NATCHITOCHES PARISH SCHOOL BOARD

HELD ON JUNE 5, 2008

                                       

A regular meeting of the Natchitoches Parish School Board was held on Thursday, June 5, 2008, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer were present:   Cecil Walker, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson and  Harry Graham.   Absent: Carroll Daniels, Billy Benefield, Jr., Pam McAlexander and Craig Rachal.

 

The meeting was called to order by President Hildebrand, followed by and invocation by Mrs. Hildebrand and Pledge of Allegiance by Mr. Metoyer.

Dr. Elwanda Murphy presented the Board Update.                                             

                                    

The Lakeview Air  Force JROTC received the Distinguished Unit Award Certificate from the Department of the Air Force.        

                       

On motion of Mrs. Wilson, seconded by Mr. Walker, and with unanimous consent, the Board approved the following consent agenda items:

   

 1.        Adoption of Agenda.

 2.        Approval of Minutes of May 8, 2008

 3.        FINANCE ITEMS:

A.        Payment of Bills:

(1)        Marsha Sanders, Jacque Fontenot, Joanne Yankowski, Kerry Braden and Meghan Graham, personnel, Lakeview High School, travel to Orlando, Florida, June 21-27, 2008, to attend the Model Schools Conference.  Funded by  741, 701 and LDE Grant.

(1)        Jessica Green, teacher, Natchitoches Central High School,sabbatical leave for professional and cultural improvement for the fall semester of 2008.

(2)        Christie Griffin, psychologist, pupil appraisal, sabbatical leave for professional and cultural improvement for the fall semester of 2008.

 

Mr. Harry Graham presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Walker, seconded by Dr. Bienvenu, the Board approved the lowest bids meeting specifications of:    

                                   

A.        Various for the Child Nutrition Program for milk and milk products, juice, bread and bread products, ice cream, processed and frozen foods and meats per attached.

B.         Ralston Exterminating for pest control for 2008-09.

C.        Ferrellgas for liquefied gas services for 2008-09.

 

Mrs. Joella Wilson voted nay on C.

  

On motion of  Mr. Wilson, seconded by Mrs. Wilson, the Board approved the following: 

 

A.        Personnel for professional development including work on the School Improvement Plan for NSU Middle Lab.  Melissa Dunn, Marilyn Mitchell and Daniel Durham for 50 hours each at $20.00 per hour for a total of $3,000.00.  Funded by Title II (719).

 

B.         The attached list of personnel from Cloutierville Elem./Jr. High School for LINCS study group/instructional council meetings at $20.00 per  hour.  Funded by 8(g) LINCS. 

 

 On motion of Mr. Metoyer, seconded by Mr. Graham, and with unanimous consent, the Board approved the following: 

 

            A.        Receive  quotes on air conditioning system in gym at Marthaville Elem./Jr. High School.

 

            B.         Receive quotes on sewage system at Marthaville Elem./Jr. High School.

 

            C.        Receive quotes on surveillance cameras at Weaver Elementary School.

  

D.        Request of LSU Cooperative Extension Service to increase funding by Natchitoches Parish School Board from $7,400 to $8,000 per year.

On motion of Mrs. Wilson and seconded by Mr. Wilson, that the Board unanimously approved the following finance items:         

 

            A.        30 teachers to attend the School Wide Positive Behavior Support Training at the Title I Media Center on June 24th and 25th.  Each teacher will receive a stipend of $20.00 per hour for 6 hours per day for 2 days. Funded by Title I Professional Development (701).  A list of participants will be submitted prior to training.         

 

B.         Cynthia King, Claudine Madison, Catherine McClinton, Debra Wamber and Janet Simmons, Parks Elem./Middle School, to work on the School Improvement Plan and school level professional development, for 15 hours each at $20.00 per four for a total of $1,500.00.  Funded by  Title I (701). 

 

On motion of Mr. Wilson, seconded by Mr. Graham, the Board instructed Mr. John Laborde to check on the cost of  20 additional cameras for buses and child checkmate safety buttons for owner/operator buses.  First Student already has the safety buttons installed in their buses.   

 

On motion of Mr. Wilson, seconded by Mr. Walker, and unanimously carried the Board approved a grant from The Rapides Foundation in the amount of $250,000.00 for Year 5 of 8-Step PACE Grant with authorization for the Superintendent to sign the necessary papers.  The one-year grant term starts  July 1, 2008 and ends June 30, 2009.    

 

Dr. Millard Bienvenu presented the Personnel Report.

 

On motion of Mrs. Wilson, seconded by Mr. Graham, the Board approved the following  personnel:

    

            A.        Amy Metoyer, kindergarten tutor, Weaver Elementary School, at $6.00 per hour, 4 hours per day and 5 days per week.

B.         Eric Hester, maintenance gym crew worker, at $6.00 per hour           

C.        Angela Hayes, paraprofessional, for school improvement for 2007-08 school year.  Funded through SIF 704.  

D.        Stephanie Horn, student worker, central office, at $5.85 per hour not to exceed 35 hours per week.

E.         Nathan Middleton, music teacher, Vaughn Elem./Middle School, replacing Addoree Studkey. 

F.         Amanda LaGrange, teacher, Parks Elem./Middle School, replacing Tonia Butler.

G.        Jenny Jordan, special education teacher, Parks Elem./Middle School,  replacing Charles LaCaze.

H.        Eve Mitchell, teacher, Weaver Elementary School, replacing Amanda Tingle.

I.          Ira Mitchell, teacher, Natchitoches Central High School, replacing Lydia Keyser.

J.          Katrice LaCour, strings teacher, NSU Middle Lab, replacing Jay Williams.

K.        Carissa Davis, Vaughn Elem./Middle School, replacing Lorinda Harper.

L.         Franklin D. McQueary, teacher, Natchitoches Central High School, replacing Litton Nugent. 

           M.          Joyce Spurgeon, kindergarten teacher, Parks Elem./Middle School, replacing Willie Davis.

 

On motion of Mr. Metoyer, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the following transfers and/or reassignments:

 

A.        Linda Bynog, teacher, from Fairview Alpha Elem./Jr. High School to Provencal Elem./Jr. High School, replacing Frances Hoffpauir.

B.         Amanda Tingle, teacher, from Weaver Elementary School to Parks Elem./Middle School.

C.        Heidi Brown, teacher, from East Natchitoches Elem./Middle School to Parks Elem./Middle School, replacing Bobbie Benjamin.

D.        Toni Rushing, teacher, from Natchitoches Central Annex to Cloutierville Elem./Jr. High School, replacing Bernhard Bruhnke.

 

On motion of Mr. Walker, seconded by Mr. Graham, and with unanimous consent, Brandon Helms was appointed head coach for Natchitoches Central High School.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, and unanimously carried, the Board approved the following personnel agenda items:  

 

A.        Jeff Johnson to work on student scheduling at Natchitoches Central High School for 105 hours at $20.00 per hour.  Funded by Carl Perkins.

 

            B.         Revised list of GEE Summer Remediation Staff per attached list.

 

            C.        The Migrant Summer School Staff  per  attached copy.

        

D.        Kerry Braden, principal, Lakeview High School, transferred to Cloutierville Elem./Jr High School as principal. 

 

            E.         Ben LaGrone, principal, NSU Middle Lab School.

                 

F.         The attached list of master and mentor teachers for 2008-09 for the TAP (Teacher Advancement Program) at Parks Elem./Middle School.

 

            G.        Additional summer school teachers for LEAP Remediation and Student Enhancement and tutors for Student Enhancement Program.

 

            H.        Summer school staff for LA4 and Even Start. 

  

            I.          KIDS City Summer Program Staff.

 

Mrs. Joella Wilson presented the Executive Report.

 

On motion of Mr. Metoyer, seconded by Mr. Wilson, the Board approved the attached changes in the cell phone policy and dress code.  

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, the Board unanimously approved  that all positions be appointed as advertised in the newspaper.  Cheryl Johnson was named Director of Special Education and Linda Page was appointed Director of Personnel.

 

On motion of Mr. Graham, seconded by Mr. Wilson, the Board named  The Natchitoches Times as the official journal for the Board.

 

On motion of Mr. Metoyer, seconded by Mr. Wilson, the Board passed a resolution authorizing the DeSoto Parish School Board to obtain a mineral lease on Section 16-T11N-R10W (614.43 acres located in DeSoto Parish).  The Natchitoches Parish School Board has a 36.9% interest in this Section and agrees to pay it pro-rata share of expenses in conjunction with obtaining a lease.

 

On motion of Mrs. Wilson, the Board adjourned.
