PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON JANUARY 12, 2012

                               

A regular meeting of the Natchitoches Parish School Board was held on Thursday, January 12, 2012, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer, were present:  Cecil Walker, Ralph Wilson, Joella Wilson, Harry Graham, Russell Danzy, Michael Hilton, Donna Masson, Thomas Melder and George Rhymes.  Absent:  Carroll Daniels.

 

The meeting was called to order by Vice President Carl Means, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Danzy.

 

Dr. Duke presented the Board Update.  Dr. Duke stated that Natchitoches Central High School has had an 11.7% increase in the graduation rate. 

 

On motion of Mr. Hilton, seconded by Mr. Melder, the Board authorized a resolution of appreciation to Gage Trahan and Donna Lemoine for their heroic actions in saving the life of a student at Natchitoches Central High School while he was participating in a basketball game.

 

The Board received an initial report on a Timber Management Plan by Mitchell & Prewitt, Consultant Foresters, Inc. for timber owned by the Board.

               

The next order of business on the agenda was the election of officers for 2012.  Dr. Duke opened the floor for nominations. 

 

On motion of Mr. Walker, seconded by Mr. Danzy, and unanimously carried, the Board approved the same officers for 2012.  Mr. Carroll Daniels will serve as President and Mr. Carl Means as Vice President.  Mr. Russell Danzy will serve as Chairperson of the Finance Committee with Mr. Harry Graham as Personnel Committee Chairperson.

 

On motions of Mrs. Wilson, seconded by Mr. Wilson, the Board approved the following consent agenda items:

Mr. Russell Danzy presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Danzy, seconded by Mr. Wilson, the Board accepted The Basic Financial Statements and Independent Auditor’s Report as of and for the year ending June 30, 2011. 

 

On motion of Mr. Danzy, seconded by Mrs. Wilson, the Board approved a special millage election for School District 10 BRE (Marthaville). 

  

Mr. Harry Graham presented the Personnel Report.

 

On motion of Mr. Wilson, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the following personnel:

 

  1. Schbrett Lewis, teacher, Lakeview High School, replacing Clifford Dubose.

  2. Shanice R. Major, teacher, Lakeview High School, replacing Joshua Hough.

  3. Adrienne Mustiful, school psychologist, replacing Loren Ford, effective January 6, 2012.

  4. Christi Ray, special education tutor, Marthaville Ele./Jr. High School, at $7.50 per hour, not to exceed 35 hours per week, replacing Amanda Broadway.   Funded by IDEA.

  5. Nicole Rudolph, teacher, Parks Elem./Middle School, new hire.

  6. Kimberly Antoine, contracted speech therapist, Weaver Elementary School, effective January 6, 2012.

  7. Mique Brown, special education tutor, East Natchitoches elem./Middle School, not to exceed 35 hours per week at $7.50 per hour, replacing Carmen Maggio.  Funded by IDEA.

  8. Jessica Foy, special education tutor, Frankie Ray Jackson Technical Center, not to exceed 35 hours per week at $7.50 per hour.  Funded by IDEA.

  9. Sammiaa Shields, special education tutor, East Natchitoches Elem./Middle School, not to exceed 35 hours per week at $7.50 per hour, replacing Ashante’ Simmons.  Funded by IDEA.

  10. Jowava Thompson, contracted speech therapist, Cloutierville Elem./Jr. High School, replacing Deborah Hernandez.  Ms. Thompson’s start date was December 5, 2011.

  11. Krystal Williams, special education tutor, Fairview Alpha Elem./Jr. High School, not to exceed 35 hours per week at $7.50 per hour, replacing Morgan Hines. 

  12. Nina White, teacher, Natchitoches Central High School, replacing Stacey McCain.

  13. Rachelle Menard, teacher, Natchitoches Central High School, replacing Brenda Poynter.

  14. Dametria Shields, special education tutor, Vaughn Elem./Middle School, at $7.50 per hour, not to exceed 35 hours per week.

  15. Patricia Jonaitis, contracted speech therapist, Marthaville Elem./Jr. High School, effective January 9, 2012.

  16. Angie Buzbee, teacher, Natchitoches Central High School, to facilitate credit recovery/grade recovery program at $20.00 per hour, 2 ½  hours per day for 3 days per week.  Funded by 21st CCLC.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, the Board unanimously approved the following transfers and/or reassignments:

 

  1. Barbara Stewart, from Title I paraprofessional to special education paraprofessional, Fairview Alpha Elem./Jr. High School, replacing Lona Frazier.

  2. Lona Frazier, from special education paraprofessional to Title I paraprofessional, Fairview Alpha Elem./Jr. High School, replacing Barbara Stewart.

  3. Beverly Giering, speech therapist, Vaughn Elem./Middle School, from part-time to full-time.

 

On motion of Mrs. Wilson, seconded by Mrs. Masson, the Board approved 5 teachers at $20.00 per hour for 4 hours each week beginning January 9, 2012 through April 20, 2012 for After-School Tutoring.  The teachers are Leslie Williams, Cheri Hillman, Isis Henderson, Joseph Odom and Dyana Simmons.  The cost for each teacher is $1, 459.80 with a total cost for 5 teachers being $7, 299.00. All costs include retirement and medicare.   Funded by Title I School Budget (743).     

                   

On motion of Mr. Rhymes, seconded by Mr. Wilson, the Board unanimously approved the attached Kids’ City Staff for the spring 2012 semester for 2 ½ hours per day for 3 days per week.  Funded by 21st CCLC Grant.

 

Mr. Ralph Wilson presented the Executive Report.

 

On motion of Mr. Rhymes, seconded by Mr. Hilton, and unanimously carried, the Board approved to modify the number of members of the Natchitoches Parish School Board Discipline Policy Review Committee from 27 to 16. The committee includes the superintendent, supervisor of child/welfare and attendance, a high school principal, two high school teachers, two middle school teachers, one elementary teacher, one special education teacher, two guidance counselors, two parents, one school bus operator or transportation manager and one school board member.

 

On motion of Mr. Danzy, seconded by Mrs. Masson, the Board adjourned.
