PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON APRIL 5, 2012

                                          

A regular meeting of the Natchitoches Parish School Board was held on Thursday, April 5, 2012, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer, were present:  Cecil Walker, Carroll Daniels, Ralph Wilson, Joella Wilson, Harry Graham, Russell Danzy, Michael Hilton, Donna Masson, Carl Means, Thomas Melder and George Rhymes.  Absent:  None.

 

The meeting was called to order by President Daniels, followed by an invocation by Mr. Means and Pledge of Allegiance by Mr. Rhymes.

 

Dr. Duke presented the Board Update.

On motion of Mr. Danzy, seconded by Mr. Rhymes, the Board approved the following consent agenda items: 

   

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of March 8, 2012

 

 3.        FINANCE ITEMS

 

            A.         Payment of Bills:     

            

            B.         Out of State Travel:  

 

(1)        Joyce McDonald & Patrice Harper, teachers, Fairview Alpha Elem./Junior High School, travel to Hot Springs, Arkansas, May 11, 2012, to chaperone students to Coleman’s Crystal Mine  and to tour Hot Springs.  At no cost to the Board.

(2)        Angela Jimenez, principal, Janice Potter, Crystalyn Edwards and Jeremy Martin, Vaughn Elementary Middle School, travel to Houston, Texas on May 19, 2012, to chaperone students to NASA Space Center.  Students are raising money to pay for the trip.

            (1)        Liquefied gas service for schools for the 2012-13 school year.

(4)        Ben Morris, teacher, Lakeview High School, effective April 1, 2012.

(5)        Amy Metoyer, tutor, Weaver Elementary School, effective April 6, 2012.

            (6)        Christian Block, teacher/coach, Natchitoches Central High School, April 4, 2012.

(7)        Sean E. Beauchamp, assistant principal, Natchitoches Central   High School, effective March 28, 2012.

 

G.         Retirements:     

 

(1)        Virginia Lloyd, librarian, Natchitoches Magnet School, effective May 25, 2012.

   

Mr. Russell Danzy presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Danzy, seconded by Mr. Means, the Board accepted the high timber bid meeting specifications of $390,416 of Cade Wood Company on 114 acres located on Waterwell Road near I-49 in Section 16; T8N-R7W with authorization for Superintendent to sign all necessary papers and contracts.

           

On motion of Mr. Danzy, seconded by Mr. Means, the Board accepted the high timber bid meeting specifications of International Paper Company of $8.28 per ton on 125 acres located on the Page Hill Road, near Flora, LA in Section 16; T7N-R7W with authorization for Superintendent to sign all necessary papers and contracts.

 

On motion of Mr. Hilton, seconded by Mr. Melder, the Board accepted the lowest bid meeting specifications of Twin City Electric in the amount of $228,187 for the Natchitoches Central practice football field lights with authorization for Superintendent to sign all necessary papers and contracts.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, the Board unanimously approved an agreement for services from N & A, Inc. for central office parking lot drainage with authorization for Superintendent to sign all necessary papers and contracts. 

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, and with unanimous approval, the Board approved the following finance items:

 

1.    Linda Higginbotham to evaluate students for the talent program for 3.5 hours at $50.00 per hour.  Paid by general fund.

              

2.    Richard Dale Higginbotham to evaluate students for the talent program for 6.5 hours at $50.00 per hour. Paid by general fund.                   

 

3.    Sally Horak to evaluate students for the talent program for 6.5 hours at $50.00 per hour. Paid by general fund.    

 

On motion of Mr. Danzy, seconded by Mrs. Wilson, the Board granted permission to exercise the bid renewal option for waste management service with IESI for 2012-13 school year.

 

Mr. Harry Graham presented the Personnel Report.

 

On motion of Mr. Wilson, seconded by Mrs. Wilson, and unanimously carried, the Board approved the following personnel and transfers:              

 

  A.       Elizabeth Harnage,  migrant tutor, Vaughn Elem./Middle  School, from March 5 – May 22, 2012 for 7 hours per day at  $7.50 per hour. Funded by Migrant (734).

 

  B.       Brittany Williams, migrant tutor, Parks/Vaughn Jr. High School, at $7.25 per hour.  Funded by Migrant (734).

 

  C.       DeMarquis Hamilton, student worker, Title I Media Center, replacing Tracy Hall for 35 hours per week at $7.50 per hour.  Funded by Title I (701).

 

  D.       Rianna Bass, migrant tutor, Vaughn Elem./Middle School, from March 5 - May 22, 2012, at $7.25 per hour.  Funded by Migrant (734).

 

  E.       Don Seawood, coach (CECP), boys’ basketball and boys and girls’ track, Lakeview High School.

 

  F.       Lawrence Seawood, coach (CECP), boys’ basketball and baseball, Lakeview High School.

 

  G.       Tyrone Demery, 12 month custodian, Vaughn Elem./Middle School, replacing  Robert Gillie.

 

  H.       Ramel Fields, ESL bilingual remediation interventionist, Marthaville Elem./Jr. High School, DeSoto, Sabine, Red River, Vernon and Natchitoches Parishes for 88 days, 7 hours per day at $20.00 per hour from March 26 thru June 29, 2012, not to exceed 616 hours.  This includes travel to schools, homes and for recruitment in the above- mentioned parishes.  Funded by Migrant 734.

 

   I.       April Nash, from ISS tutor to migrant tutor, from Vaughn Elem./Middle School to Natchitoches Central High School, at $7.50 per hour.  Funded by Migrant (734).

           

Mr. Carl Means presented the Executive Report.

 

After a discussion of the 2012-2013 Student Handbook, the Board adjourned.
