PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON MARCH 6, 2007

                                                      

A regular meeting of the Natchitoches Parish School Board was held on March 6, 2007, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:   Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Joella Wilson, Billy Benefield, Jr.,

Harry Graham and Craig Rachal.  Absent:   Emile Metoyer and Pam McAlexander.

 

The meeting was called to order by President Hildebrand, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Benefield.

 

Dr. Elwanda Murphy presented the monthly Board Update which included a report of the Safe Schools Committee.

 

The Board recognized Retired Teachers' Day as March 15, 2007 with a resolution.

On motion of Mr. Wilson, seconded by Mr. Walker, and with unanimous voice vote, the Board approved the following consent agenda items:            

 

            1.         Adoption of Agenda.

            2.         Approval of Minutes of February 8, 2007

            3.         FINANCE ITEMS:

A.        Payment of Bills:

B.         Out of State Travel:  

(1)        Gwendolyn Hardison, Director of Federal Programs, Linda Page, Principal, Laura McClain, Princial, Brooke Williams, and Kristy Roberson, teachers, travel to Toronto, Canada, May 13 - 17, 2007, to attend the 52nd Annual International Reading Conference.  Funded by Title I (70).

(2)        Carolyn Benefield, Principal, East Natchitoches Elem./Middle School, travel to San Francisco, California, April 13- 17, 2007, to attend the National School Board Association Convention.  Mrs. Benefield is using two personal leave days.  At no cost to the Board.

(3)        Elwanda Murphy, Superintendent, Julia Hildebrand, Harry Graham, Ralph Wilson, Billy Benefield, Jr., Joella Wilson and Emile Metoyer, Board Members, travel to San Francisco, California, April 13-17, 2007, to attend the National School Board Association Convention.  Paid by General Fund.

(3)        Mary Stehr, planning grant coordinator, School-Based Health Center.

(4)        John Benjamin, custodian, Parks Elem./Middle School, effective March 5, 2007.

G.        Retirements:

(1)        John Avant, teacher, Natchitoches Central High School Annex, effective  February 1, 2007.

H.        Requests for Leave:

 

Mr. Billy Benefield, Jr., presented the Finance, Facilities and Insurance Report.

 

On  motion of Mr. Benefield, seconded by Mr. Wilson, and with unanimous consent, the Board accepted the bid of Louisiana Lift & Equipment for lowest bid meeting specifications in the amount of $21,601 for a new forklift for use by the Maintenance Department and Child  Nutrition Program.  Funded 50% by general fund and 50% Child  Nutrition.

   

On motion of Mr. Benefield, seconded by Mr. Walker and unanimously carried, the Board approved the following finance items:

  

1.         A  professional development contract with NSU National Writing Project for  the "Mini Writing Institute", a series of three, 3 hour workshops.  This institute will be held on March 3, 10, 24, 2007 at a cost of  $1500.00.  Funded by The Rapides Foundation Systemic Initiative.

   

2.         A professional development contract with the NSU National Writing Project and Natchitoches Parish School Board for writing inservices at Natchitoches Central High School/Lakeview High School on April 25, 2007.  Topics include "How Writing Can Help Classrooms Achieve Rigor and Relevance" in the core content areas of  English, science, social studies and math, as well as in non-core classes with applications for "Real World Writings with Real World Relevance".  These sessions represent five separate sessions for a total of $ 2,500.00.   Funded through The Rapides Foundation Systemic Initiative.

 

On motion of Mr. Benefield, seconded by Mr. Wilson, the Board accepted the Basic Financial Statements and Independent Auditor's Report for the Year Ended June 30, 2006.  

 

Dr. Millard Bienvenu presented the Personnel Report.

    

On motion of Mrs. Wilson, seconded Mr. Wilson, and with unanimous consent, the Board approved the following personnel:

 

A.        Christopher Dunwar, special education tutor, East Natchitoches Elem./Middle School, at $7.50 per hour not to exceed 35 hours per week.

Funded by IDEA.

B.         Jaquana Hill, , special education tutor, Parks Elem./Middle School, at $7.50 per hour not to exceed 35 hours per week.  Start date February 13, 2007.  Funded by IDEA.   

C.        Courtney Swayzer, special education tutor, L.P. Vaughn Elem./Middle School, at $7.50 per hour not to exceed 35 hours per week.  Start date February 16, 2007.  Funded by IDEA.            

D.        Tangeka Sawyer, special education  tutor, Natchitoches Central High School Annex at $7.50 per hour not to exceed 35 hours per week replacing Kendrick Smith.  Funded by IDEA.

E.         Nick Lambert, 12 month custodian, Provencal Elem./Jr. High School, replacing Roy Mitchell.

F.         Jerry Wester, adult education teacher, 20 hours per week at $20.00 per hour until end of the school year.  Funded by Even Start.

G.        Leona Latchie, social worker, Parks Elem./Middle School, full-time from February through September 30, 2007.  Funded by Coordinated School Health Pilot Grant.

H.        Brenda Robison, teacher, gifted program, Natchitoches Central High School, for the remainder of the 2006-2007 school year.          

I.          Vicki Nichols, kindergarten tutor, L.P. Vaughn Elem./Middle School, at $7.50 per hour for 20 hours per week.  Paid by General Fund.   

   

On motion of Mr. Wilson and seconded by Mrs. Wilson, the Board approved the following transfers/reassignments:

 

A.        April Adams, full-time technician, child nutrition program, from Natchitoches Central High School  to Marthaville Elem./Jr. High School.

 

B.         Joyce Helaire, from attendance clerk to secretary, Natchitoches Central High School, replacing Gwen Davis.

 

On motion of  Dr. Bienvenu, seconded by Mr. Wilson, and unanimously carried, the Board approved the following personnel items:

 

            A.        Heidi Brown and Julie Maggio as Quiz Bowl sponsors at East Natchitoches Elem./Middle School.

 

B.        The attached  list  of staff members for 21st Learning Center for Kids City at  Natchitoches Magnet School and East Natchitoches Elem./Middle School. Funded by  21st Century (764 & 760).

   

            C.        Billy J. Pearce, Jr. , softball coach, Cloutierville Elem./Jr. High School.

 

            D.        Greg Possoit, assistant high school softball coach, Lakeview High School.

 

E.         21st Century Staff for Kids City, Too for Natchitoches Central High School per attached list.   Funded by 21st Century (764).

                

Mrs. Joella Wilson presented the Executive Report.      

 

On motion of Mrs. Wilson, seconded by Mr. Walker, the Board approved a release of restrictions on the Robeline School property with the Village of Robeline and Triune Ministries per attached resolution.

 

On motion of Mr. Walker, seconded by Mr. Graham, and with unanimous consent, the Board approved the Natchitoches Parish School Board System Technology Plan.    

On motion of Mr. Benefield, seconded by Mr. Rachal, the Board adjourned.
