PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON NOVEMBER 13, 2008

                                                            

A regular meeting of the Natchitoches Parish School Board was held on Thursday, November 13, 2008, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer were present:  Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson, Billy Benefield, Harry Graham, Pam McAlexander and Craig Rachal.   Absent:   None.

 

The meeting was called to order by President Hildebrand, followed by an invocation by Mrs. Hildebrand and Pledge of Allegiance by Mr. Wilson.

 

Under Superintendent/Staff Reports, the Board received:

 

    1.     The Board Update by Dr. Murphy.   

 

    2.     A report on Mineral Board Meeting from Mr. Laborde.

 

    3.     Trane/Storer energy savings presented by Mark Webb and Bob Vorwald.

            According to the report, the Board has saved $85,000 over the past four years by participating in the program.       

 

Dr. Elwanda Murphy presented a report on goals and policies and procedures of Coordinated Mental Health Program at Parks Elem./Middle School.  

 

On motion of Mr. Wilson, seconded by Mr. Walker, and unanimously carried, the Board approved the following consent agenda items:

      

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of October 9, 2008

 

 3.        FINANCE ITEMS

 

            A.         Payment of Bills:   

       

B.         In State Travel: 

 

(1)        Elaine Garland, teacher, Natchitoches Central High School, travel to New Orleans, La, November 21-23, 2008, to chaperone Lauren Berry, state officer, to the National Fall Leadership FBLA Conference.   To be paid by general fund according to Board policy.

 

C.         School Bus Routes Changes:

E.         Advertisements:     Permission to advertise for bids:

 

            (1)        For seventeen (17) hot cabinets for school cafeterias.

(1)        Mary Montgomery, Supervisor of Federal Programs, effective November 30, 2008.

            (2)        Eunice Foster, master teacher, Parks Elem./Middle School, effective November 11, 2008.

            (3)        Hazel Haddock, paraprofessional, Weaver Elementary School, effective January, 15, 2009.

Mr. Billy Benefield, Jr. presented the Finance, Facilities and Insurance Report.

 

On motion of  Mr. Benefield, seconded by Mr. Wilson, and with unanimous consent,  that the Board hereby accept the bid of  N & A, Inc. for engineering and McInnis Brothers in the amount of $287,966 for the repair of the Marthaville School sewer system.

 

On motion of Mr. Daniels, seconded by Mr. Walker, and unanimously approved,  that the Board hereby requests alternative funding sources be found to help pay for the project.

                      

Dr. Millard Bienvenu presented the Personnel Report.       

 

On motion of Mr. Metoyer, seconded by Mr. Wilson, and unanimously carried, the Board approved the following personnel:

 

            A.         Alonzo Gay, 12 month custodian, L.P. Vaughn Elem./Middle School, replacing  Terrill Johnson.

            B.         Angela Hayes, 10 month secretary, Natchitoches Magnet School, replacing Karmon Burt-Broadway.

            C.         Jessica Webber, speech therapist, Weaver Elementary School.

            D.         Yvette Hatchet, head girls’ basketball coach, L.P. Vaughn Elem./Middle School.

            E.         Renee Creighton, assistant girls’ basketball coach, L. P. Vaughn Elem./Middle School.

            F.         Brian Young, assistant boys’ basketball coach, L. P. Vaughn Elem./Middle School.

            G.         Donyelle Clark, special education tutor, East Natchitoches Elem./Middle School, not to exceed 35 hours per week at a rate of $7.50 per hour.  Funded by IDEA.

            H.         Michelle Winslow, special education tutor, Fairview Alpha Elem./Jr. High School, not to exceed 35 hours per week at a rate of $6.55 per hour.

                        Funded by IDEA.

            I.          Cedric Williams, special education tutor, Natchitoches Central  High School, replacing Tywana Bobb,  not to exceed 35 hours per week at a rate of $7.50 per hour.   Funded by IDEA. 

            J.          Twana Harris, SAT Chairperson, East Natchitoches Elem./Middle School, replacing Juliette Moffett.

            K.         Shelly Walters, assistant girls’ basketball coach, Natchitoches Magnet School.

            L.         Andre Jackson, assistant boys’ basketball coach, East Natchitoches Middle School.

 

Mrs. McAlexander abstained from voting on H.

 

On motion of Mr. Wilson, seconded by Mr. Rachal, the Board approved the following transfers and/or reassignments:

 

A.         Cynthia Withers, cafeteria manager, from Natchitoches Central High School to cafeteria manager at Natchitoches Central Annex.

B.         Deloris Demery, cafeteria manager, from Natchitoches Central Annex to cafeteria manager at Natchitoches Central High School.

            C.         Ola Davidson, quiz bowl sponsor, Fairview Alpha Elem./Jr. High School.

            D.         Anthony Milner, assistant football coach, Fairview Alpha Elem./Jr. High School.

            E.         Jeffery Rachal, head girls’ track and assistant football coach, Lakeview High School.

            F.         Sue Rodriguez, technology coordinator, Weaver Elementary School, replacing  Lindsay Weeks.

            G.         Robert Hamilton, head boys’ basketball coach, Vaughn Elem./Jr. High School.

            H.         Millicent Roberts, full-time child nutrition technician, Natchitoches Central High School to full-time child nutrition technician, Natchitoches Central Annex.

            I.          Sylvester Roque, speech therapist, from homebased at Parks Elem./Middle School to Vaughn Elem./Middle School.

            J.          Karen Warren, adapted physical education teacher, from homebased at East Natchitoches Middle School to Natchitoches Central High School.            

 

Mrs. Wilson abstained from voting on D and G.

 

On motion of Mr. Wilson, seconded by Mr. Graham, and unanimously carried, the Board approved the attached list of Special Education After-School Tutoring Personnel. Funded by IDEA.

 

On motion of Mr. Wilson, seconded by Mr. Rachal, the Board approved CECP coaches  (persons being trained by the Louisiana High School Athletic Association) who are working as coaches for Natchitoches Parish in order for them to drive school buses for the athletic teams.  These individuals must be certified by First Student and have a valid license to drive a bus. 

 

Mrs. Joella Wilson presented the Executive Report.

  

On motion of Mr. Rachal, seconded by Mrs. McAlexander, and with unanimous consent, the Board approved the request of  Lakeyn Baker to march in graduation  and attend senior activities at Natchitoches Central High School. 

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, the Board convened into executive session to hear the parent/student grievance of student #191285001.

 

On motion of Mr. Graham, seconded by Mr. Metoyer, the Board adjourned out of executive session.

 

On motion of Mr. Daniels, seconded by Mr. Walker, the Board approved student   #191285001 will remain in present class setting and complete course work.  Mr. Elkins should work with the student on any necessary changes.

 

Mr. Metoyer and Mrs. McAlexander abstained from voting.

 

On motion of Mr. Walker, seconded by Mr. Metoyer, the Board adjourned.
