PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON MARCH 11, 2010

                                     

                                                      

A regular meeting of the Natchitoches Parish School Board was held on Thursday, March 11, 2010, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer were present:  Cecil Walker, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson, Billy Benefield, Jr., Harry Graham and Craig Rachal.  Absent: Carroll Daniels and Pam McAlexander.  

 

The meeting was called to order by President Joella Wilson, followed by an invocation by Mrs. Hildebrand and Pledge of Allegiance by Mr. Wilson.

                                          

Superintendent Derwood Duke presented the Board Update.

 

Under Superintendent/Staff Reports, the Board received:

 

Pending legislation and educational information was presented by Senator Gerald Long and Representative Rick Nowlin.

 

The Board recognized the following:

 

  1. The Natchitoches Pre-K Program is ranked as one of the top two programs in the state with pupils ranking higher than the national average in 2008.

  2. The YACA Club of Natchitoches Central High School  

  3. Natchitoches Central High School Orchestra for winning third place at the National Orchestra Festival in Santa Clara, California.

  4. The Natchitoches Central High School Lady Chiefs for winning the state basketball championship.    

 

Under New Business, the Board approved a joint resolution requesting the City of Natchitoches, the Natchitoches Parish Police Jury and the Natchitoches Parish School Board declare the week of testing in April as “Pray for our Children Week”.

 

On motion of Mr. Walker, seconded by Mr. Wilson, the Board unanimously approved the following consent agenda items:

  

  1. Adoption of Agenda.

  2. Approval of Minutes of February 4, 2010

  3. FINANCE ITEMS

    1. Payment of Bills:       

    1. Out of State Travel:

      1. 1SG Michael Selby and LTC Sylvia, Natchitoches Central High School, to chaperone 40 JROTC cadets to the Eastern Regional Drill Meet, Macon, Georgia, on March 18-21, 2010.  At no cost to the Board.

      2. Derwood  Duke, Julia Hildebrand, Joella Wilson, Ralph Wilson, Harry  Graham and Emile Metoyer, to attend the NSBA 70th Annual Conference, Chicago, Illinois, on April 9-13, 2010.   Paid by General Fund.

      3. Dayna Simmons and Joseph Odom, teachers, East Natchitoches Elem./Middle School, to attend Professional Development by National Geographic, Kennesaw, Georgia, on March 11-16, 2010.  Funded by National Geographic.  Substitute paid by General Fund.

    2. School Bus Routes Changes:

      1. Teddy G. Speir, NSU Elementary Lab, loss of 2.7 miles, savings of $301.18.

      2. Janie Raggio, Frankie Ray Jackson Technical Center, increase of 4.3 miles, cost of $414.72.

      3. Patrice Parker, Natchitoches Central High School, increase of 1 mile, cost of $215.60

      4. Julia Matthews, NSU Elementary Lab School, increase of 2.1miles, cost of $250.43.

      5. Connie Matkin, Provencal Elem./Jr. High School, increase of 4 miles, cost of $572.85.

      6. Sharon Jennings, Vaughn Elem./Middle School, increase of 1.7miles, cost of $243.21.

      7. Richard B. Dalme, Jr., Goldonna Elem./Jr. High School, increase of 4 miles, cost of $572.85.

      8. Fredda Burns, Cloutierville Elem./Jr. High School, increase of 12.3 miles for one day only, cost of $15.89.

      9. Fredda Burns, Cloutierville Elem./Jr. High School, increase of 2 miles, cost of $300.81.

      2. Amanda Clark, tutor, special education, Marthaville Elem./Jr. High School, effective February 12, 2010.

      4. Monte’ L. Demars, teacher, Cloutierville Elem./Jr. High School, effective March 4, 2010.

    1. Retirements:

      1. Sydney Hamby, accountant, Central Office, effective June 30, 2010.

      2. Glenda Howard, custodian, Natchitoches Central High School, effective January 27, 2010.

 

Mr. Ralph Wilson presented the Finance, Facilities and Insurance Report.  

                  

On motion of Mr. Wilson, seconded by Mr. Graham, the Board unanimously approved  a resolution ordering and calling a special election to be held in Consolidated School District No. 7 of the Parish of Natchitoches, Louisiana, to authorize the renewal of a special tax therein; making application to the State Bond Commission in connection therewith; and providing for other matters in connection therewith.  

 

On motion of Mr. Graham, seconded by Mrs. Hildebrand, that the Board hereby approve a special needs bus route in Cloutierville.  

 

YEAS:    Walker, Hildebrand, Bienvenu, Metoyer, J. Wilson, Benefield, Graham and Rachal.

NAYS:    None.

ABSENT:   Daniels and McAlexander. 

ABSENT DURING VOTE:   R. Wilson. (Carried)

 

On motion of Mr. Wilson, seconded by Mr. Metoyer, the Board unanimously approved a contract between First Choice Therapy, Inc., and the Natchitoches Parish School Board.  

 

On motion of Mrs. Hildebrand, seconded by Mr. Metoyer, and with unanimous consent, the Board approved the following personnel agenda items:

 

  1. Approval of Personnel:              

    1. Cynthia Longmire, secretary, NCLB Title I Federal Programs, 12 month position.  Funded by Title I (701).

    2. Christopher Kuyendall, teacher, Natchitoches Central High School, replacing Bobby Manasco.

    3. Tracey Kuykendall, teacher, Cloutierville Elem./Jr. High School, replacing James Barber.

    4. Debra Pratt, tutor, Weaver Elementary School, replacing Debra Cooper, for 15 hours per week for 8 weeks at $7.50 per hour for a total of $900.00. 

    5. John Larned, 9 month custodian, Natchitoches Central High School, replacing Glenda Howard.  

  1. Renewal of two year contract for William Gordy, Assistant Principal, Natchitoches Central High School.

  2. The attached list of special education tutors.              

 

Mr. Billy Benefield, Jr., presented the Executive Report.

 

On motion of Mr. Benefield, seconded by Mr. Wilson, the Board approved the following executive committee items:

 

  1. Patrick Meredith to walk in graduation ceremonies at Natchitoches Central High School.

  2. Devan Edmonds to graduate and walk in graduation ceremonies at Natchitoches Central High School.

 

On motion of Mr. Metoyer, the Board adjourned.
