NATCHITOCHES PARISH SCHOOL BOARD

HELD ON OCTOBER 7, 2010

 

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, October 7, 2010, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer were present:  Cecil Walker, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson, Billy Benefield, Jr., Harry Graham and Craig Rachal.   Absent:  Carroll Daniels and Pam McAlexander.  Mr. Ralph Wilson came in late.

 

The meeting was called to order by President Joella Wilson, followed by an invocation Mr. Rachal and Pledge of Allegiance by Mr. Metoyer.                  

 

Ms. Daphna McAllen gave a presentation on the Parent Expo to be held at the Events Center on October 28, 2010.

 

Dr. Derwood Duke presented the Board Update.

 

The Board recognized Mr. Calvin Gallion, III, student, Natchitoches Central High School, for being an exemplary student.

 

Ms. Janie Raggio received a coat from Durham Transportation Services for being selected as School Bus Driver of the Year.

 

On motion of Mr. Walker, seconded by Mr. Benefield, and unanimously carried, the Board approved a resolution to be sent to all school boards in the state requesting their support in asking the Louisiana Legislature to repeal the (WEP) Windfall Elimination Provision.   

 

On motion of Mr. Walker, seconded by Mr. Graham, the Board accepted the Acadian Gas Pipeline Servitude Agreement for permanent servitude and temporary work space, plus timber appraisal for the two locations of school board property located on I-49/Water Well Road and I-49/Oak Grove area. 

On motion of Mr. Metoyer, seconded by Mr. Graham, the Board unanimously approved the following consent agenda items:

(1)        Lesa Thompson, teacher, Natchitoches Central High School, travel to Orlando, Florida, from November 17-29, 2010, to attend the Annual Conference of the National Writers’ Project Conference.  At no cost to the Board.

(2)        Robert Carnline, teacher, Natchitoches Magnet School, to chaperone 40 students to the Texas Renaissance Festival, November 13, 2010.  At no cost to the Board.

(3)        Chris Evans, Jennifer Anderson and Laurie Carroll, teachers, travel to Orlando, Florida, from November 17-29, 2010, to attend the Annual Conference of the National Writers’ Project Conference.   At no cost to the Board.

Mr. Ralph Wilson presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Wilson, seconded by Mr. Graham, and with unanimous consent, the Board approved the following finance items:

 

            A.  A contract with Brandie D. O’Connor to provide youth training in the area of tobacco prevention for 2 days in the amount of $3,310.  Funded by Rapides Foundation Carryover (832).

           

            B.  A contract with Jennifer Wilson to provide youth training in the area of tobacco prevention for 2 days in the amount of $2,990.  Funded by Rapides Foundation Carryover (832).

  

Mrs. Julia Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Walker, the Board unanimously approved the following personnel agenda items;

 

   1.      Approval of Personnel:

 

A.         Cestlavia Batiste, reading/RTI tutor, Vaughn Elem./Middle School, 4 hours per day at $7.25 per hour.   Funded by Title I School Wide (748) Budget.

B.         Katrina Edmond, kindergarten tutor, Parks  Elem/Jr. High School, 4 hours per day for 5 days per week at $7.25 per hour.

C.         Delilia Edmonson, kindergarten tutor, Parks Elem./Middle School, at 4 hours per day, 5 days per week at $7.25 per hour.

D.         Dominick Hall, reading/RTI tutor, Vaughn Elem./Middle School, at 4 hours per day, $7.50 per hour.  Paid by Title I School Wide (748) Budget.

            E.         Joshua Hancock, teacher, Lakeview High School, replacing Cary McCurry.

            F.         Amanda Jones, kindergarten teacher, Fairview Alpha Elem./Jr. High School, replacing JoEllen Poe.

G.         Barbara Lewis,  kindergarten tutor, Parks Elem./Middle School at 4 hours per day, 5 days per week at $7.50 per hour.

H.         Sha’Quanda Payton, reading/RTI tutor, Vaughn Elem./Middle School, at 4 hours per day, $7.25 per hour.  Funded by Title I (748) Budget. Sherice Robinson, kindergarten tutor, Cloutierville Elem./Jr. High School, from 8:00 a.m. to 12:00 p.m., at $7.25 per hour for 20 hours per week, replacing Amanda Barnhart, and ISS tutor, from 12:30 p.m. to 3:00 p.m., at $7.25 per hour for 15 hours per week,  replacing Delores Dorsey.   Paid by general fund and Title I School Wide (742).

J.         Brittney Sawyer, kindergarten tutor, Weaver Elementary School, at 4 hours per day, 5 days per week at $7.25 per hour, replacing Alpheia Wafer.

K.         Jeri Payne, in-school suspension tutor, Vaughn Elem./Middle School, at $7.50 per hour for 7 hours per day, 35 hours per week, replacing Edwin Powe.   Funded by Title I School Wide (748)

L.         Brenda Roberts, teacher, Kids’ City, Cloutierville Elem./Jr. High School, at $20.00 per hour at 2.5 hours per day for 3 days per week.  Funded by 21st Century Grant.

M.        Ricardo Legardy,  JAG tutor, Natchitoches Central High School, not to exceed 4 hours per day at $7.50 per hour for 190 days.   Funded by JAG Grant.

            N.         Donita Brooks, teacher, Lakeview High School, replacing Toni Calhoun.

            O.         Dana Durr, Title I teacher, Fairview Alpha Elem./Jr. High School, replacing Dannie Azlin.   Funded by Title I (701).

             P.        Jennifer Gray, kindergarten teacher, Parks Elem./Middle School.

            Q.         Yasmine Grayson, teacher, Vaughn Elem./Middle School, replacing Stephanie Ellett.

            R.         Ricardo Legardy, JAG tutor, Natchitoches Central High School, at $7.50 per hour.

            S.         Eliza Jones, support teacher, Frankie Ray Jackson Technical Center, not to exceed 4 hours per day prorated based on the teachers’ salary schedule.  Funded by General Special Education.

T.         Chiantia Sago, teacher, East Natchitoches Elem./Middle School, replacing Gary Gordon.

U.         Amanda Broadway, special education tutor, Marthaville Elem./Jr. High School, at $7.50 per hour, not to exceed 35 hours per week, replacing Courtney Broadway.

V.         Mary Dranguet, interventionist, Weaver Elementary  20 hours per week at $20.00 per hour with 55% paid by ELFA state other (882) and 45% paid by special education funds (IDEA ARRA).

W.        Dwayne Dupree, special education tutor, Cloutierville Elem./Jr. High School, $7.50 per hour, not to exceed 35 hours per week.  Funded by IDEA.

X.         Georgia Scott, interventionist, Weaver Elementary School, at $20.00 per hour for 20 hours per week.  Paid by special education funds (IDEA  ARRA).

 

On motion of Mrs. Hildebrand, seconded by Mr. Rachal, and unanimously carried, the Board approved the following personnel items:

 

A.         Catrell Wafer, tutor, for all migrant students in Natchitoches Parish whose academic skills or below grade level. Rate of pay for Mr. Wafer is at $7.50 per hour for 35 hours per week, not to exceed $8,000.00 from September 22, 2010 thru May 27, 2011.  Funded by Migrant Education (703).  

 

B.         The attached sheet of personnel for transferring 504 computer data at $20.00 per hour.

 

            C.         The attached sheet of special education tutors.

              

D.         The approving 2010-2011 coordinators, coaches and extra-curricular activity personnel per attached list.

 

E.         The teachers at Provencal Elem./Jr. High School at $20.00 per hour for a total cost of $7,600.  The program is for 2 days per week from October 2010 to March 2011.  Funded by After School for All (649). Teachers are:

F.         Brenda Morra and Mary Squyres, reading tutors, Weaver Elementary School, at $7.50 per for 4 hours per day and 20 hours per week.  Funded by Title I School-Wide 752. 

 

G.         The attached list of personnel for the 2010-2011 NCLB Federal Programs.  Funded by Title I 701, 741, 742, 744, 745, 746, 747, 748, 749, 750, 751, and 752.        

 

H.         Diane Doughty, Faye Oliver and Debra Ortiz, reading interventionists, Weaver Elementary School, at $20 per hour for 20 hours per week.   Funded by ELFA (882). 

 

I.        Evie Posey, literacy coach, Weaver Elementary School. Funded by 50% Title I  School-wide, 45% by ELFA 8g (881) and 5% ELFA state other (882).

   

Mr. Billy Benefield, Jr. presented the Executive Report.

 

On motion of Mr. Benefield, seconded by Mr. Rachal, and unanimously carried, the Board approved new policies for Responsibility for Vehicle Operation, Student Transportation Safety Program and Dismissal of Employees.

                 

On motion of Mr. Benefield, seconded by Mr. Graham, the Board adjourned.
