PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON SEPTEMBER 11, 2008

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, September 11, 2008, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer were present:  Cecil Walker, Carroll Daniels, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson, Billy Benefield, Jr., Harry Graham, Pam McAlexander and Craig Rachal.   Absent:  None.  Mr. Wilson came in late.

 

The meeting was called to order by President Hildebrand, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Walker.

 

Under Superintendent Staff Reports, the Board received:

 

1.         The Board Update by Dr. Murphy.

 

2.         Regional Teachers of  the Year --  Brenda Powell, elementary winner and Deanna Elkins, junior high winner,  both of  Provencal Elem./Jr. High School, presented by Mrs. Page.

 

On motion of Mrs. Wilson, seconded by Mr. Walker, the Board unanimously approved the following consent agenda items:    

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of August 7, 2008

 

 3.        FINANCE ITEMS

 

            A.         Payment of Bills:  

        

B.         Out of State Travel: 

 

(1)        Danielle G. Curole, teacher, Natchitoches Central High School, travel to Indianapolis, Indiana, October 21-27, 2008, to chaperone Sarah Broadway, to the National FFA Convention.  Ms. Broadway to receive $300.00 according to Board policy.   Paid by general fund.  

(2)        Henry Eric Smith, teacher, Lakeview High School, travel to Indianapolis, Indiana, October 21-27, 2008, to chaperone the agronomy team to the National FFA Convention for competition. The team consists of  Sarah Dyson, Thomas Blake, Colt Dubois and Aaron Morgan with each to be paid $300.00 according to Board policy.  Paid by general fund.

(3)   Rose Brown, kindergarten tutor, Weaver Elementary School, effective August 15, 2008.

(4)   Carrie B. Jamieson, librarian, Fairview Alpha  Elem./Jr. High School, effective August 1, 2008.

(5)   Rosalind  Richards, special education tutor, Weaver Elementary   School, effective August 28, 2008.

Mr. Billy Benefield, Jr. presented the Finance, Facilities and Insurance Report.

 

On motion of Mr. Benefield, seconded by Mrs. Wilson, the Board unanimously accepted the lowest bid meeting specifications of Arm Electronics of $11,305.00  for security camera systems to be installed at Provencal and Weaver Schools.

 

On motion of Mr. Benefield, seconded by Mr. Walker, and with unanimous consent, the Board accepted the bid of Zajone Corporation of $15,000 for external evaluation of random student drug testing as per grant.

 

On motion of Mr. Benefield, seconded by Mr. Graham, and with unanimous voice vote, the Board accepted Forward Edge in the amount of $14.28 per test to conduct random student drug testing as per grant.

                      

On motion of Mr. Benefield, seconded by Mr. Walker, and with unanimous consent, the Board authorized Mr. Laborde to request resolutions from Winn, Rapides and Grant Parishes to submit an application for oil/gas leases to the Louisiana Mineral Board.

    

On motion of Mr. Benefield, seconded by Mr. Graham, the Board approved the 2008-2009  consolidated budget.

 

On motion of Mr. Benefield, seconded by Mr. Walker, that the Board hereby rescind the millage rate for Consolidated School District 6 per attached resolution.

 

YEAS:   Walker, Daniels, Hildebrand, Bienvenu, Metoyer, J. Wilson, Benefield, Graham, McAlexander and Rachal.    ABSENT:     Wilson.    (Carried)

 

On motion of Mr. Benefield, seconded by Mrs. Wilson,  that the Board hereby adopt the adjusted millage rate for the tax year 2008 for Consolidated School District 6.

 

YEAS: Walker, Daniels, Hildebrand, Bienvenu, Metoyer, J. Wilson, Benefield, Graham, McAlexander  and Rachal.    ABSENT:    Wilson.    (Carried)

 

On motion of  Mr. Benefield, seconded by Mrs. McAlexander, that the Board hereby approve the adjusted millage rate after reassessment and roll forward the millage rate not to exceed the prior year’s maximum millage for the tax year 2007.

On  motion of Dr. Bienvenu, seconded by Mr. Graham, the Board unanimously approved the following personnel:

 

1.         Approval of Personnel:

 

A.         Tara Hare, kindergarten tutor, Weaver Elementary School, at  $ 7.50  per hour for 4  hours per day and 5 days per week..

B.         Michelle Winslow, kindergarten tutor, Fairview Alpha Elem./Jr. High School, at  $6.55 per hour, 4 hours per day and 5 days per week.

C.         Shannon  Stroughter, special education tutor, Parks Elem./Middle School, at $7.50 per hour, not to exceed 35 hours per week.  Funded by IDEA.         

D.         Latrice Mitchell, kindergarten tutor, L.P. Vaughn Elem./Middle   School, at $7.50 per hour, 4 hours per day and 3 days per week.

E.         Doris Hullaby,  Kids’ City coordinator, 4 hours per day, 3 days per  week  at $20.00 per hour.  Funded by 21st  Century.

F.         Lennis Watson,  sports medicine,  Natchitoches Central High School, at  $ 20.00 per hour, 1.5 hours per day for 100 days.  Funded  by Carl Perkins.

G.         Belinda Saffel Page,  migrant advocate for Cloutierville Elem./Jr. High School, East Natchitoches Elem./Middle School, Vaughn Elem./Middle School, Natchitoches Central High School, Natchitoches Central Annex, Natchitoches Magnet School, NSU Middle School and Parks Elem./Middle School, replacing  Kimberly Oliphant.

H.         Alisha Jones, Title I Pre K teacher, Parks Elem./Middle School, replacing Brandi Cain.

 

On motion of Dr. Bienvenu, seconded by Mr. Graham, and unanimously carried, the Board approved the following transfers/reassignments:

 

A.         Renee Scarborough, LA 4 paraprofessional, from Weaver Elementary School to Marthaville Elem./Jr. High School, replacing Jan Nell Davis, 8 (g) paraprofessional.

B.         Connie Gallien, LA 4 paraprofessional, from Cloutierville Elem./Jr. High School to Weaver Elementary School, replacing Renee Scarborough.

C.         Debra Callens,  from LA 4 teacher to first grade, Marthaville Elem./Jr. High School.

D.         Nikki Wilkerson, from first grade teacher to LA 4 pre k teacher, Marthaville Elem./Jr. High School.

E.         Jewel LaCour, paraprofessional, from Title 1 funding to LA 4 funding, Cloutierville Elem./Jr. High School.

K.         Bertha Bloodworth, from special education paraprofessional to special education  IAES teacher, Natchitoches Central Annex, replacing William Cartwright.

L.         Rebecca Delacerda,  adapted physical education teacher, from Parks Elem./Middle School to Weaver Elementary School.

M.        Regina Pierce, from Title I teacher to gifted teacher, Provencal Elem./Jr. High School, replacing Chris Evans.

N.         Patricia Possoit, teacher, from Lakeview High School to Marthaville Elem./Jr. High  School, replacing Laura Solomon.

O.         Katherine Shaw, from special education teacher, Natchitoches Central Annex, to homebound teacher, Natchitoches Central High School.

P.         Morris Williams, from regular education teacher, Vaughn Elem./Middle School, to special education teacher, Parks Elem./Middle School, replacing Charles LaCaze.

Q.         Tanya Weaver, from Title I paraprofessional to special education paraprofessional, Fairview Alpha Elem./Jr. High School, replacing Barbara Stewart.

R.         Barbara Stewart, from special education paraprofessional to Title I paraprofessional, Fairview Alpha Elem./Jr. High School, replacing Amy Te Rito.

S.         Nettie Williams, from special education paraprofessional, Vaughn Elem./Middle School to LA 4 paraprofessional , Weaver Elementary School, replacing Margie Metoyer.

T.         Bobby Benjamin, from teacher to test prep teacher, Parks Elem./Middle School.  Paid by Parks School Improvement funds from Title 1.

U.         Linda Thompson,  from roving manager for the Child Nutrition Program to child nutrition manager, Lakeview High School, replacing Dollie Jo Cloud.

V.         Toria Payne, full-time child nutrition technician, transferring from East Natchitoches Elem./Middle School to Weaver Elementary School.

W.        Eileen Cora Yopp, full-time child nutrition technician, transferring from Parks Elem./Middle School to Vaughn Elem./Middle School.

X.         Armetrice Williams,  teacher,  2008-2009 for Adult Education  Program at 3 nights per week for 3 hours per night at $20.00 per hour.  Funded  by Adult Education.

Y.         Jackline Stafford, part-time data entry specialist for Adult Education Program at 5 hours per week at $7.50 per hour. Funded by Strategies to Empower People (STEP)

Z.         Jennifer Gray, paraprofessional, Parks Elem./Middle School, to behavior interventionalist through the Office Of  Mental Health Grant.

                                   

On motion of Dr. Bienvenu, seconded by Mr. Walker, the Board unanimously approved the Special Education Tutors for 2008-2009 per attached list.   Funded by IDEA.

 

On motion of Mr. Wilson, seconded by Mr. Graham, and with unanimous voice vote, the Board approved the new personnel per attached list.

 

On motion of Mrs. Wilson, seconded by Mrs. McAlexander, the Board approved the Rapides Foundation School Contact Coordinators Tobacco Prevention for 2008-2009.

   

On motion of Dr. Bienvenu, seconded by Mr. Rachal, the Board overwhelmingly approved  Faye Oliver, Debbie Ortiz, Frances Hoffpauir and Betty Briggs as Reading Interventionists at 4 hours per day, 5 days per week  and at $20.00 per hour.   Funded by Literacy for All Grant. 

 

Mrs. Joella Wilson presented the Executive Report.

 

On motion of Mr. Benefield, seconded by Mr. Wilson, the Board approved a ”cooperative endeavor agreement” between Natchitoches Parish School Board and individuals donating materials and some labor for the construction of a girls softball dressing room and restroom on the campus of  Natchitoches Central High School.  The Board agreed to pay the balance of $4,580.00.

 

On motion of Mr. Walker, the Board adjourned.
