PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

MEETING HELD ON APRIL 9, 2009

                                                                                            

A regular meeting of the Natchitoches Parish School Board was held on Thursday, April 9, 2009, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present: Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, J. Wilson, Billy Benefield, Jr., Harry Graham, Pam McAlexander and Craig Rachal.

Absent:   None.

 

The meeting was called to order by President Wilson, followed by an invocation by Mr. Benefield and Pledge of Allegiance by Mr. Metoyer. 

 

Under Superintendent/Staff Reports, the Board received:

 

            1.         The Board Update from Dr. Murphy                                          

                                    

            2.         4-H Agricultural Center by Rick Hargis

 

3.         Collaboration with the Office for Addictive Disorders for Adolescent Intensive Outpatient Treatment Services explained by Sheriff Jones and J. D. Thornton 

 

On motion of Mr. Benefield, seconded by Mrs. McAlexander, the Board unanimously approved the purchase of refunding bonds for School District #9.

 

On motion of Mr. Metoyer, seconded by Mr. Walker, and with unanimous consent, the Board approved a resolution for millage renewal for School District #6. 

           

On motion of Mr. Walker, seconded by Mrs. Hildebrand, the Board approved the millage rates for the tax year 2009. 

 

On motion of Mr. Wilson, seconded by Mr. Metoyer, and unanimously carried, the Board approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of March 12, 2009 & March 23, 2009

 

 3.        FINANCE ITEMS

 

            A.         Payment of Bills:   

       

B.         Out of State Travel:  

 

C.         School Bus Routes Changes:

 

D.         Purchase of Buses:

 

E.         Advertisements:     Permission to advertise for bids: 

 

            (1)        For liquefied gas service for schools for the 2009-2010 school year.

            (2)        Food items for the 2009-2010 school year for Child Nutrition Program

            (3)        Milk & Milk Products for Child Nutrition Program

            (4)        Bread and Bread Products for Child Nutrition Program

            (5)        Paper and Cleaning Supplies for Child Nutrition Program

 

F.         Resignations:

 

            (1)        Tatrina Prudhomme, tutor, Weaver Elementary School, effective March 13, 2009.

            (2)        Krystal Williams, tutor, Fairview Alpha Elem./Jr. High School, effective March 13, 2009.

            (3)        Misty McGee, head custodian, Provencal Elem./Jr. High School, effective March 12, 2009.

            (4)        Paige Pickett, kindergarten tutor, Weaver Elementary School, effective March 27, 2009.

 

G.         Retirements:

 

Mr. Ralph Wilson presented the Finance, Facilities and Service Report.

 

On motion of Mr. Metoyer, seconded by Mrs. Hildebrand, the Board unanimously  voted to renew student accident insurance for 2009-2010 with Markel Insurance Company.    

       

On motion of Mr. Wilson, seconded by Mr. Metoyer, the Board approved  the NSBA’s National Affiliate Fees in the amount of  $5,400.00.

 

On motion of  Mr. Metoyer, seconded by  Mr. Graham, and with unanimous consent, the Board approved  a  Cooperative Endeavor Agreement between Natchitoches Parish Sheriff’s Office and Natchitoches Parish School Board.

 

Mrs. Julia Hildebrand presented the Personnel Report.     

 

 On motion of Mrs. Hildebrand, seconded by Mr. Rachal, the Board voted to approve the following personnel:

 

            A.         Nicole Rung, kindergarten tutor, Weaver Elementary School, 4 hours per day, 5 days per week at $7.50 per hour, replacing Elizabeth Paige Pickett.

            B.         Claretha Bailey, kindergarten tutor, Vaughn Elem./Middle School, 4 hours per day, 5 days per week at $6.55 per hour, replacing Latrice Mitchell.

           C.         Steve Skinner, 12 month custodian, Provencal Elem./Jr. High School, replacing Misty McGee.

           D.         Judy Dyson, special education teacher, Goldonna Elem./Jr. High School, new position.

            

On motion of Mrs. Hildebrand, seconded by Mr. Graham, the Board approved the attached list of special education tutors.  Funded by IDEA.

 

Mr. Carroll Daniels presented the Executive Report.

 

On motion of Mrs. McAlexander, seconded by Mr. Graham, the Board instructed

Mr. Laborde to research the ownership of 1.07 acres of land where the old Fairview Alpha School is located.

 

On motion of Mrs. Hildebrand, seconded by Mr. Benefield, that the Board hereby approve the reopening of the application process for superintendent for two weeks.

 

YEAS:    Walker, Daniels, Hildebrand, Bienvenu, Benefield, McAlexander and Rachal.

NAYS:     Wilson, Metoyer, J. Wilson and Graham.   ABSENT:   None.      (Carried)

 

On motion of Mr. Metoyer, seconded by Dr. Bienvenu, the Board adjourned.
