PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON JUNE 3, 2010

                                     

A regular meeting of the Natchitoches Parish School Board was held on Thursday, June 3, 2010, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer were present:   Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson, Billy Benefield, Jr., Harry Graham and Craig Rachal.   Absent:   Pam McAlexander.

 

The meeting was called to order by President Joella Wilson, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Wilson.                   

                         

Dr. Derwood Duke presented the Board Update.                           

 

On motion of Mr. Benefield, seconded by Mr. Rachal, to suspend the rules to ask Mr. Laborde to  verify the figures submitted by Acadian Gas pipeline System for proposed Right-of-Way and Servitude Agreement for Section 16 lands (Section 16-T9N-R8W (I-49 and 8 mile loop) and Section 16-T8N-R7W (I-49) and Water Well Road. Mr. Laborde is to verify figures of the contract, submit to the school board attorney for review and come back to the board for final approval.  The Board unanimously agreed to suspend the rules and approve the above resolution.

 

On motion of Mr. Metoyer, seconded by Dr. Bienvenu, that the Board  grant permission to Glen Stephens & Associates, Inc. to do an on-site timber appraisal on the I-49 Waterwell Road in reference to State Road Project No. 116-04-0011 for the Louisiana Department of Transportation and Development. The Board chose not to accompany the company on the property inspection, but would like to be contacted regarding the inspection.  Mr. Benefield voted nay.

 

 On motion of Mr. Walker, seconded by Mr. Wilson, the Board unanimously approved the following consent agenda items:

Mr. Ralph Wilson presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Metoyer, seconded by Mr. Wilson, that the Board herby accept the high bid of Weyerhaeuser Company for timber sale on Section 16, Township 8 North, Range 7 West per attached bid compilation.  

 

YEAS:  Walker, Daniels, Wilson, Hildebrand, Bienvenu, Metoyer, J. Wilson, Graham and Rachal.  NAYS:  None.   ABSENT:  McAlexander.  ABSTAIN:   Benefield. (Carried)

                                                                                                                                

On motion of Mr. Wilson, seconded by Mr. Graham, and unanimously carried, the Board accepted the lowest bid meeting specifications of Jim’s South Propane & Butane for liquefied Gas Service for 2010-11 per attached bid compilation.

 

On motion of Mr. Metoyer, seconded by Mr. Wilson, the Board unanimously accepted the low bid of IESI for non-hazardous waste disposal service for 2010-11 per attached bid compilation.

 

On motion of Mr. Wilson, seconded by Mr. Metoyer, the Board awarded the following low bids meeting specifications:

 

    1. Flowers Baking Company for bread & bread products.

    2. D& D Distributors for milk & milk products

    3. D& D Distributors for juice

                                                

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, the Board overwhelmingly approved the “loan” option for 403(b) investments for Natchitoches Parish School Board employees who are participants. 

 

On motion of Mr. Wilson, seconded by Mr. Graham, and with unanimous consent, the Board approved a two year contract with Safety for Workers’ Compensation -Excess Coverage for Natchitoches Parish School Board

 

Mrs. Julia Hildebrand presented the Personnel Report.               

 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and unanimously carried, the Board approved the following personnel agenda items:

On motion of Mrs. Hildebrand, seconded by Mr. Rachal that the Board hereby approve Dale Skinner as  principal of  Natchitoches Central High School.

              

Mr. Benefield and Dr. Bienvenu called for the question.  The Board unanimously voted yes.

 

The vote for Mr. Skinner was as follows:

 

YEAS:  Walker, Daniels, Wilson, Hildebrand, Bienvenu, Metoyer, Benefield and Rachal. NAYS: J. Wilson and Graham. ABSENT:  McAlexander.          (Carried)

 

On motion of Mrs. Hildebrand, seconded by Mr. Walker, and with unanimous consent, the Board approving the following personnel items:

 

  1. The attached list of Kid City Staff from June 2-30, 2010.

  2. The attached list of employees for ESYP Summer School, LEAP Remediation Grades 4th and 8th, GEE and LEAP Homebound/Compensatory Education for 2010.   

  3. Lesa Thompson to work in the Title I Summer Remediation Reading Program at Vaughn Elem./Middle School for grades 9-11beginning June 7-28, 2010, from 9:30 a.m. to 2:00 p.m. for 16 days at 4 ½  hours per day or 72 hours at $20.00 per hour for a total of  $1,440 (retirement and benefits included).   Funded by Title I (701). 

  4. Tutors for 4th and 8th grade summer school per attached list.

              

On motion of Mrs. Hildebrand, seconded by Mr. Daniels, the Board approved summer work hours for counselors to complete transcripts and scheduling:  Jeff Johnson & Sharon Schaub at 100 hours each and Jessica Green at 55 hours at Natchitoches Central High School, Germaine Metoyer for 70 hours at Lakeview High School and Crissey Smith for 70 hours at Frankie Ray Jackson Technical Center.  Funded by Carl Perkins.

              

Mr. Carroll Daniels presented the Executive Report.

 

On motion of Mr. Walker, seconded by Mr. Metoyer, the Board unanimously approved The Natchitoches Times as the official journal for the Natchitoches Parish School Board Office.    

 

On motion of Mr. Benefield, seconded by Mrs. Hildebrand, the Board adjourned.
