PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON AUGUST 9, 2007                                 

                                 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, August 9, 2007, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer were present: Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson, Billy Benefield, Jr., Harry Graham, Pam McAlexander and Craig Rachal.  Absent: None.

 

The meeting was called to order by President Hildebrand, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Graham.

 

Under Superintendent/Staff Reports the Board received:

 

1.        The Board Update by Dr. Murphy.

2.         A report from Representative Taylor Townsend on school legislation for the past year.  

 

On motion of Mr. Benefield, seconded by Mr. Wilson, the Board accepted a communication policy for employees with modifications per attached copy.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, the Board unanimously approved the consent agenda items:

Mr. Billy Benefield presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Benefield, seconded by Mr. Metoyer, and with unanimous consent, the Board approved the lowest bid of various vendors meeting specifications  for paper, cleaning supplies, processed foods and supplies, frozen  foods and  meat and related products for use in the child nutrition program for 2007-2008 per attached bids.

   

On motion of Mrs. Wilson, seconded by Mr. Wilson, and with unanimous voice votes, the Board approved an increase in the cost of school breakfasts and lunches  per attached.                 

 

On motion of Mr. Benefield, seconded by Mrs. Wilson, the Board approved the following finance items:

    

A.        An  8(g) Student Enhancement Block Grant for 2007-2008  in the amount of  $24,744.00.  The funds are for remediation for students unsuccessful on high stakes testing and/or unable to keep up with their peers.

                    

            B.         A mileage rate increase from .375 to 44 cents per mile.  

 

            C.        A lease for a refrigerated delivery truck for School Food Service.

 

            D.        Leasing an activity  bus for Lakeview High School from Laidlaw Transportation Services.

 

            E.         A stipend for Rene' Lewis who attended a Train the Trainer Workshop on July 11, 2007,  at a rate of $20.00 per hour for 6 hours for a total cost of $120.00.  Funded by IDEA.  

 

F.         Connie Brister to return to work August 3, 2007,  at a rate of $20.00 per hour for 7 hours a day for a total of $140.00 to prepare for the opening of school at the Natchitoches Central Annex.  Funded by IDEA.

              

            G.        A contract with Hebert Baptiste, Sr., to evaluate students for the talent program at $50.00 per hour for 11 hours, a total of $550.00.   Funded by state money for the gifted/talented. 

 

            H.        A contract with J. Mark Thompson to evaluate students for the talent program at $50.00 per hour for 8.5 hours, a total of $425.00.  Funded by state money for the gifted/talented.       

 

On motion of Mr. Benefield, seconded by Mr. Daniels, and with majority voice vote, the Board approved  a resolution granting Right of Way Servitude Agreement between the Natchitoches Parish School (Grantor) and Waterworks District No. 2 of Natchitoches Parish, Louisiana, and Valley Electric  Membership Corporation (Grantee) and authorized the board president to sign all necessary papers to carry  out  the intent of the Agreement.   The Board requested 3 bids for appraisal value of the timber on the 30 foot easement.  Mr. Metoyer abstained from voting.

 

On motion of Mr. Benefield, seconded by Mr. Wilson, the Board unanimously approved  the Migrant Education Program and Budget in the amount of $277,886 for 2007-2008.

 

Dr. Millard Bienvenu presented the Personnel Report.

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, and unanimously carried, the Board approved the following personnel items:

3.         Amending the staffing formula to include pay  for  assistant principals for all K-8 schools with an enrollment of 400 students if the individual serving in that capacity is certified according to Bulletin 746.  Assistant principals are qualified to assist with the observations and assessments of teachers.

           

On motion of Dr. Bienvenu, seconded by Mr. Wilson, and unanimously carried, the Board approved Phyllis Thomas as the Supervisor of Curriculum and Instruction.

 

On motion of Dr. Bienvenu, seconded by Mr. Graham, and with unanimous consent, the Board approved Cynthia Cole as  Principal of L. P. Vaughn Elem./Middle School.

 

On motion of Dr. Bienvenu, seconded by Mrs. Wilson, the Board unanimously approved Julee' Wright as Principal of Natchitoches Magnet School.

 

On motion of Mr. Wilson, seconded by Dr. Bienvenu, the Board suspended the rules to add an item to the agenda.                  

 

On motion of Mr. Benefield, seconded by Dr. Bienvenu, and unanimously carried, the Board appointed William Gordy as assistant principal of Natchitoches Central High School.

 

Mrs. Joella Wilson presented the Executive Report.

 

On motion of Mr. Rachal, seconded by Mr. Wilson, and with unanimous consent, the Board approved a  study on the feasibility of  building a new high school in western part of parish. 

 

On motion of Mrs. McAlexander, seconded by Mrs. Wilson, and with Board consent,  the Board instructed the staff to create an exit form for all employees to complete when they leave the system.

 

On motion of Mr. Daniels, the Board adjourned.
