PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON DECEMBER 8, 2011

 

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, December 8, 2011, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer, were present:  Cecil Walker, Carroll Daniels, Ralph Wilson, Joella Wilson, Harry Graham, Russell Danzy, Michael Hilton, Donna Masson, Thomas Melder and George Rhymes.  Mr. Means came in late. 

 

The meeting was called to order by President Daniels, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Hilton. 

 

Dr. Derwood Duke presented the Board Update.  He stated that the one percent sale tax checks had increased.  The percentage was 30.88 percent.  The maximum amount for teachers is $6, 802.06 and minimum for a beginning teacher is $4,602.08

 

The Lakeview High School Forestry Team for winning second place in the state FFA Forestry Career Development Event.

    

Under Old Business, Mr. Cedric Floyd spoke with the Board regarding the Redistricting Plan for the Board.

 

On the motion of Mr. Melder, seconded by Mr. Hilton, that the Board hereby discontinue the services of Mr. Cedric Floyd due to concerns of the board members with the proposed redistricting plan for the Natchitoches Parish School Board.

 

After much discussion, Mr. Hilton called for the question for members to approve to vote on the proposed motion.  

 

YEAS:    Daniels, Wilson, J. Wilson, Graham, Danzy, Hilton, Masson, Means, Melder and Rhymes.  NAYS:    None.   ABSTAIN:  Walker.        (Carried)

 

The vote on the proposed motion as recorded.  YEAS:    Danzy, Hilton, Masson, Melder and Rhymes.   NAYS:    Daniels, Wilson, J. Wilson, Graham and Means.  ABSTAIN:  Walker.                                          (Failed)

 

On motion of Mr. Walker, seconded by Mr. Hilton, the Board unanimously adopted the following consent agenda items  

 

 1.        Adoption of Agenda.

 2.        Approval of Minutes of November 3, 2011.

 3.        FINANCE ITEMS

            A.         Payment of Bills:  

B.         Out of State Travel:  

 

(1)        April Giddens, teacher, Natchitoches Magnet School, travel to Dallas, Texas, January 22 - January 30, 2012, to attend the 2012 National Teacher of the Year Program.  At no cost to the Board other than substitute.

 

C.         School Bus Routes Changes:

 

            (1)        Fredda Burns, Cloutierville Elem./Jr. High School, increase of 1 mile for a cost of $207.20

 

D.         Purchase of Buses:

F.         Resignations:   

(1)        Amanda Broadway, special education tutor, Marthaville Elem./Jr. High School, effective December 21, 2011.

            (2)        Laquita Arnold, tutor, Fairview Alpha Elem./Jr. High School, effective November 7, 2011.

(3)        Juliette Phillips, teacher, East Natchitoches Elem./Middle School, effective November 10, 2011.

          (4)        Clifford Davy DuBose, teacher/coach, Lakeview High School, effective December 21, 2011.

          (5)        Stacey McCain, teacher, Natchitoches Central High School, effective December 21, 2011.

          (6)        Alexandra Luedke, speech pathologist, Marthaville Elem./Jr. High School, effective December 21, 2011.

Mr. Russell Danzy presented the Finance, Facilities, Service and Insurance Report.

 

On motion of Mr. Danzy, seconded by Mr. Walker, and with unanimous consent, the Board approved a contract with Mitchell and Prewitt to perform timber management of land owned by the Natchitoches Parish School Board.

 

Mr. Harry Graham presented the Personnel Report. 

 

On motion of Mr. Graham, seconded by Mr. Walker, the Board approved the following personnel:

 

A.         Jessica Ann Odom, special education tutor,  Provencal Elem./Jr. High School, at $7.50 per hour not to exceed 15 hours per week ( Ms. Odom is a kindergarten tutor 4 hours per day).

B.         Fonda Lloyd-Jones, kindergarten tutor, Fairview Alpha Elem./Jr. High School, at $7.50 per hour, 4 hours per day, 5 days per week, replacing Laquita Arnold.

C.         Jo Ann Brown, special education homebound teacher, Parks Elem./Middle School, due to an increase in enrollment.  Paid by General Funds.

D.         Courtney Yelverton, student worker, Central Office, at $7.25 per hour, not to exceed 35 hours per week and a maximum of 10 weeks.  Funded by IDEA.

 

On motion of Mr. Hilton, seconded by Mr. Wilson, the Board unanimously approved the attached list of personnel for After-School Tutoring.

                

Mr. Carl Means presented the Personnel Report.

 

On motion of Mr. Means, seconded by Mrs. Wilson, and unanimously carried, the Board approved the Natchitoches Parish School Board calendar for 2012.

 

On motion of Mr. Rhymes, seconded by Mrs. Masson, that the Board suspend the no travel policy for and allow four board members to travel to the National School Board Association Meeting. 

 

After much discussion of upcoming expenses for the school year, Mr. Rhymes withdrew the motion. 

 

There being no other items on the Executive Agenda, the Board adjourned.
