approved the recommendation from Mr. Hilton to have one meeting in November.  The Committee Meeting scheduled for November 4, 2014 will be canceled due to Parish wide elections. 

 

On motion of Mr. Rhymes, seconded by Mr. Hilton, the Board adjourned.
