PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON NOVEMBER 3, 2011

 

 

A regular meeting of the Natchitoches Parish School Board was held on November 3, 2011, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer, were present:   Cecil Walker, Carroll Daniels, Ralph Wilson, Joella Wilson, Harry Graham, Russell Danzy, Michael Hilton, Donna Masson, Carl Means, Thomas Melder and George Rhymes. 

 

The meeting was called to order by President Daniels, followed by an invocation by Mrs. Masson and Pledge of Allegiance by Mr. Rhymes.

 

Dr. Derwood Duke presented the Board Update.

 

The technology department reported on changes in technology in the schools and central office.   

 

On motion of Mrs. Wilson, seconded by Mr. Means, the Board unanimously approved the following consent agenda: 

  

 1.          Adoption of Agenda.

 2.        Approval of  Minutes of  October 6, 2011.

 3.        FINANCE ITEMS

(1)        Jennifer Anderson and Laura Carroll, teachers, NSU Middle Lab School, travel to Chicago, Illinois, from November 16 -28, 2011, to represent the Technology Team at the National Writing Project Annual Meeting.  (3 working days).   Funded by NSU Writing Project.

Mr. Russell Danzy presented the Finance, Facilities and Insurance Report.

 

On motion of Mr. Danzy, seconded by Mr. Means, the Board approved a resolution providing for canvassing the returns and declaring the result of the special election held in Consolidated School District No. 8 of the Parish of  Natchitoches, Louisiana, on Saturday, October 22, 2011, to authorize the renewal of a special tax therein and authorize the Superintendent to sign the necessary papers.    

 

On motion of Mr. Danzy, seconded by Mr. Hilton, the Board approved a resolution providing for canvassing the returns and declaring the result of the special election held in Consolidated School District No. 10 of the Parish of Natchitoches, Louisiana, on Saturday, October 22, 2011, to authorize the renewal of a special tax therein and authorize the Superintendent to sign the necessary papers.   

 

On motion of Mrs. Wilson, seconded by Mr. Walker, that the Board hereby accept the low bid by the hour of  Mitchell/ Prewitt for timber management.  The Board requested a first assessment of timber as soon as possible followed by yearly reports.  The contract is to be issued for 3 years.

On motion of Mr. Hilton, seconded by Mr. Danzy, the Board unanimously granted permission for Mr. Laborde to place stadium lights for practice field at Natchitoches Central High School for bids on the 100’/120’ setback pole layout and the 100’/135’setback pole layout.  A committee was formed to review the bids for final selection topresent to the Board.

 

Mr. Harry Graham presented the Personnel Report.

 

On motion of Mr. Walker, seconded by Mrs. Wilson, and unanimously carried, the Board approved the following:

 

 

     New Personnel:  

 

   A.      Anita Kay, special education tutor, Provencal Elem./Jr. High School, at $7.50 per hour not to exceed 35 hours per week.  Paid by General Funds.

   B.      LaQuita Moore, RTI tutor, Vaughn Elem./Middle School, at $7.25 per hour for 35 hours per week, replacing Sophia Franklin.  Funded by Title I (748).

   C.      Barbara White Johnson, special education teacher, East Natchitoches Elem./Middle School.  Paid by General Funds (special education).

   D.      Whitney Bolden, child nutrition technician, East Natchitoches Elem./Middle School.

   E.      Tracy Moore, connections special education teacher, Lakeview Annex.

            Paid by General Fund (special education).

 

   Transfers and/or Reassignments:

 

   A.      Tammy Bell, Interventionist Coach, home based from Vaughn Elem./Middle School to Title I Media Center.

   B.      Myra Morris, from LA-4 paraprofessional to special education paraprofessional, Cloutierville Elem./Jr. High School.

  C.      Sara Cannon, from Title II teacher to regular teacher, Cloutierville Elem./Jr. High School.

   D.      DeAnna Chadick, from LA-4 teacher to regular teacher, Cloutierville Elem./Jr. High School.  

  

 The following teachers at Provencal Elem./Jr. High School to tutor students in grades 3-8 to prepare them for the iLEAP and LEAP tests. Teachers will tutor 2 days per week at $20.00 per hour to help low achieving students beginning October 10, 2011 and ending March 29, 2012.  The teachers are Peggy Hernandez, Tammy Wyatt, Andrea Penrod, Cinta Foster, Jerry Dawson, Vanessa Birdwell, Lori Savell and Carol Morgan.  Substitutes are Tammy Graves and Becky Herring.  Funding source is After School for All.

 

On motion of Mr. Means, seconded by Mrs. Masson, and with unanimous consent, the Board approved the list of 2011-2012 Coordinators, Coaches and Extra - Curricular Activity Personnel.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, the Board approved renewal of a two-year performance contract for Gwendolyn A. Hardison, Director of Federal Programs.

 

On motion of Mr. Rhymes, seconded by Mrs. Wilson, the Board approved home based schools and salaries for the following:

 

 

Mr. Carl Means presented the Executive Report.

 

Mr. John Laborde presented a report on pending litigations and workers’ compensation cases.

 

There were no agenda items to be voted on.

 

On motion of Mr. Danzy, the Board adjourned.
