PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON MAY 10, 2007

                                           

A regular meeting of the Natchitoches Parish School Board was held on Thursday, May 10, 2007, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer were present: Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson, Billy Benefield, Jr., Harry Graham, Pam McAlexander and Craig Rachal.

Absent:    None.

 

The meeting was called to order by President Hildebrand, followed by an invocation by  Mrs. Hildebrand and Pledge of Allegiance by Mr. Rachal.

 

Under Superintendent/Staff  Reports, the Board received the monthly Board Update from Dr. Elwanda Murphy.

 

Principal Terry Williams on behalf of the Natchitoches Parish Principals' Organization presented the "Extra Mile" Award to the Kiwanis Club.  Mr. Russell Danzy and Shanna Baker accepted the award for the organization.

 

Member of the Board who attended the National School Board Convention reported on various sessions they attended at the meeting.

 

On the motion of Mr. Wilson, seconded by Mr. Graham, the Board approved the following consent agenda items:

(1)       Shasta Daniels, Director of Curriculum and Instruction, travel to Toronto, Canada, May 13-17, 2007, to attend the 52nd Annual International Reading Conference.  Funded by Title I  (70).

(2)       Angelia L. Carpenter, Coordinator, travel to Spokane, Washington, July 23-27, 2007, to attend the Focus Fitness Summer Institute.  Funded by Better Health for the Delta Grant.

Mr. Billy Benefield, Jr., presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Benefield, seconded by Mr. Wilson, and with unanimous consent, the Board approved a resolution from the tax assessor's office granting permission for on-going litigation over the assessment and ad valorem taxation of certain pipeline property located in Natchitoches Parish.   

 

Dr. Millard Bienvenu presented the Personnel Report.

 

On motion of  Dr. Bienvenu, seconded by Mr. Walker, the Board unanimously approved the following personnel items:

    

   1.      New Personnel:   

 

A.        Albert Maley, maintenance department, replacing Eric Smith.

B.        LaQuitta Wilkins, special education tutor, Natchitoches Central Annex, at $6.00 per hour not to exceed 35 hours per week, replacing Yolande Lewis.

C.        Gerald Conant, 9 month custodian, Natchitoches Central High School, replacing Pam Brown. 

D.        Edward Carroll, head custodian, Provencal Elem./Jr. High School, replacing Roy Mitchell.

 

   2.      Transfers and/or reassignments:

 

A.        Pam Brown,  Natchitoches Central High School, from 9 month custodian to 12 month custodian, replacing Robert Lilly.

B.         Charles Jackson, from 9 month custodian to 12 month custodian at Parks Elem./Middle School, effective March 19, 2007.

 

   3.      GEE Remediation instructors for GEE Remediation Summer School  to be held at East Natchitoches Elem./Middle School from June 5 - 29, 2007, from 7:30 a.m. until 12:30 p.m., each weekday.  Della Powell, Patricia Beaudion, William Gordy and Jerry Wester at $20.00 per hour for 5 hours per day for 19 days for a total of $1,900.00 each and Dennis Breland as lead teacher for $20.00 per hour for 6 hours per day for 19 days for a total of $2,280.00. Funded by GEE Remediation Grant for 2006-2007.      

 

   4.      Additional summer employment for Crissey Smith, counselor, Lakeview High School, and Jeff Johnson and Sharon Schaub, counselors, Natchitoches  Central High School, not to exceed 40 hours each at a rate of $20.00 per hour, for a total amount not to exceed $800.00 each.  These hours are to be used to assist with scheduling, the completion of five year plans and the collection of Career and Technical Education data.  Funded by the Carl Perkins 2006-2007 Grant.    

 

   5.      Paying the following teachers for serving as Quiz Bowl Coaches for 2006-2007.  The amount of money that each coach receives is listed by their names. Payment is to be charged to school budgets:

 

Cloutierville--Donnan Brian and Janice Crowder ($600.00 each)

East Natchitoches--Julie Maggie and Heidi Brown ($600.00 each)

Fairview Alpha---Patrice Harper, Kelly Norman and Angela Johnson ($400.00 each)

Marthaville--Vicki Miller and Laura Solomon ($600.00 each)

Natchitoches Magnet--Robert Carnline and Sarah Rachal ($600.00 each)

NSU Elem.----Stacey Bell  ($600.00)

NSU Middle--Sharon Ebarb  ($600.00)

NCHS----Shelly Lewis-Rivers   ($600.00)

Provencal--Christina Evans  ($600.00)

                        Vaughn---Fannie Holden and Stephanie Sewell   ($400.00 each) This school had no sixth grade team.   (S. Daniels)

                       

   6.      The following staff for 21st Century Community Learning  Centers.  Funded by  764.

East Natchitoches Elem./Middle

 

            Evie Posey--substitute at $20.00 per hour

 

Natchitoches Central High

 

William Cartwright--tutor at $7.50 per hour, not to exceed 5 hours per week

 

Mrs. Joella Wilson presented the Executive Report.

 

On motion of Mr. Benefield, seconded by Mr. Metoyer, and with unanimous voice vote, the Board instructed Mr. John Laborde to an independent Board bussing route study. 

 

On motion of Mr. Wilson, seconded by Mrs. Wilson, and with unanimous consent, the Board approved the proposed locally initiated electives Remediation and Enrichment I, II, III, and IV for Natchitoches Central High School and Lakeview High School.

   

Dr. Murphy reported to the Board that principals would work from 7:30 a.m. to 2:30 p.m. in June.  Those principals who have summer school at their schools will be paid stipends.   In July, principals will be on call for 2 weeks of the month and 2 weeks vacation.

 

The central office will close on every Friday in July and will be closed on the 4th and 5th of July.

 

On motion of Mr. Benefield, seconded by Mr. Rachal, the Board adjourned.
