PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON FEBRUARY 3, 2011

                                       

                                                    

A regular meeting of the Natchitoches Parish School Board was held on Thursday, February 3, 2011, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer, were present: Cecil Walker, Carroll Daniels, Ralph Wilson, Joella Wilson, Harry Graham, Michael Hilton, Pat Jones, Carl Means, Tommy Melder and George Rhymes.  Absent:  Russell Danzy.

 

The meeting was called to order by President Daniels, followed by an invocation by Mr. Daniels and Pledge of Allegiance by Mr. Hilton.

 

Dr. Derwood Duke gave the Board Update.

 

Dr. Robert Gillan presented Dr. Duke a plaque for Employer Support of the Guard and Reserve.

 

Katherine Murchison, student, Natchitoches Central High School, was recognized for her art work displayed on LHSAA for the State Farm Prep Classic.

 

Mrs. Gwen Hardison, Director of  Federal Programs, and her staff  presented new Board Members with a detailed summary of the operation of the programs were under her direction.                                           

                     

Under Old Business Mr. Laborde stated that the 911 Commission Emergency Alert Warning Systems would be placed at Cloutierville, Goldonna, Provencal, Fairview Alpha and Lakeview High School.

               

On motion of Mr. Walker, seconded by Mr. Wilson, the Board approved the following consent agenda items:

      

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of January 6, 2011

 

 3.        FINANCE ITEMS

 

            A.         Payment of Bills: 

                

B.         Out of State Travel:   

 

(1)        Kenny Minchew, TSGT, Lakeview High School, travel to Montgomery, Alabama, February 6-14, 2011, to attend AFJROTC recertification training classes.  At no cost to the Board.

(2)        Donna Beauboeuf, teacher, NSU Elementary School, travel to San Francisco, California, March 25-29, 2011, to present at the ASCD Conference.  At no cost to Board other than substitute.

(3)        Alvin Brosette, principal, Parks Elem./Middle School, travel to Los Angeles, California, March 11-13, 2011, to attend the National TAP Conference.   Paid by Title I (701).

 

C.         School Bus Routes Changes:

 

(1)        Gwendolyn Cole, Provencal Elem./Jr. High School, loss of 5.3 miles, savings of  $973.40.

(2)        Tommy A. Settle, Marthaville Elem./Jr. High School, increase of 1 mile, cost of $140.42.

(3)        Richard Dalme, Goldonna Elem./Jr. High School, increase of 4.6 miles, cost of $711.54.

(4)        Diane Saffel, Fairview Alpha Elem./Jr. High School, increase of  2 miles, cost of $391.30.

(5)        Fredda Burns, Natchitoches Central High School, increase of 1.2 miles, cost of $208.15.

(6)        Teddy G. Speir, NSU Elementary Lab School, increase of 4 miles, cost of $596.97.

H.         Requests for Leave: 

 

(1)        Donald Hernandez, teacher, Vaughn Elem./Middle School, medical sabbatical leave from February 15 – May 27, 2011.

 

Mr. Ralph Wilson presented the Finance, Facilities and Insurance Report.

 

On motion of Mr. Wilson, seconded by Mr. Means, the Board unanimously approved the lowest bids meeting specifications for the Child Nutrition Program:

 

            A.         Sysco Food Services for food items per attached bids.

            B.         Various for paper and cleaning supplies per attached bids.                    

   

On motion of Mr. Walker, seconded by Mr. Means, the Board overwhelmingly approved the following finance items:

  

 

               

On motion of Mr. Wilson, seconded by Mr. Melder, the Board unanimously accepted the report on Basic Financial Statements and Independent Auditor’s Report as of and for the year ending June 30, 2010.  

 

On motion of  Mr. Wilson, seconded by Mr. Melder, the Board approved the transfer of the  Natchitoches Parish School Board Insurance Reserve from Wells Fargo Advisors to FSC Securities Corporation represented by Cross and Cross Financial Advisors.

 

On motion of Mr. Wilson, seconded by Mrs. Wilson, and with unanimous consent, the Board a contract with Herbert Baptiste, Sr. for test evaluations of students for talented program to be paid at $50.00 per hour for one day.   Paid by General Fund.

 

Mr. Harry Graham presented the Personnel Report.

 

On motion of Mrs. Wilson, seconded by Mr. Means, the Board with unanimous voice vote, approved the following personnel:         

 

A.         Nicole Horn, 9 month custodian, Parks Elem./Middle School, replacing Gerald Mitchell.

B.         Troy Boudreaux, teacher, Cloutierville Elem./Jr. High School, replacing Chad Dalton.

            C.         Ashley Franks, assistant softball coach, Lakeview High School.

            D.         Karen Longino, girls’softball coach, Goldonna Elem./Jr. High School, replacing Colby Hough.

E.         Tonya Reliford, reading/RTI tutor, Vaughn Elem./Middle School, at $7.25 per hour for 4 hours per day, replacing Cestlavie Batiste.  Funded by Title I Schoolwide (748) Budget.  

F.         Pamela Ochoa, teacher, Fairview Alpha Elem./Jr. High School, replacing  Angela Johnson.

 

On motion of Mr. Graham, seconded by Mr. Wilson, the Board approved the following personnel agenda items:

 

A.         Colby Hough, teacher, from Goldonna Elem./Jr. High School to Vaughn Elem./Middle School, replacing  Lawrence Seawood.

 

B.         Shelly Adams, Vanessa Birdwell, Valerie Jessup, Patricia Possoit and Lalania Dubois,  Marthaville Elem./Jr. High School, for after school tutors on Tuesday and Thursday from 3:00 p.m. to 4:00 p.m. at $20.00 per hour.  Funded by Schoolwide 746. 

 

C.         Penny Weaver as the Tobacco Prevention and Control Initiative Program School Contact Coordinator for Goldonna Elem./Jr. High School, replacing Colby Hough.  She will serve as the coordinator from January 10, 2011 until May 27, 2011.  Funding will come from The Rapides Foundation Fund 833.

 

            D.         Two-year performance contracts for the following:

 

                    

E.         The following Kids City after-school tutors at $20.00 per hour for 2 hours per day, 3 days per week.   Funded by 21st CCLC.

There were no items to be voted on under the Executive Report.
