PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON JULY 15, 2010

                     

A regular meeting of the Natchitoches Parish School Board was held on Thursday, July 15, 2010, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer were present:  Cecil Walker, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson, Billy Benefield, Jr., Harry Graham and Craig Rachal.  Absent:   Carroll Daniels and Pam McAlexander.               

                                                       

The meeting was called to order by President Joella Wilson, followed by an invocation by Mrs. Hildebrand and Pledge of Allegiance by Mr. Graham.                                       

                          

Under Superintendent/Staff Reports, the Board received:

 

  1. Dr. Duke presented the Board Update.

  2. Chamber of Commerce Education Initiatives’ Committee Report by Roger Cunningham and Mike Wolff.

   

On motion of Mr. Rachal, seconded by Mr. Graham, the Board unanimously voted to continue with the same cell phone policy that was previously adopted.  Dr. Duke stated that he would encourage principals to be consistent in following the policy as written.    In the event that difficulties are incurred in some areas of the policy, the principals should come to the superintendent and the problems will be presented to the Board to be reviewed.         

 

On motion of Mr. Graham, seconded by Mr. Wilson, the Board approved a  Cooperative Endeavor Agreement  between the Natchitoches Parish School Board and the Natchitoches Parish Sheriff’s Department  regarding the old Fairview Alpha School site  per attached agreement.  Mr. Metoyer abstained from voting.

 

On motion of Mr. Walker, seconded by Mr. Wilson, the Board unanimously approved the following consent agenda items:

    1. Requests for Leave: 

    1. Penney Weaver, teacher, sabbatical leave for medical reasons for the first semester of the 2010-2011 school year.  Mr. Ralph Wilson presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, the Board with unanimous voice vote approved the following finance items:

 

  1. Interstate Music and Taylor Music per attached low bids meeting specifications for various band instruments for Natchitoches Central High School.            

  2. An agreement with The Rapides Foundation for Tobacco Prevention and Control Initiative’s School Partnership Grant for 2010-2011 in the amount of $57,500 and authorize the superintendent to sign the necessary papers.  The purpose of this grant is to prevent initiation of tobacco use among youth and to promote quitting among adults.

  3. An agreement with The Rapides Foundation in the amount of $100,000 for a Diet and Physical Activity Initiative for 2010-2012 and authorize the superintendent to sign the necessary papers. The grant is to promote healthy behavior by improving opportunities for adults and youth in Central Louisiana to engage in safe, accessible physical activity and by increasing the accessibility of healthy foods and reducing exposure to unhealthy foods and beverages.   

  4. The Tax Commission Budget for 2010-11. 

  5. The Property Casualty Alliance of Louisiana (PCAL) rate guarantee renewal for the 2011-2012 school year. 

  6. A resolution for a mineral lease on 16th Section  Land shared by Natchitoches Parish School Board, DeSoto Parish School Board and Red River Parish School Board.  (DeSoto Parish School Board has contracted with Argent Trust to administer this mineral lease and other mineral leases for DeSoto Parish School Board). 

    

Mrs. Julia Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following personnel:

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and unanimously carried, the Board approved the following transfers and/or reassignments:

  2. Connie Gallion, from LA-4 paraprofessional at Weaver Elementary School to  special education paraprofessional at Cloutierville Elem./Jr. High School,  replacing Myra Morris.

  3. Gary Gordon, teacher, from Frankie Ray Jackson Technical Center to East Natchitoches Elem./Middle School, replacing  Natalie Neugent.

  4. Danna Thomas LaCaze, special education teacher, from Weaver Elementary School to Goldonna Elem./Jr. High School, new position.

  12. Kimberleigh Nagel, from special education teacher at Vaughn Elem./Middle School to special education teacher at Weaver Elementary School, replacing  Linda Bass.

  13. Kanika Revels, from special education paraprofessional at Weaver Elementary School to school secretary (10 months) at East Natchitoches Elem./Middle School, replacing Judy Miley.

  14. Thomas Elkins, III, from principal at Natchitoches Central High School to teacher, replacing Dan Poole.

  15. Latonzia Frank, special education teacher, from Vaughn Elem./Middle School to Weaver Elementary School replacing Danna Thomas LaCaze.

  16. Marsha Sanders, teacher, from Lakeview High School to East Natchitoches Elem./Middle School, replacing Jarvis Blinks.

 

On motion of Mrs. Hildebrand, seconded by Dr. Bienvenu, the Board unanimously approved the following personnel items:

 

  1. Sharon French, Fannie Holden and Kathy Smith as teacher coaches.  

  2. Renewal of two year contract for the following:

    1. Willa Freeman, Principal, Provencal Elem./Jr. High School

    2. Cheryl Johnson, Director of Special Education, Central Office

    3. John Laborde, Director of Business Affairs, Central Office

    4. Ben LaGrone, Principal, NSU Middle Lab School

    5. Linda Page, Director of  Personnel, Central Office

    6. Phyllis Thomas, Director of Curriculum and Instruction, Central Office

  1. Special education personnel per attached sheet.

  2. Contracts for speech language pathologists- Maija Blood, Tamika Lucas and Kryshawn Bell.   Paid by General Fund.

 

On motion of Mr. Benefield, seconded by Mrs. Hildebrand, the Board approved Angela Jimenez as Principal of Vaughn Elem/Midd School (Grades 4-8).  Cynthia Cole will remain as Principal of the Infant/Toddlers through Third Grade. Mrs. Joella Wilson voted nay.    

 

On motion of Mr. Wilson, seconded by Mr. Metoyer, the Board approved Sandy Irchirl as Assistant Principal of Vaughn Elem./Middle School.

                  

On motion of Dr. Bienvenu, seconded by Mr. Wilson, the Board approved Brooke Williams as Assistant Principal of Parks Elem./Middle School.

 

On motion of Mr. Wilson, seconded by Mr. Graham, the Board approved Felicia Pinkney as Assistant Principal of Natchitoches Central High School.

    

Mr. Harry Graham presented the Executive Report.

 

There were no items voted on under the Executive Agenda.   

 

On motion of Mr. Metoyer, seconded by Mr. Rachal, the Board adjourned.
