NATCHITOCHES PARISH SCHOOL BOARD

HELD ON JUNE 14, 2007

                             

A regular meeting of the Natchitoches Parish School Board was held on Thursday, June 14, 2007, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer were present: Cecil Walker, Carroll Daniels, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Billy Benefield, Jr., Harry Graham, Pam McAlexander and Craig Rachal.  Absent:   Joella Wilson.   Mr. Wilson came in late. 

 

The meeting was called to order by President Hildebrand, followed by an invocation by Mr. Walker and Pledge of Allegiance by Mr. Rachal.

 

Under Superintendent/Staff Reports,  the Board received the monthly Board Update from Dr. Murphy.

 

On motion of Mr. Benefield, seconded by Mr. Walker, that the Board hereby approve the Laidlaw contract for a period of two years.

 

YEAS:     Walker, Hildebrand, Bienvenu, Benefield, McAlexander, and Rachal.   NAYS:      Daniels, Metoyer and Graham.   ABSENT:    R. Wilson and J. Wilson.  (Carried)

 

On motion of Mr. Walker, seconded by Mr. Metoyer, and unanimously carried, the Board approved the following consent agenda items:  

 

 1.        Adoption of Agenda.

 2.        Approval of Minutes of May 3, 10 & 30, 2007

 3.        FINANCE ITEMS:

A.        Payment of Bills:        June & July  

B.         Out of State Travel:

C.        School Bus Routes Changes:

(1)        Jennifer Martin, teacher, Provencal Elem./.Jr. High School, effective May 30, 2007.

(3)        Sharon Johnson, teacher, Provencal Elem./Jr. High School, effective June 11, 2007.

Mr. Billy Benefield, Jr., presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Benefield, seconded by Mr. Metoyer, and with unanimous consent, the Board accepted the lowest bids meeting specifications of:

A.        Ferrellgas for liquefied gas service for 2007-2008.

B.        Cane River for pest control service for 2007-2008.        

   

On motion of Mr. Benefield, seconded by Mr. Metoyer, the Board granted permission  to exercise the bid renewal option with IESI for waste management service for 2007-2008.   

 

 On motion of Mr. Benefield, seconded by Mr. Walker, and unanimously carried, the Board approved the following finance items:

 

A.        To "piggyback" Lafourche Parish bid with Follett for providing library books for 2007-2008.  

 

            B.        To exercise bid renewal option with Markel Insurance Company for student accident insurance for 2007-2008.

 

            C.        To renew property and casualty insurance coverage  with North American Group for 2007-2008.      

 

D.        To renew excess workers' compensation insurance coverage with Midwest Employers Casualty Company through Risk Services of Louisiana.

               

On motion of Mr. Metoyer, seconded by Mr. Benefield, and unanimously carried, the Board approved a grant from The Rapides Foundation  in the amount of  $250,000.00 for Year 4 of Implementation of  PACE  Process  with authorization for Superintendent Murphy to sign the necessary documents. 

                    

Dr. Millard Bienvenu presented the Personnel Report.

 

On motion of Dr. Bienvenu, seconded by Mr. Walker, and with unanimous voice vote, the Board approved the following personnel:

 

            A.        Bobby Benjamin, special education student worker, Central Office, at $7.50 per hour, not to exceed 35 hours per week.

B.         Matthew Dodson, special education teacher, Provencal Elem./Jr. High School,  replacing Sharon Johnson.

C.        Danielle Dunahoe, teacher, Weaver Elementary School, replacing Debra Ortiz.

D.        Jeannine Hocke, regular education summer school teacher, East Natchitoches Elem./Middle School at $20.00 per hour.

            E.         Amy Moore, teacher, NSU Elementary  School, replacing Stacy Bell.

F.         Brenda Page, teacher, Cloutierville Elem./Jr. High School, replacing Carletta Jones.            

G.        Deborah Joy McBride, supervisor, Child Nutrition Program, replacing Kathryn Hattaway.

H.        Cindy Huckaby, special education teacher, Fairview Alpha Elem./Jr. High School, new position.

I.          Elizabeth McManamy, band director, East Natchitoches Elem./Middle School, replacing Loyman Prestenbach.

J.          Megan Graham, Lakeview High School, replacing Robert Lane.

  

On motion of Dr. Bienvenu, seconded by Mr. Metoyer, the Board unanimously approved the following transfers and /or reassignments:

 

A.        Crystal Davis, from Cloutierville Elem./Jr. High School to Weaver Elementary School, replacing Rita Sue Speir.

B.         Renee Durham, from Marthaville Elem./Jr. High School to Lakeview High School, replacing Ronnie Monroe. 

C.        Terry Williams, principal, from Lakeview High School to Marthaville Elem./Jr. High School.

D.        Annie P. White, teacher, from Parks Elem./Middle  School to Fairview Alpha Elem./Jr. High,  replacing Marjorie Clemons. 

E.         Steven Norwood, teacher, from Natchitoches Central High School to Parks Elem. Middle School, replacing Annie P. White.

F.         April Giddens, teacher, from NSU Middle Lab to Natchitoches Magnet School.

G.        Carletta Jones, teacher, from Cloutierville Elem./Jr. High School to Natchitoches Magnet School, replacing Cherie Maynard.

            I.          Victoria Brunston, After School for All, summer tutor, from $5.15 per hour to $6.00 per hour.

            J.          Robert Lane,  from Lakeview High School to Natchitoches Central High  School, replacing Stephen Norwood.

            K.        Jacqueline Sims, teacher, from Vaughn Elem./Middle School to Natchitoches Central High School, replacing Stephen Norwood.

            L.         Carol Walker, teacher, from Natchitoches Central Annex to East Natchitoches Elem./Middle School, replacing Margie Machen.

            M.        Felicia Martin, teacher, from Vaughn Elem./Middle School to Natchitoches Central Annex, replacing Carol Walker.

            N.        Brenda S. Powell, teacher, from Vaughn Elem./Middle School to Provencal Elem./Jr. High School, replacing Gayle Bernard.

            O.        Ramona Wynder, teacher, Vaughn Elem./Middle School, from special education program to regular education program.

    

On motion of Mr. Metoyer, seconded by Dr. Bienvenu, the Board approved the following personnel items:   

 

A.        Summer School  Drivers for 2007 per attached list.

 

            B.         Employees for Even Start Summer Program.  

 

            C.        Employees for LA4 Summer Program.

 

            D.        LEAP Tutors for Summer Program.

 

            E.         The Title I summer school personnel, workshops and presenters.  Funded by Title I (701). 

 

            F.         21st Century Community Learning Summer Camp Staff Funded by 21st Century KIDS City (760).

 

            G.        Migrant personnel for Summer Reading/Writing/ and Computer Enrichment Program.  Funded by Migrant Education (703).

                

H.        Teachers for After School for All Summer Program at Provencal Elem./Jr. High School.

 

 I.         Stipends for teachers to attend Louisiana Department of  Education Career and Technical Education Summer Institute in New Orleans during the week of July 30 through August 3, 2007.  This will allow instructors to obtain certifications which will expand career and technical education in Natchitoches Parish.  Payments will be $20.00 per hour not to exceed  eight hours per day.  Funding from Carl Perkins 2007-2008 Basic Grant.

 

J.          ESYP/LEAP and NON-LEAP Summer School employees.

              

K.        Daphne Butler and Karen Niette, substitutes, for 21st  Century Kids City, at $20.00 per hour.   Funded by 21st Century Kids' City (760)

                      

Mr. Carroll Daniels presented the Executive Report.

 

On motion of Mr. Daniels, seconded by Mr. Walker, and unanimously carried, the Board approved the 2007-2008 Natchitoches Parish Handbook.

 

On motion of Dr. Bienvenu, seconded by Mrs. Hildebrand, that the Board hereby approve a counter offer to sell to Mr. John Good (City of Natchitoches)  the 341 acre tract of the 16th Section land south of Water Well Road for $5000.00 per acre.

On motion of Mr. Daniels, seconded by Mr. Rachal, and with unanimous voice vote,  the Board named The Natchitoches Times as the official journal of the Natchitoches Parish School Board.      

 

On motion of Dr. Bienvenu, the Board adjourned.
