PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON OCTOBER 11, 2007

                                       

A regular meeting of the Natchitoches Parish School Board was held on Thursday, October 11, 2007, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer were present:   Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson, Billy Benefield, Jr., Harry Graham and Craig Rachal.   Absent:   Cecil Walker and Pam McAlexander.

 

The meeting was called to order by President Hildebrand, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Daniels.

 

Under Superintendent/Staff Reports, the Board received:

 

1.         Positive behavior plans and school improvement plans from the principals of Weaver Elementary School,  NSU  Middle Lab, L. P. Vaughn Elem./Middle School, Natchitoches Magnet School, Natchitoches Annex and Marthaville Elem./Jr. High School.

 

2.         Dr. Murphy reported that Natchitoches Parish ranks #2 in the state on the salary schedule for teachers.

                                              

            3.         Mrs. Thomas presented information on the Marcia Tate Workshop.

 

            4.         Jennifer Ingram, Sheriff Victor Jones, Wendy Byles and several students spoke on the success of  the Teen Summit that most schools participated in on September 27, 2007.

 

Under Old Business:

 

            1.         On motion of Mr. Benefield, seconded by Mr. Wilson, and with a majority of yes votes, the Board approved the attached school facilities use policy.  If the proposed use of the building is questionable as to whether it is for personal use or to gain personal financial benefit, the principal/superintendent may request a 501C3 form to settle the issue. 

Mr. Rachal cast a negative vote. 

   

            2.         On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and unanimously carried,  the Board approved hiring tutors for 4 hours per day for every kindergarten class in the parish.  

 

On motion of Mr. Rachal, seconded by Mr. Wilson, the Board voted to give each school $1,000 to help with after-school activities.  Mr. Metoyer cast a nay vote.

                 

On motion of Mr. Wilson, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the following consent agenda items:

Mr. Billy Benefield presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Benefield, seconded by Mrs. Wilson, and unanimously carried, the Board approved the 2007-2008 Natchitoches Tax Commission Budget.

                 

On motion of Mrs. Wilson, seconded by Mr. Wilson, the Board approved the  budget for Even Start Continuation Grant in the amount of $144,219 for 2007-2008.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, and with unanimous voice vote, the Board approved the 8g Early Childhood Grant in the amount of $140,738 for 2007-2008.    

 

Dr. Millard Bienvenu presented the Personnel Report.

 

On motion of Dr. Bienvenu, seconded by Mr. Wilson, the Board overwhelmingly approved the following personnel:   

 

            A.        Amy Metoyer, kindergarten tutor, Weaver Elementary School, at $6.00 per hour for 4 hours per day for 20 hours per week.          

B.        Jane Duncan Upton, speech therapist, for 8 hours per week at $50.00 per hour.

C.        Syreeta Gibson, kindergarten tutor, Weaver Elementary School, at $6.00 per hour for 4 hours per day for 20 hours per week.

D.        Anthony Johnson, special education tutor, Natchitoches Central High School, at $7.50 per hour not to exceed 35 hours per week, replacing Daniel Laroux.     Paid by IDEA.

E.         LaToya Fobbs, special education tutor, Natchitoches Central Annex, at $7.50 per hour not to exceed 35 hours per week, replacing Deanna Ledbetter.  Funded by IDEA.                        

F.         Barbara Wester, special education tutor, Provencal Elem./Jr. High School, at $7.50 per hour not to exceed 35 hours per week.  Funded by IDEA.

G.        Karen Woodel, special education tutor, Provencal Elem./Jr. High School, at $6.00 per hour not to exceed 35 hours per week.  Funded by IDEA.

H.        April Thompson, special education tutor, Goldonna Elem./Jr. High School, at $6.00 per hour not to exceed 35 hours per week.  Paid by IDEA.

I.          Deborah Ellzey, Title I Pre-K paraprofessional, Lakeview High School.

J.         Georgette Lewis, 9 month custodian, East Natchitoches Elem./Middle School,  replacing Diane Latchie.

K.        Psymeko Deans, special education tutor, East Natchitoches Elem./Middle School, at $7.50 per hour not to exceed 35 hours per week, replacing Easter Bradley.   Funded by IDEA.

L.         Rosalind Richards, special education tutor, Weaver Elementary School, at $7.50 per hour not to exceed 35 hours per week, replacing Rolanda Martin.   Funded by IDEA. 

 

On motion of Dr. Bienvenu, seconded by Mr. Graham, the Board unanimously  approved the following personnel:

 

M.        Tracie Howard, kindergarten tutor, Parks Elem./Middle School at $6.00 per hour for 4 hours per day for 5 days per week.   

N.        Tiffany Valentine, special education student worker, at $7.50 per hour not to exceed 35 hours per week.  Funded by IDEA.

O.        Shalaina Peddy, Even Start tutor, Parks Elem./Middle School at $6.00 per hour for 5 hours per day and 5 days per week.

P.        Charlene Lanier, teacher, Natchitoches Central Annex, replacing  Shelley Koone.

Q.        Veronica Turner, special education tutor, East Natchitoches Elem./Middle School at $7.50 per hour not to exceed 35 hours per week.

R.         Frances Sylvia, from special education teacher to special education program coordinator, replacing Cheryl Johnson.

 

On motion of Dr. Bienvenu, seconded by Mrs. Wilson, and with a unanimous voice vote, the Board approved the following transfers and/or reassignments and personnel items:

 

A.        Diane Latchie, custodian, from East Natchitoches Elem./Middle School to Central Office, 12 months.

B.         Leonard Williams, 12 month custodian, from Central Office to Maintenance Department.

C.        Krissi Johnson, Kendria Sanders, Jennifer Fralia, Suzanne Johnson, Jerry Dawson, Faye Oliver and Amanda Tingle, teachers, to enter DIBELS data into the University of Oregon DIBELS data bank at $20.00 per hour  for 16 hours for a total cost of $2240.00.  Funded by K-3 Reading and Math Initiative.

D.        Celia Dupree, Jerry Dawson, Melissa Scott, Rebecca Herring and Krissi Johnson, teachers, to do phonology workshops for K-3 teachers for intervention for students in grades kindergarten through grade 3 at risk of reading failure as indicated by DIBELS assessment data.  The teachers will work 6 hours at $50.00 per hour for a total cost of $1500.00.  Thirty participating teachers will receive $20.00 per hour for 6 hours for a total cost of $3600.00.  Funded by K-3 Reading and Math Initiative.

E.         Rescinding sabbatical leave of  Shawn Jessup  Westbrook for the second semester of 2007-2008 contingent upon vacancy in school system.

F.         The attached list of teachers, tutors and bus drivers for  approval to work in 9 KIDS CITY (21st Century) programs. 

 

On motion of Dr. Bienvenu, seconded by Mrs. Wilson, the Board approved the following personnel items:

 

A.        The following LA 4 After-Care teachers at Weaver Elementary School at $20.00 per hour for 2 2 hours per day for 4 days per week:

B.         The following After-Care paraprofessionals at Fairview Alpha Elem./Jr. High School at $7.50 per hour for 2 2 hours per day for 4 days per week (not to exceed 5 hours per week):

Mrs. Joella Wilson presented the Executive Report.

 

On motion of Mr. Wilson, the Board added the repair of the girls' bathroom at Cloutierville Elem./Jr. High School.

 

The Board instructed Mr. Laborde to contact the maintenance department to take care of the needed repairs and paint the bathroom.     

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, and with unanimous voice vote the Board approved the Pupil Progression Plan for 2007-2008.

 

On motion of Mr. Rachal, seconded by Mrs. Wilson, the Board adjourned.
