PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON JANUARY 7, 2010

                                     

                                                     

A regular meeting of the Natchitoches Parish School Board was held on Thursday, January 7, 2010, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer were present:  Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Joella Wilson, Billy Benefield, Jr., Harry Graham, Pam McAlexander and Craig Rachal.  Absent:  Emile Metoyer.

 

The meeting was called to order by President Joella Wilson, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Craig Rachal.                                         

                                    

Dr. Derwood Duke presented the Board update.  Decisions about school closings due to the weather are made only after consulting with the National Weather Service, Emergency Preparedness and the Sheriff’s office.

 

Under new business, Ms. Cheryl Johnson, Director of Special Education, acknowledged revision of the Student Assistance Team (SAT) Procedures as per Natchitoches Parish Policies; public report of such revision of policies, practices and procedures will be advertised in local newspaper for public review during regular business hours from 8:00 a.m. until 4:30 p.m., Monday through Friday, from January 5 through January 11, 2010. 

 

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, the Board unanimously voted to keep all officers for a second term.  Ms. Joella Wilson remains president and Mr. Carroll Daniels remains as Vice President.

 

On motion of Mr. Benefield, seconded by Mrs. Hildebrand, that the Board hereby approve “Race to the Top”.  

 

YEAS:       Walker, Hildebrand, Bienvenu and Benefield.

NAYS:       Daniels, Wilson, Mrs. Wilson, Graham, McAlexander and Rachal. 

ABSENT:   Metoyer.  (Failed)      

 

On motion of Mr. Walker, seconded by Mr. Graham, the Board unanimously approved the following consent agenda items:

      1. Katina Payton, tutor, Weaver Elementary School, effective December 1, 2009.          

      2. Charlotte Taylor, tutor, Weaver Elementary School, effective December 18, 2009.

    7. Retirements:

      1. Yvonne Vascocu, school food service technician, NSU Elementary and Middle Lab Schools, effective December 18, 2009.

    1. Requests for Leave:

      1. Penny C. Weaver, teacher, Goldonna Elem./Jr. High School, sabbatical leave for medical purposes for portion of second semester of 2009-2010.

 

Mr. Ralph Wilson presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Wilson, seconded by Mr. Walker, the Board accepted Alack Refrigeration in the amount of $36,567.00 for milk coolers for Child Nutrition Program for low bid meeting specifications per attached bid.

              

On motion of  Mr. Walker, seconded by Mr. Graham, and with unanimous consent, the Board granted permission to call a renewal millage tax election for Consolidated School District #7 BRE.    

 

Mrs. Julia Hildebrand presented the Personnel Report.               

 

On motion of Mrs. Hildebrand, seconded by Mr. Graham, the Board approved the following personnel items: 

 

  1. Approval of Personnel:

              

    1. Sabrina  Street, teacher, East Natchitoches Elem./Middle School, replacing  Susan Hargis.

    2. Sandrella Wilkerson, teacher, Natchitoches Central High School, replacing  Lesa Thompson.

    3. Melanie Marlin, teacher, Vaughn Elem./Middle School, new position.

              

  1. Transfers and/or Reassignments:

              

    1. Lesa Thompson, from regular education teacher to teacher of gifted, Natchitoches Central High School, replacing Della Powell.

 

  1. Special education tutors per attached sheet.
     

  2. Teachers and tutors for After-School Tutoring per attached sheet.  Tutoring will begin on Monday, January 11, 2010 and end on Thursday, March 18, 2010. Tutoring will be on Monday, Tuesday and Thursday from 3:15 p.m. to 5:15 p.m. Compensatory Education will begin on Monday, January 11, 2010 and end on Thursday, May 20, 2010.  Compensatory Education will be two days per week on Monday, Tuesday or Thursday from 3:15 p.m. to 5:15 p.m. 
        

  3. Amelia Sarpy, after-school student worker, Parks Elem./Middle School, to work in the after-school tutoring program for Supplemental Education Services (SES) at $7.25 per hour not to exceed 35 hours per week.                  

 

On motion of Mr. Wilson, seconded by Mr. Benefield, the Board suspended the rules to add the hiring of  Jeanette Gregory, school psychologist for Pupil Appraisal. 

 

On motion of Mr. Wilson, seconded by Mr. Graham, the Board approved Jeanette Gregory, school psychologist for Pupil Appraisal Program.  Paid by General Fund.

 

Mr. Carroll Daniels presented the Executive Report.

 

On motion of Mr. Wilson, seconded by Mr. Rachal, the Board approved the dates for the February meeting on the 2nd and 4th.

 

Mrs. Wilson adjourned the meeting.
