NATCHITOCHES PARISH SCHOOL BOARD

HELD ON MAY 6, 2010

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, May 6, 2010, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer were present:  Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson, Billy Benefield, Jr., Harry Graham, Pam McAlexander and Craig Rachal.   Absent:   None.

 

The meeting was called to order by President Joella Wilson, followed by an invocation by Sarah Dyson, student, and Pledge of Allegiance by Mr. Graham.

 

Under the Superintendent/Staff Reports, the Board received:

 

  1. The Board Update by Dr. Duke.  

 

The Board recognized the following:

                                                                                     

  1. Students of the Year - Parish winners were: Bailey Grace Thompson, Elementary Student of the Year from Natchitoches Magnet School; Brandon Colby Graf, Middle School Student of the Year from NSU Middle Lab School and Sarah Elizabeth Dyson, High School Student of the Year from Lakeview High School.

  2. Teachers of the Year - Parish winners were:  Mary McCart, Elementary Teacher of the Year from Cloutierville Elem./Jr. High School; Philip McClung, Middle School Teacher of the Year, NSU Middle Lab School and Henry Eric Smith, High School Teacher of the Year, Lakeview High School.

  3. Principal of the Year - Willa Freeman of Provencal Elem./Jr. High School           

  4. Outstanding School Support Personnel

  5. Very Special Arts Festival Poster and Theme Contest Winner: Cara Martin

  6. National School Nurses Day - May 12, 2010.

  7. Lakeview High School students for scholarship awards, welding and small engine awards, agronomy, nursery and landscaping, pre-vet study scholarships, etc.

  8. Extra Mile Award Winner:E. T. Grayson, retired deputy, Clarence Louisiana.

              

On motion of Mr. Walker, seconded by Mrs. McAlexander, and with unanimous consent, the Board approved to develop a cooperative endeavor with the Natchitoches Parish Sheriff’s office for the demolition of the cafeteria and classroom section of the Fairview Alpha Campus and to advertise for bids for the property that includes the cost of the asbestos abatement, reserving mineral rights, and that the property can never be used for a private school. All abatement should be supervised by an engineer and documentation should be included that the abatement was done properly.

 

Under new business Mr. Laborde presented information on 911 Natchitoches Parish Communications District discussion on installing weather alert towers throughout Natchitoches Parish.      

 

On motion of Mr. Walker, seconded by Mr. Graham, and unanimously carried, the Board approved the following consent agenda items:

    1. Payment of Bills:  June & July

    2. Out of State Travel: 

      1. Virginia Lloyd, librarian and media instructor, Natchitoches Magnet School, travel to Denver, Colorado, on June 27-30, 2010, to attend the International Society for Technology in Education Convention.   Paid by The Rapides Foundation Grant.

      2. Phyllis Thomas, Director of Curriculum and Instruction, Central Office, travel to Oklahoma City, Oklahoma, to attend the ational Kappa Kappa Iota Convention on June 16-19, 2010.  At no cost to the Board.

      3. LaDarien Amos, Devoderick Ridley, Ken McLaren, Ramona Williams and Brenda Nidini, teachers and paraprofessional, Lakeview High School, to chaperone students to attend a basketball camp in Little Rock, Arkansas on June 4-6, 2010.  At no cost to the Board.

      4. Daphana McAllen, Supervisor of Elementary Education, travel to Destin, Florida, to attend the Middle School Teaming & Advisory Meeting (Pre-Conference) on June 14-21, 2010. Funded by Title I (701)

Mr. Ralph Wilson presented the Finance, Facilities and Insurance Report.

 

On motion of Mr. Wilson, seconded by Mr. Graham, the Board approved the following finance items:

 

    1. The general fund budget revision and child nutrition budget revision for 2009-2010.

    2. A resolution for a continuation grant between the State Department of Education and the Natchitoches Parish School Board at Natchitoches Central High School in the amount of $50,000 entitled Jobs for America’s Graduates with authorization for the superintendent to initiate, negotiate and sign the necessary papers.  

    3. A  contract with Sally Horak for the evaluation of students for the talent program for 5.5 hours at $50.00 per hour.  Paid by state G/T Funds.

    4. A contract with J. Mark Thompson for the evaluation of students for the talent program for 10.5 hours at $50.00 per hour.  Paid by state G/T funds. 

    5. A contract with Herbert Baptiste, Sr., for the evaluation of students for the talent program for 12 hours at $50.00 per hour. Paid by state G/T.   

    6. Alexandra Antwine, for professional coordination and expertise in developing the 2010-2011 NCLB Federal Programs with an emphasis on Even Start, with Project Coordinator Christine Prewitt; School Improvement Supervisor Laura McClain and eGrant technical assistance. The rate of pay will be $20.00 per hour on a as needed basis. Funded by Title (701).                 

 

Mrs. Julia Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Rachal, and unanimously carried, the Board approved:      

 

    1. Steven Soloman, accountant, central office, replacing Sydney Hamby.             

    2. The attached list of “pool of teachers” and attached list of “pool of tutors” for the 2010 Summer School for 4th and 8th grades.

    3. The attached list of “pool of teachers, paras & tutors” for the 2010 Summer School for ESY Summer School.

    4. Permission to issue contracts and letters of assurance for the 2010-2011 school year.

 

Mr. Carroll Daniels presented the Executive Report.

 

On motion of Mr. Metoyer, seconded by Mrs. Hildebrand, the Board unanimously approved the 2010-2011 Natchitoches Parish School Board Student Handbook with specific changes.  

 

On motion of Mr. Walker, seconded by Mr. Graham, the Board tabled the parish cell phone policy.

                 

On motion of Mr. Rachal, seconded by Mrs. McAlexander, that the Board hereby table approving revisions to the Natchitoches Parish School Board dress code for professional/support personnel and school uniform policy until next month or a special meeting could be called.

 

YEAS:    Daniels, Wilson, J. Wilson, McAlexander and Rachal.   NAYS:   Walker, Hildebrand, Bienvenu, Metoyer, Benefield and Graham.   ABSENT:   None.   (Failed)

 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, that the Board hereby accept the Natchitoches Parish School Board dress code for professional/support personnel and school uniform policy with the following amendments:  

 

Shirts and jackets in the high schools should be one school color and pants in both schools should be khaki color. Shirts and jackets for Natchitoches Central High School should be maroon and should be forest green for Lakeview High School.

 

YEAS:    Walker, Wilson, Hildebrand, Bienvenu, Metoyer, Benefield and Graham. NAYS:    Daniels, J. Wilson, McAlexander and Rachal.    ABSENT:  None.    (Carried)

 

On motion of  Mr. Walker, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved  Eric Shumpert,  Nicholas Thrasher, Joy Wiltz and Chelsea McClure, students at Natchitoches Central High School, to graduate and walk in graduation ceremonies on May 21, 2010.   Chelsea Edwards, student, Lakeview High School, was granted permission to graduate one year early and participate in graduation ceremonies on May 20, 2010. 

 

On motion of Mr. Walker, seconded by Mr. Benefield, the Board adjourned.
