PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON APRIL 7, 2011

                                             

A regular meeting of the Natchitoches Parish School Board was held on Thursday, April 7, 2011, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer, were present:  Cecil Walker, Carroll Daniels, Ralph Wilson, Joella Wilson, Harry Graham, Russell Danzy, Michael Hilton, Donna Masson, Carl Means, Thomas Melder and George Rhymes.   Absent:  None.

 

The meeting was called to order by President Daniels, followed by an invocation by Mr. Rhymes and Pledge of Allegiance by Iyana McDaniel, a student at Weaver Elementary School.

 

Under Superintendent/Staff Report, Dr. Duke presented the Board Update.                                      

The Board recognized the following:

 

1.         The Natchitoches Central High School NCHOIR directed by Peggy Fisher.  They performed 4 selections.

2.         Proclamation by Governor Jindal proclaiming April as Autism Awareness Month.

3.         Natchitoches Central High School Soccer Coach Nate Middleton and first and second All-District soccer team members.

4.         Natchitoches Parish Quiz Bowl Winners.

           

Mr. Cedric Floyd, President of Data Center of Louisiana, presented a report on a redistricting  plan for the Natchitoches Parish Police Jury and the Natchitoches Parish School Board.

 

On motion of Donna Masson, seconded by Mr. Danzy, the Board offered a joint resolution for a "letter of  support" to be written to Christus St. Frances Cabrini requesting Cloutierville and Marthaville’s School Based Health Centers  become full-time instead of part-time.  There would be no cost to the Board.

 

On motion of Mr. Walker, seconded by Mr. Wilson, the Board unanimously approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of February 28, 2011 & March 3, 2011

 

 3.        FINANCE ITEMS

 

A.         Payment of Bills:  

               

B.         Out of State Travel:   

 

(1)  James Gadd, teacher, Lakeview High School, travel to Arlington, Texas,  May 13 – May 16, 2011, to chaperone students to "Spring in the Park"  Band Contest.  At no cost to the board other than a substitute.

(2)  Patrice Harper and Joyce McDonald, teachers, Fairview Alpha Elem./Jr. High School and Natchitoches Magnet School, travel to Fort Worth, Texas, May 25-26, 2011, to chaperone gifted students’ field trip.  At no cost to the Board.

(3)  Kendrick Foy, Gwendolyn Foy, Marcia Rachal and Joann Hamilton, travel to Orlando, Florida, April 24-April 30, 2011, to chaperone Natchitoches Central Band Members for a performance at Disney World.  At no cost to the Board.

(4)  Katrice LaCour, teacher, NSU Middle Lab School, travel to Orlando, Florida, May 5-8, 2011, to chaperone orchestra students who have qualified to compete against groups from across the United States.  At no cost to the Board. 

 

C.         School Bus Routes Changes:

 

(1)  Patrice Parker, Natchitoches Central High School, increase of 2 miles, cost of $301.70.

 

D.         Purchase of Buses:

 

E.         Advertisements:     Permission to advertise for bids.

 

F.         Resignations:   

 

(1)  Debra Cooper, special education tutor, Weaver Elementary School, effective March 17, 2011.

(2)  Dominick Hall, tutor, Vaughn Elem./Middle School, effective March 9, 2011.

(3)  Amber Holland, child nutrition technician, Goldonna Elem./Jr. High School, March 21, 2011.

(4)  Mike Skinner, JAG teacher, Natchitoches Central High School,  effective March 28, 2011.

 

G.         Retirements:

 

H.         Requests for Leave:    

 

Mr. Russell Danzy presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, and with unanimous consent, the Board approved contracts between Natchitoches Parish School Board and Herbert Baptiste, Jr. and Sally Horak for evaluation of students for the talent program for 15 hours each at $50.00 per hour for a total of $750.00 each.  Paid by General Fund.

  

On motion of Mrs. Wilson, seconded by Mr. Wilson, the Board approved a mineral lease resolution for Section 16 land owned jointly by DeSoto, Red River and Natchitoches Parish School Boards.   

 

Mr. Harry Graham presented the Personnel Report.             

 

On motion of Mr. Danzy, seconded by Mr. Walker, the Board unanimously approved the following personnel:

 

(1). Linda Williams, kindergarten tutor, Fairview Alpha Elem./Middle School, 4 hours per day, 5 days per week at $7.25 per hour.

(2). Jessica Akin,  JAG Specialist, Natchitoches Central High School, at $7.50 per hour replacing Michael Skinner.

(3). LaTronda Johnson, reading/RTI tutor, Vaughn Elem./Middle School, at $ 7.50 per hour, 4 hours per day and 5 days per week, replacing Dominick Hall.
      

Mr. Carl Means presented the Executive Report.

 

On motion of Mr. Means, seconded by Mr. Danzy, that the Board hereby approve the attached policy for electronic telecommunication devices for students.  The policy will go into effect at the beginning of the 2011-2012 school year. 

 

On motion of Mr. Hilton, seconded by Mr. Rhymes, that the above mentioned policy for electronic telecommunication devices be amended by having the following sentences deleted from the policy:

 

"The above policy shall also apply to after school sponsored events.  Any exceptions or clarification to the above policy for after the instructional day activities are at the discretion of the school administrator."  

 

VOTE ON AMENDED MOTION:

 

The Board unanimously approved the amended motion.

 

VOTE ON MAIN MOTION:

 

The Board unanimously approved the main motion as stated above with deletions approved in the amended motion.

 

On motion of M. Graham, seconded by Mr. Wilson, and unanimously carried, the Board approve the Natchitoches Parish School Board Student Handbook. 

  

On motion of Mr. Walker, the Board adjourned.
