PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON JANUARY 18, 2007

                                           

A regular meeting of the Natchitoches Parish School Board was held on January 18, 2007, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:  Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Emile Metoyer, Joella Wilson, Billy Benefield, Jr., Harry Graham, Pam McAlexander and Craig Rachal.  Absent:  None.

 

The meeting was called to order by Dr. Murphy, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Benefield.

 

Under Superintendent/Staff Reports, the Board received:

 

1.         The Board Update by Dr. Elwanda Murphy.

 

2.         Reports from Trane, Laidlaw and the Louisiana National Guard Youth Challenge Program.                                            

  

3.         PACE reports presented by  principals of Cloutierville, Fairview Alpha, Weaver Vaughn, East, Marthaville and Goldonna.    

 

The next order of business on the agenda was the election of officers for 2007.

 

Dr. Murphy called for nominations for the office of president.

 

Mr. Walker nominated Mrs. Hildebrand with a second from Mr. Wilson.  With no other nominations from the floor, Mrs Hildebrand was unanimously named  president.

 

Mrs. Hildebrand was seated as President of the Board and called for nominations for  the office of vice-president.

 

Dr. Bienvenu nominated Harry Graham with a second from Mrs. McAlexander.  Mr. Metoyer nominated Mrs. Wilson and Mr. Wilson seconded the nomination.

 

On motion of Mr. Daniels, seconded by Mr. Benefield, the nominations ceased.  Upon roll call, the following vote was recorded:

 

For Mr. Graham:          YEAS:   Walker, Bienvenu, Graham, McAlexander and Rachal.  NAYS:   Daniels, Wilson, Hildebrand, Metoyer, J. Wilson and Benefield.  ABSENT:  None.    (Failed)

 

Mrs. Joella Wilson was seated as Vice-President of the Board.

 

On motion of Mr. Metoyer, seconded by Mr. Benefield, and majority approval, the Board adopted the following meal charge policy:

 

Students are allowed to charge meals (not extras) for ten (10) days.  Notices are to be sent home after the first charge informing the parent.  After the 10 day period, students who do not have money for meals and/or owe for past meals will be sent to the office to call their parents.  If  parents or other family representative do not bring money for the student's meal(s) by serving time, the   lunchroom will provide either a peanut butter or cheese sandwich and water for five (5) days.  After the 5 day period, meals will be denied to the student.  At   the point where meals are denied, the office of Social Services will be contacted regarding the welfare of the student(s).

 

Students who are receiving free lunches cannot charge for extra food.     

 

Mrs. Joella Wilson voted nay.

 

On motion of Mr. Wilson, seconded by Mr. Metoyer, and with unanimous consent, the Board approved the following consent agenda items:              

 

 1.        Adoption of Agenda.

 2.        Approval of Minutes of December 14, 2006.

 3.        FINANCE ITEMS:

(1)        Rachel Brittain, librarian, Provencal Elem./Jr. High School, effective December 1, 2006.

(2)        Mary Dollar, special education teacher, Goldonna Elem./Jr. High School, effective December 21, 2006.

(3)        Brenda James, teacher, Natchitoches Central High School, effective January 5, 2007.

G.        Retirements:

(1)        Roy Mitchell, custodian, Provencal Elem./Jr. High School, effective January 15, 2007.

(2)        Carolyn Lonadier, teacher, Goldonna Elem./Jr. High School, effective October 4, 2006.

H.        Requests for Leave:

(1)        Jennifer Nelson Martin, teacher, Provencal Elem./Jr. High School, leave without pay for the second semester of the 2006-2007 school year.

 

Mr. Billy Benefield presented the Finance, Facilities, Service and Insurance Report

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, and unanimously carried, the Board:

 

    1.     Received the Natchitoches Parish School Board Student Activity Funds' Audit Report for the Year Ended June 30, 2005.   

 

    2.     Approved The Weyerhaeuser Company Foundation Grant in the amount of $20,000 for 2006-07 to provide resources for math tutorials, family math night activities and development of math unit assessments to correlate with the Comprehensive Curriculum math unit plans for grades 3-8.

 

Dr. Millard Bienvenu presented the Personnel Report.

 

On motion of  Dr. Bienvenu, seconded by Mrs. Wilson, the Board unanimously approved the following:

    

   1.      New Personnel:

 

            A.        Lauren Jones, special education teacher, Weaver Elementary School, due to increased enrollment.

B.         Katy Blalock, kindergarten teacher, Weaver Elementary School, replacing Sharon Leone.   

C.        Chrystal Davis, teacher, Cloutierville Elem./Jr. High School, replacing Natalie Nassif for second semester.

D.        Megan  Reeves, teacher, NSU Elementary Lab School, replacing Donna Beauboeuf for second semester.

E.         Amanda Delrie, teacher, Provencal Elem./Jr. High School, replacing Christie Gibson.

F.         Sarah Blanchard, teacher, Lakeview High School, replacing Jacque Fontenot.

G.        Megan Graham, teacher, Lakeview High School, replacing Katie Roach.

H.        Ricky Woodward, special education teacher, Goldonna Elem./Jr. High School, replacing Mary Dollar.

I.          Kendrick Smith, special education tutor, Natchitoches Central Annex, at $7.50 per hour, not to exceed 35 hours per week.  

J.          Heather Cedars, teacher, Provencal Elem./Jr. High School, replacing Jennifer Martin. 

K.        Megan Graham, teacher, Lakeview High School, replacing Katie Roach.

L.         Brandy Dousay, teacher, Natchitoches Central High School, replacing Brenda James.

 

   2.      Transfers and/or reassignments:

 

A.        Christie Gibson, from teacher to librarian, Provencal Elem./Jr. High School, replacing Rachel Brittain.

            B.         William Price, from regular education teacher to agriculture teacher, Lakeview High School, replacing James Gregory Warren.

 

Mrs. Joella Wilson presented the Executive Report.

 

On motion of Mr. Metoyer, seconded by Mr. Wilson, and with unanimous voice vote, the Board approved the following policy: 

 

When a non-school board employee interferes * (verbally or physically) with a school board employee at  a school function, the non-school board employee will be banned from all school functions for one calendar year.  Appeals are to be made to the Superintendent and Board.

On motion of Mr. Wilson, seconded by Mr. Metoyer, that the Board hereby reinstate out of state travel for the Natchitoches Parish School System.

 

YEAS:    Wilson, Hildebrand, Metoyer, J. Wilson, Graham and Rachal.   NAYS: Walker, Daniels, Bienvenu, Benefield and McAlexander.  ABSENT:   None.  (Carried)   

On motion of Mrs. Wilson, seconded by Mr. Metoyer, the Board convened into executive session to consider the expulsion appeal of Iesah McGraw.

 

On motion of Mr. Benefield, seconded by Mr. Wilson, the Board adjourned the executive session.

 

On motion of Mr. Walker, seconded by Mr. Benefield, that the Board hereby uphold the expulsion of Iesah McGraw.

 

YEAS:    Walker, Daniels, Hildebrand, Bienvenu, Benefield, McAlexander and Rachal.  NAYS:   Wilson, J. Wilson and Graham.  ABSTAIN:   Metoyer.   ABSENT:   None.     (Carried)

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, and with unanimous consent, the Board convened into executive session to discuss the reorganization of the Natchitoches Central Annex.

 

On motion of Mr. Walker, seconded by Mrs. Wilson, the Board adjourned out of executive session.

 

No action was taken.

 

On motion of Mr. Daniels, the Board adjourned.
