PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON MARCH 10, 2011

                                        

                                                   

A regular meeting of the Natchitoches Parish School Board was held on Thursday, March 10, 2011, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer, were present: Cecil Walker, Carroll Daniels, Ralph Wilson, Joella Wilson, Harry Graham Russell Danzy, Michael Hilton, Donna Masson, Carl Means, Thomas Melder and George Rhymes.  Absent:   None.

 

The meeting was called to order by President Daniels, followed by an invocation by Mr. Danzy and Pledge of Allegiance by Mr. Graham.

 

Dr. Duke presented the Board Update.

 

Ms. Cheryl Johnson, Director of Special Education, and her staff presented a detailed description of all the programs in the special education department.

    

On motion of Mrs. Wilson, seconded by Mr. Wilson, the Board unanimously approved the following consent agenda items.

               

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of February 3, 2011

 

 3.        FINANCE ITEMS

 

A.   Payment of Bills:  

               

B.   Out of State Travel:   

 

(1)    Rene’ C. Lewis, school nurse, Natchitoches Central High School, travel to Washington D. C., June 28 - July 5, 2011, to attend the Annual School Nurse Conference.  Paid by IDEA.

 

(2)    Erin Spears and Mary Cedars, teachers, Natchitoches Central High School, travel to Arlington, Texas, April 16, 2011, to chaperone art students to Six Flags Over Texas.   At no cost to Board.

 

C.   School Bus Routes Changes:

 

         (1)    Sharon Jennings, Natchitoches Central High School, increase of 4.7 miles, cost of $551.43.

 

D.   Purchase of Buses:

 

E.   Advertisements:     Permission to advertise for bids.

 

F.   Resignations:   

 

(1)     Everly West, paraprofessional, Parks Elem./Middle School, effective February 25, 2011.          

(2)     Lisa Gisele Harper, teacher, Parks Elem./Middle School,  effective February 9, 2011.

(3)     Jessica Y. Yount, teacher, Lakeview High School, effective  February 4, 2011.

(4)     Misty Britt, tutor, Goldonna Elem./Jr. High School, January 31, 2011.

 

G.         Retirements:

 

(1)     Nancy Fontana, teacher, effective March 1, 2011.

 

H.         Requests for Leave:

Mr. Russell Danzy presented the Finance Report.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, the Board approved a contract between Natchitoches Parish School Board and Durham School Services for providing transportation services for students in Natchitoches Parish beginning July 1, 2011 for a period of  three (3) years  

  

On motion of Mr. Danzy, seconded by Mr. Walker, and unanimously carried, the Board approved the Louisiana Department of Transportation and Development easement purchase offer for Natchitoches Parish School Board property located on I-49/Waterwell Road with authorization for the Superintendent to sign the necessary papers.

 

Mr. Harry Graham presented the Personnel Report.

 

On motion of Mrs. Wilson, seconded by Mr. Means,  and with a unanimous voice vote, the Board approved the following personnel:      

 

A.   Hope Harley, kindergarten tutor, 4 hours per day, 5 days per week at $7.25 per hour, replacing Katrina Edmond.

B.   Charles Verret, teacher, Lakeview High School, replacing Jessica Yount.

C.   Joana Revelts, kindergarten tutor, Faiview Alpha Elem./Jr. High School, 4 hours per day for 5 days per week at $7.25 per hour. 

D.  Codie Goings, alternate tutor, After School for All, Provencal Elem./Jr.High School, on Tuesday and Thursday for two hours per day at $20.00 per hour.  Funded by After School for All .

 

On motion of Mr. Wilson, seconded by Mr. Means, the Board approved the following transfers/reassignments of personnel:

 

A.  Katrina Edmond, from kindergarten tutor to special education tutor, Parks Elem./Middle School, at $7.50 per hour, not to exceed 35 hours per week, replacing  Amanda McGrath.  Funded by IDEA.

B.  Lucy Poston, teacher for after school tutoring, Cloutierville Elem./Jr. High School, not to exceed 6 hours per week, replacing Amy Thompson. Funded by IDEA.

C.  Kris Collinsworth, teacher for after school tutoring, Natchitoches Central High School,  not to exceed 6 hours per week, replacing Sheila McDonald.  Funded by IDEA.

D.  Sheila McDonald, teacher, substitute teacher for after school tutoring.

E.  Emily Yaghoubian, lead teacher for speech therapist, Fairview Alpha Elem./Jr. High School.

F.  Candrena Payton, special education tutor, from Frankie Ray Jackson Technical Center to Vaughn Elem./Middle School.  Funded by IDEA.

 

On motion of Mr. Wilson, seconded by Mrs. Wilson, the Board unanimously approved a contract between Natchitoches Parish School Board and Soliant Health for a speech therapist for compensatory speech services per attached contract.   Funded by IDEA.   

                                                        

Mr. Carl Means presented the Executive Report.

 

On motion of Mr. Means, seconded by Mr. Danzy, and with unanimous consent, the Board approved the school calendar for 2011-2012. 

   

On motion of Mr. Means, seconded by Mrs. Wilson, that the litigation bearing Civil Action  #80-1422A on docket of United States District Court, Western District of 

 

Louisiana, Alexandria, Louisiana, hereby approve tabling the vote for one month in order to better inform the people on what is trying to be done.  

YEAS:   Wilson, J. Wilson, Graham, Means and Daniels.   

NAYS:   Walker, Danzy, Hilton, Masson, Melder and Rhymes.  

ABSENT:  None.                                                        (Failed)

 

On motion of Mr. Walker, seconded by Mr. Rhymes, that the litigation bearing Civil Action #80-1422A on docket of United States District Court, Western District of Louisiana, Alexandria, Louisiana hereby continue legal proceedings.   

YEAS:    Walker, Danzy, Hilton, Masson, Melder, Rhymes and Daniels.  

NAYS:   Wilson, J. Wilson, Graham and Means. 

ABSENT:   None.                                                   (Carried)

 

On motion of Mr. Walker, seconded by Mr. Danzy, the Board adjourned.
