PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON APRIL 8, 2010

                             

                    

A regular meeting of the Natchitoches Parish School Board was held on Thursday, April 8, 2010, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 210 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer were present:  Cecil Walker, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson, Billy Benefield, Jr., Harry Graham and Craig Rachal.  Absent: Carroll Daniels and Pam McAlexander.

 

The meeting was called to order by President Joella Wilson, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Benjamin Bolton, student, and Micah Frank, student, sang the Star Spangled Banner.

                                 

Under Superintendent/Staff Reports, the Board received:

 

  1. The Board Update from Dr. Derwood Duke

  2. A report from the STEM/CTE Committee      

 

The Board recognized:

 

  1. April as National Autism Awareness Month

  2. Turnoff Week-April 19-25, 2010

  3. Mr. John Laborde on becoming a Certified Louisiana School Business Administrator

    

On motion of Mr. Walker, seconded by Mr. Graham, and unanimously carried, the Board passed a resolution to approve the STEM/CTE Systemic Initiative Cycle II Grant Application in the amount of $185,920 from The Rapides Foundation.        

 

On motion of Mr. Metoyer, seconded by Dr. Bienvenu, the Board approved the following consent agenda items:

 

  1. Adoption of Agenda.

  2. Approval of Minutes of March 11, 2010

  3. FINANCE ITEMS

    1. Payment of Bills:      

    2. Out of State Travel:

      1. Ollie Moore, Rene’ Lewis and Ayanna Hayward, Natchitoches Central High School, travel to Memphis, Tennessee and Hot Springs, Arkansas on April 18-20, 2010, to chaperone students to the National Civil Rights Museum and Magic Springs Amusement Park.  Funded by African American History Club.

      2. Clinton Sampson, Mona Bamburg and Keidra Sanders, principals, Felicia Pinkney, Master Teacher, Bob Kellogg, Anthony Milner, Sandra Franks, Joann Buswell,  Annie Oliphant and Lester Irvin teachers, and Germaine Wynn, counselor, to attend the Model School Conference in Orlando, Florida, on  June 13-18, 2010.  Funded by High School Redesign and Title I.

      3. James Gadd, Band Director, Lakeview High School, travel to Arlington, Texas on April 30-May 3, 2010, to chaperone students to a Concert Band Contest.  Paid by Band Fund.

      4. Adrienne Theus, Margaret Hall and Lynne Marquardt, to attend the International Society for Technology in Education Convention in Denver, Colorado, on June 27-30, 2010.  Paid by EETT Stimulus Grant.

      5. Lawrence Batiste, teacher, Natchitoches Central High School, travel to Washington, D.C., April 19-26, 2010, to chaperone students, Justin Cruse and Devin Metoyer, to Close Up Civic Education Program.  At no cost to Board.

      6. Lori Matthews, teacher, Natchitoches Central High School, travel to Natchez, Mississippi, April 16-19, 2010, to chaperone students to the Lamisstenn Key Club District Convention.  Funded by the Key Club and Kiwanis Club.

      1. For I-49/Waterwell Road property timber thinning.

      2. For liquefied gas service for schools for the 2010-11 school year

  1. Charles Grogan, tutor, East Natchitoches Elementary School, effective March 15, 2010.    

  2. Janice Poche, custodian, Provencal Elem./Jr. High School, effective March 23, 2010.

  1. Retirements:

    1. Jo Ellen Poe, teacher, Fairview  Alpha Elem.Jr./High School, effective May 30, 2010.    

              

Mr. Ralph Wilson presented the Finance, Facilities and Insurance Report.

 

On motion of Mr. Benefield, seconded by Mr. Metoyer, and unanimously carried, the Board approved the following finance items:

   

    1. To adopt the millage rates for 2010.

    2. A resolution authorizing an amendment to the Investment Agreement with the State Treasury pursuant to La. R.S. 39:99 in order to withdraw $100,000 of the Tobacco Settlement Funds and to grant permission for the execution of the Amendment.

    3. Permission to piggyback Caddo Parish School Board’s library book bid with Follett Library Services for the 2010-11 school year.

 

Mrs. Julia Hildebrand presented the Personnel Report. 

 

On motion of Mrs. Hildebrand, seconded by Mr. Metoyer, and with unanimous consent, the Board approved the following personnel agenda items:

 

  1. Approval of Personnel:              

    1. Terri Mobley, 9 month custodian, Provencal Elem./Jr. High School, replacing Janice Poche’.

    2. Daniel Nowalk, teacher, Goldonna Elem./Jr. High, replacing Penny Weaver.              

  1. Leo J. Walker, Sr., to provide technical assistance to music teachers at Parks Elem./Middle School and L.P. Vaughn Elem./Middle Schools, for 6 hours a day for 40 days at $20.00 per hour for a total of $4,800.  The contract would begin March 15 and end May 29, 2010.  Funded by Title I (701).    

  2. Ricardo Legardy, tutor, Natchitoches Central High School, at $7.25 per hour for 8 hours per week.   Funded by 21st CCLC.

  3. Kryshawn Bell, contracted speech therapist, Parks Elementary/Middle School, at 8 hours per day for 5 days per week, replacing Jessica Webber.   Paid by general fund.

  4. Dan Nowalk, teacher, Goldonna Elem./Jr. High School, as The Rapides Foundation Tobacco Control and  Prevention Grant  School Coordinator for the Spring 2010 semester.  Stipend to be paid for a maximum of 12.5 hours at $20.00 per hour.  Funded by The Rapides Foundation (Fund 832).

 

There were no items for vote under the Executive Committee.
