NATCHITOCHES PARISH SCHOOL BOARD

HELD ON MAY 14, 2009

                                                                         

A regular meeting of the Natchitoches Parish School Board was held on Thursday, May 14, 2009, at  5:00 p.m., in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:  Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Joella Wilson,  Billy Benefield, Jr., Harry Graham, Pam McAlexander and Craig Rachal.   Absent:  Emile Metoyer.

 

The meeting was called to order by President Wilson, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Walker.

 

Under Superintendent/Staff Reports, the Board received the following:

 

            1.         The Board Update by Dr. Elwanda Murphy.

 

            2.         Awarding the sale of bonds as presented by Jerry Osborne.

 

The Board recognized the following teachers for the 2008-2009 school year.

                       

Elementary Teachers of the Year:  Amy Moore, NSU  Elementary; Kristin Morgan, Weaver Elementary, Beneen Morgan, Vaughn Elementary/Middle School;  Hilary Gray, Natchitoches Magnet School and  Emmella Walker, Goldonna Elementary/Junior High School.

 

Middle School/Junior High Teachers of the Year: Deanna Elkins, Provencal Elementary/Junior High School; Margie Machen, Natchitoches Magnet School and Melissa Dunn, NSU  Middle Lab School.  Mrs. Elkins was named Junior High School Teacher of the Year for the parish.

 

            High School Teacher of the Year:   Dennis Breland, Natchitoches Central High School.  

                            

Outstanding School Support Personnel were recognized by the Board. 

 

Linda Davidson, secretary, Lakeview High School;  Christine Washington, custodian, Cloutierville Elementary/Junior High School and Christa Riolo, paraprofessional, Fairview  Alpha Elementary/Junior High School.

 

Others honored by the Board were:

 

            Greta Jones as Very Special Arts Festival Poster and Theme Contest Winner.

 

State Finalists in the State Social Studies Fair Chenaniah Hymes and Daquonte’ Bell  of the Natchitoches Magnet School.            

 

            The Natchitoches Central High School Jr. ROTC.

 

The Principals’ Extra Mile Award to Roy O. Martin III for implementing the Woodworks Program.

 

On motion of Dr. Bienvenu, seconded by Mrs. McAlexander, that the Board hereby accept the proposal of  First Student for bus transportation services.   

YEAS:   Bienvenu and McAlexander.   NAYS:   Walker, Daniels, Wilson Hildebrand, J. Wilson, Benefield, Graham and Rachal.   ABSENT:  Metoyer.     (Failed)

 

On motion of Mr. Benefield, seconded by Mr. Graham, that the Board hereby accept the Durham proposal for Option 2 with a written contract for 2 years.   

YEAS:    Walker, Daniels, Wilson, Hildebrand, J. Wilson, Benefield, Graham and Rachal.   NAYS:     None.   ABSENT:    Metoyer.   (Carried)

 

On motion of Mr. Benefield, seconded by Mr. Rachal, and with majority voice vote, the Board instructed Mr. Laborde to request price quotes from vendors for an independent bus routing survey for Natchitoches Parish.   Mr. Wilson voted nay.

             

On motion of Mr. Walker, seconded by Mr. Wilson, the Board unanimously accepted an offer from the Louisiana Department of Transportation and Development to  purchase right-of-way for construction of turning lanes at Fairview Alpha Elem./Jr. High School.  

  

On motion of Mr. Walker, seconded by Mr. Graham, that the Board hereby approve  a resolution providing for the issuance and sale of One Million One Hundred Twenty-Five Thousand Dollars ($1,125,000) of  General Obligation Refunding School Bonds, Series 2009, of School District No. 9 of  Natchitoches Parish, Louisiana; prescribing the form, fixing the details and providing for the rights of the owners thereof; providing for the payment of the principal of and interest on such bonds and the application of the proceeds thereof  to the refunding of certain bonds of said District; awarding said bonds to the purchaser thereof; and providing for other matters in connection therewith.    

 

YEAS:     Walker, Daniels, Wilson, Hildebrand, Bienvenu, J. Wilson, Benefield, Graham, McAlexander and Rachal. NAYS:    None.    ABSENT:    Metoyer.   (Carried)

 

On motion of Mr. Walker, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved the following agenda items:

(2)        Kerry Braden, Principal, Donnan Brian, Martha Cotton, Margaret Haase, teachers, and Traci Tynes, SAT Chairperson, travel to Atlanta, Georgia, July 7-11, 2009, to attend the High School Re-Design Summer Conference.   Funded by Title I, Schoolwide 742.

(3)        Janice Ebert, Christine Walker, Jessica Green, Rodney Irchirl and William Gordy, travel to Atlanta, Georgia, June 28 - July 1, 2009, to attend The Model Schools Conference.  Alternate is Joshua Hancock.  Funded by The Rapides Foundation.

Mr. Ralph Wilson presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Wilson, seconded by Mr. Graham, the Board unanimously voted to accept the following finance items:

 

1.         To exercise renewal option in pest control bid with Ralston Exterminating for 2009-2010.

                                   

            2.         To renew property and casualty insurance coverage with North American Group Insurance for 2009-2010 and 2010-2011.

  

            3.         Fisher Tracks Option 2 proposal for patch work and structural spray red repair of Natchitoches Central High School track for under $60,000.00. 

 

4.         Herbert Baptiste  to conduct evaluations for the talent program not to exceed 16 hours at $50.00 per hour.    Funded by State Gifted.

                  

            5.         J. Mark Thompson to conduct evaluations for the talent program not to exceed 13 hours at $50.00 per hour.  Funded by State Gifted.  

                       

Mrs. Julia Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and with majority consent, the Board approved the following personnel items:             

 

A.         Eunice Morrow, IAES (special education) teacher, at Natchitoches Central Annex, replacing Bertha Bloodworth.        

          

B.         Bertha Bloodworth, from IAES teacher at Natchitoches Central High School to homebound teacher at Natchitoches Central High School.

                       

C.         Permission to issue contracts and letters of assurance for the school year 2009-2010.

 

D.         LEAP Summer Remediation Staff for grades 4-8 per attached sheet.

               

F.         The Student Enhancement Summer Remediation Staff for grades 5-7 per attached list.     

 

G.         Susan Dove, nurse clerk, for clerk typist/receptionist at $7.50 per hour, 8 hours per day, for 20 days at the Media Center during the month of June  2009 for a total of $1200.00.  Funded by LA 4.     

 

H.         Jeff Johnson (counselor) to work 4 additional weeks in June on scheduling students at Natchitoches Central High School at $20.00 per hour.  Funded by Carl Perkins.

 

I.          Lesa Thompson and Franklin McQuery, teachers, for the Credit Recovery Summer Program at  $20.00 per hour for 6 hours per day for 22 days and  Katie Benefield, student worker, at $6.55 per hour for 5 hours per day for 22 days.   Funded by the Credit Recovery Grant.

 

J.          Jerry Wester, Jessica Green, Reneva Trahant and Zipporah Evans, teachers, at $20.00 per hour for 6 hours per day for 22 days for GEE Summer Remediation.  Funded by GEE Remediation Grant.   

 

K.         Tutors for summer school for grades 4 & 8 per attached list.  Funded by Summer Remediation Grant.

 

            L.         The attached list of ESY/LEAP NON-LEAP 2009 employees.

 

M.        Alexander N. Antwine, teacher, for professional coordination and educational expertise in developing the 2009-2010 Even Start/Title I Grant.  Rate of pay will be $20.00 per hour, not to exceed 80 hours or $1,600.  Funded by Even Start/Title I.   

 

Mr. Benefield abstained from voting.

 

Mr. Carroll Daniels presented the Executive Report.

 

On motion of Mr. Walker, seconded by Mr. Wilson, the Board unanimously adopted the revised Wellness Policy. 

 

On motion of Mrs. Wilson, seconded by Mrs. Hildebrand, and with unanimous consent, the Board decided to interview all candidates for the position of superintendent.

 

On motion of Mr. Rachal, seconded by Mr. Wilson, the Board approved the 2009-2010 Natchitoches Parish School Board Student Handbook.  Mr. Benefield voted no.

           

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved the request of Christopher Jones and Taylor Nichols to march in graduation at Natchitoches Central High School.  

 

On motion of Mr. Wilson, seconded by Mrs. McAlexander, the Board adjourned
