PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON NOVEMBER 9, 2006

 

A regular meeting of the Natchitoches Parish School Board was held on November 9, 2006, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:  Cecil Walker, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy Benefield, Jr. and Carl Means.  Absent:   Carroll Daniels.

 

The meeting was called to order by President Danzy, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mrs. Gladys Revels.

 

Dr. Murphy presented the Board Update.

 

The following items were approved Under New Business.

 

On motion of Mrs. Revels, seconded by Mr. Metoyer, and unanimously carried, the Board approved the attached agreement between the Louisiana Department of Health and Hospitals and the Natchitoches Parish School Board per attached resolution.                

 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, the Board authorized the lease of four additional spare buses for Laidlaw.           

 

On motion of Mrs. Wilson, seconded by Mr. Means, and with unanimous vote by hand, the Board approved a two  week limitation  for owner/operators to borrow buses from Laidlaw.  

 

On motion of Mr. Walker, seconded by Mrs. Wilson, the Board authorized the Superintendent to accept the recommended settlement offer in  the  Annie  Joseph vs. Natchitoches  Parish  School  Board  lawsuit   (Action No. 04-0774 A; USDC, WD of LA).    

 

On motion of Mr. Metoyer, seconded by Mrs. Hildebrand, and with unanimous voice vote, the Board approved the following changes in the substitute pay scale with an effective date of November 10, 2006:

 

            High School Diploma - $40.00

            Associate Degree - $50.00

            Bachelors' Degree - $60.00

            Certified Teacher - $75.00

 

The fee for fingerprints for substitutes is to be changed from $50.00 to $25.00.  

 

On motion of Mrs. Wilson, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of October 12, 2006 and October 30, 2006.

 

 3.        FINANCE ITEMS:

                        (1)     Meshell Miley, 3.0 increase in miles, cost of $697.50.

            H.         Requests for Leave:

 

(1)        James Gregory Warren, teacher, Lakeview High School, leave without pay January 1, 2007- June 30, 2007.

 

(2)        Natalie Nassif, teacher, Cloutierville Elem./Jr. High School,  sabbatical leave for professional and cultural improvement for  second semester of 2006-2007 school year.

 

(3)        Felicia Martin, teacher, L.P. Vaughn Elem./Middle School medical sabbatical leave for second semester of 2006-2007 school year.

 

Mr. Billy Benefield presented the Finance, Facilities and Services Committee.

 

On motion of Mr. Benefield, seconded by Mr. Wilson, and with unanimous approval, the Board accepted the lowest bids meeting specifications for the following:

 

A.         A & G Communications for security camera systems for East, Fairview and L. P. Vaughn Schools.                              

            B.         Fleet Management, Inc. For security cameras for school buses. 

 

On motion of Mr. Benefield, seconded by Mrs. Wilson, the Board unanimously approved the Fy 06-07 GEE 21 Remediation Grant Application/Budget.

 

On motion of Mr. Benefield, seconded by Mr. Metoyer, the Board approved the following finance items:

 

            A.         The K-3 Reading and Math Initiative for 2006-2007 in the amount of $53,529.16. 

 

B.         The LEAP Summer Remediation Application for 2006-2007 in the amount of $135,172.00.

 

On motion of Mr. Walker, seconded by Mr. Means, and unanimously carried, the Board approved a contract between Susan K. Stokes and Natchitoches Parish School Board to conduct training in Autism Spectrum Disorder.   Mrs. Stokes will provide training on October 26 and 27, 2006 for special education teachers at a cost of $1,000.00 per day plus expenses. Funded by IDEA.

             

On motion of Mr. Benefield, seconded by Mr. Walker, and with majority approval, the Board passed the following resolution authorizing the Natchitoches Parish School Board to lease one acre of land in Section 16, Township 8 North, Range 7 West for a term of 99 years to Waterworks District No. 2 of Natchitoches Parish for the purpose of drilling a well to obtain water and to grant a right-of-way from LA Hwy 478 to the lease property and to further authorize the Board President to execute the lease agreement and any related or required documents to carry out the terms of the agreement.   Mr. Metoyer abstained from voting.

 

Dr. Millard Bienvenu presented the Personnel Report.

 

On motion of Mr. Metoyer, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following personnel:

 

A.         Lydia Kilgore, kindergarten tutor, Marthaville Elem./Jr. High School, at 4 hours per day, 5 days per week at $6.00 per hour.  Funded by general fund.

 

B.         Nicholas Noe, boys' basketball coach, Marthaville Elem./Jr. High School, according to salary schedule, replacing Billy Dans.

 

C.         Natalie Ratliff, Title 1 tutor, East Natchitoches Elem./Middle School at $6.00 per hour, not to exceed 35 hours per week.

 

D.         Yerasha L. Helaire, 9 month custodian, Weaver Elementary School, due to increase in enrollment.

 

E.         Marilyn Osborn, teacher, Parks Elem./Middle School.

 

F.         Linda Ann Smith, Title I tutor, East Natchitoches Elem./Middle School, at $7.50 per hour for 35 hours per week.           

 

G.         Kenny Gray, Title I tutor, East Natchitoches Elem./Middle School, at $6.00 per hour, not to exceed 35 hours per week.

 

H.         Adriane Hamilton, kindergarten tutor, L.P. Vaughn Elem./Middle School, 4 hours per day at $6.00 per hour.

 

I.          Toria Payne, full-time school food service technician, East Natchitoches Elem./Middle School.

 

J.          Shandarika Solitaire, full-time school food service technician, Natchitoches Central High School.

 

K.         Heaven Warner, tutor, Cloutierville Elem./Jr. High School at $5.15 per hour for 2 hours per day 3 days per week.   Funded by 21st Century Grant.

 

L.         Tamila Reliford, special education tutor, Natchitoches Central annex, at $6.00 per hour not to exceed 35 hours per week.

 

M.        Karen Woodel, special education tutor, Parks Elem./Middle School, at $6.00 per hour not to exceed 35 hours per week.

 

N.         Catherine L. Phipps, special education tutor, L.P. Vaughn Elem./Middle School, at $7.50 per hour not to exceed 35 hours per week.

 

O.         Kevin Burton, Title I tutor, East Natchitoches Elem./Middle School, at $6.00 per hour not to exceed 35 hours per week.

 

P.         Patrick Sweet, 9 month custodian, Parks Elem./Middle School. 

 

            Q.         Fredrick Jackson, maintenance technician, effective November 11, 2006.

 

On motion of Mr. Walker, seconded by Mrs. Wilson, the Board unanimously approved the following transfers and/or reassignments:

 

A.         Michelle Beard, full-time school food service technician, from L.P. Vaughn Elem./Middle School to full-time at Natchitoches Central High School, effective October 16, 2006.

           

B.         Charissa Scott, from Title I tutor to special education tutor, Natchitoches Central Annex, at $6.00 per hour not to exceed 35 hours per week.

 

On motion of Mr. Walker, seconded by Mr. Wilson, the Board named Penny Weaver, coach, girls' basketball team and Gerald Bush, coach, boys' basketball team, Goldonna Elem./Jr. High.  The coaches will be working with boys and girls from Goldonna and Fairview Alpha at the Fairview School site.  

 

On motion of Mr. Metoyer, seconded by Mr. Walker, the Board approved the following for supplemental pay at East Natchitoches Elem./Middle School:

 

            Juli Maggio ................Technology Coordinator

            Cissy Paz......................Cheerleader Sponsor

 

Mr. Carl Means presented the Executive Report.

 

On motion of Mr. Means, seconded by Mrs. Wilson, the Board authorized an agreement with the Louisiana Department of Transportation and Development, its Agents, Engineers, and /or Contractors, the right to enter upon the property located along JCT. I-49 to JCT. LA 1 (Water Well Road) in Natchitoches Parish adjacent to the right of way of the captioned project for the purpose of conducting soil borings and other necessary activities for realignment of existing roadway.                      

 

On motion of Mr. Means, seconded by Mr. Wilson, the Board with majority voice vote, authorized the superintendent to write a letter to the Planning Commission stating that the Board has no objection to the commission granting permission to Waterworks District  No. 2 to drill a water well on the acre of land that the School Board is leasing to the District.   

On motion of Mr. Walker, the Board adjourned.
