PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON NOVEMBER 4, 2010

                                     

A regular meeting of the Natchitoches Parish School Board was held on Thursday, November 4, 2010, at 5:00 pm. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer were present:  Cecil Walker, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson, Billy Benefield, Jr., Harry Graham and Craig Rachal.   Absent:  Carroll Daniels and Pam McAlexander.  Mr. Wilson came in late.

 

The meeting was called to order by President Joella Wilson, followed by an invocation by Dr. Bienvenu and Pledge of Allegiance by Mr. Graham.

 

Dr. Derwood Duke presented the Board Update.                             

                              

Under New Business Mr. Benefield made the motion, seconded by Mr. Graham, that  the Board approve the placement of “early warning” sirens for emergency    situations at school sites in Natchitoches Parish.  (The 911 Commission will be visiting sites throughout Natchitoches Parish to determine the best placement of the early warning sirens.)  Some sites may be school locations.    

 

On motion of Mr. Walker, seconded by Mr. Graham, and unanimously carried, the Board approved the following consent agenda items:

(2)        Tonya Masson, teacher, Vaughn Elem./Middle School, effective  October 29, 2010.

            (3)        Katie Washington, special education tutor, Natchitoches Central High School, effective October 29, 2010.

(4)        Jenny Jordan, special education teacher, Parks Elem./Middle School, effective November 15, 2010.

(5)        Jeanine Edwards, kindergarten tutor, Cloutierville Elem./Jr. High School, effective October 27, 2010.

Mr. Billy Benefield, Jr. presented the Finance, Facilities, Services & Insurance Report.

  

On motion of Mr. Walker, seconded by Mr. Benefield, that the Board hereby approve a resolution providing for canvassing the returns and declaring the result of the special election held in Consolidated School District No. 7 of the Parish of Natchitoches, Louisiana, on Saturday, October 2, 2010, to authorize the renewal of a special tax therein and authorize the Superintendent to sign the necessary papers.

Mrs. Julia Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Walker, and with unanimous consent, the Board approved the following personnel agenda items:

               

    1.     Approval of Personnel:

 

            A.         Sampson Bazile, 12 month maintenance technician, maintenance department.

            B.         Shantonesia Below, special education tutor, Weaver Elementary School, $7.50 per hour, not to exceed 35 hours per week, replacing John Dearborne.

            C.         Regina Brosette, teacher, Vaughn Elem./Middle School, replacing Tonya Masson.

            D.         Juanita Brown, test prep tutor, Parks Elem./Middle School, $7.50 per hour.   Funded by 1003(A)SIP#768.

E.         Amanda Cain, kindergarten tutor from 8:00 a.m.-12:00 p.m. and an in-school suspension tutor from 12:30 p.m. - 3:00 p.m. at Cloutierville Elem./Jr. High School, $7.25 per hour, replacing Sherice Robinson Mitchell.

F.         Miranda Galliens, kindergarten tutor, Fairview Alpha Elem./Jr. High School, $7.25 per hour, 4 hours per day, 5 days per week. 

G.         Rebecca Foster, read 180 teacher, Lakeview High School, replacing Samantha Sullivan.  Funded by SIP 1003A #767.

H.         Bonnie Ruthledge, kindergarten tutor, Cloutierville Elem./Jr. High School, replacing Jeanine Edwards.   

 

   2.      Transfers and/or Reassignments:

 

A.        Anna Floyd, read 180 teacher, Lakeview High School Annex, transfer from 1003(A)SIP #767 to general fund, effective October 11, 2010.

B.        John Dearbone, special education tutor, from Weaver Elementary School to Natchitoches Central High School.

C.        Ricardo Legardy, transfer from JAG tutor at Natchitoches Central High School to 21st Century Kid City tutor at Vaughn Elem./Middle School.

             

Deanna Pearce and Joseph Odom as teachers for Saturday Clinic at East Natchitoches Elem./Middle School from 8:00 a.m. until 12:00 p.m.  One of the two teachers will work each Saturday.   Funded by Title I School Wide 743.    

 

Teachers for ELFA Training at Weaver Elementary School per attached sheet.   Funded by Title I School Wide 752.    

 

Francesca Latchie, test prep tutor, Parks Elem./Middle School, $7.25 per hour.  Funded by 1003(A) SIP#768.

 

Cheryl Remo, test prep tutor, Parks Elem./Middle School, $7.50 per hour.    Funded  by 1003(A) SIP #768.

 

The following TAP Master Teachers and TAP Mentor Teachers at Parks Elem./Middle School

 

Leanie Fitzgerald and Stephonie French, TAP Master Teachers, at $6,000.00 per year.  Funded by Title I School Improvement 1003(A) SIP #768.

 

Misty Chelette, Shaneika Brown, Claudine Madison and Debra Wamber, TAP Mentor Teachers, at $3,000.00 per year. Funded by TAP #877.  Debra Wamber’s salary is to be funded 1 month from TAP #877 with the remaining to be paid by Title I #749. 

 

The attached list of after school teachers/tutors from October 25, 2010 - April 7, 2011. 

 

Rescinding the resignation of Cindy Crowell, school nurse, Vaughn Elem./Middle School.

 

Mr. Craig Rachal presented the Executive Report.

  

On motion of Mr. Wilson, seconded by Mr. Benefield, the Board unanimously approved the attached new policy for American Recovery and Reinvestment Reporting Requirements.    

 

On motion of Mr. Benefield, seconded by Mr. Rachal, the Board convened into executive session to discuss the superintendent’s contract.

 

On motion of Mr. Benefield, seconded by Mr. Walker, the Board adjourned out of the executive session.

 

On motion of Mr. Benefield, seconded by Mr. Rachal, that the Board hereby extend Superintendent Derwood Duke’s contract until June 30, 2012.

 

YEAS:    Walker, Hildebrand, Bienvenu, Benefield and Rachal.   NAYS:  Wilson, J. Wilson and Graham.    ABSTAIN:  Metoyer.     ABSENT:   Daniels and McAlexander.                                                (Carried)

 

On motion of Mr. Walker, seconded by Mr. Graham, that the Board follow the state statutes for docking board member’s pay regarding absences from meetings per attached statute.   The Executive Committee of the Board establishes legitimate excuses from all meetings.  The policy is effective as of November 4, 2010.

 

On motion of Mr. Walker, seconded by Mr. Rachal, the Board adjourned.
