NATCHITOCHES PARISH SCHOOL BOARD

OCTOBER 12, 2006

 

A regular meeting of the Natchitoches Parish School Board was held on October 12, 2006, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present: Cecil Walker, Carroll Daniels, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy Benefield, Jr. and Carl Means. Absent: Ralph Wilson.

 

The meeting was called to order by President Danzy, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Benefield.

 

Under Superintendent/Staff Reports, the Board received:                             

 

1.         The Board Update presented by Dr. Elwanda Murphy.

 

2.         A report on a new program being developed by various organizations and the school system to help children with a variety of problems review by Judge Dee Hawthorne. 

 

3.         Summary of meeting of bussing committee by Mrs. Julia Hildebrand.        

 

On motion of Mr. Daniels, seconded by Mrs. Hildebrand, the Board unanimously approved placing tutors for 4 hours in kindergarten classes having 23 or more students with no aide or tutor. 

 

On motion of Mrs. Wilson, seconded by Mr. Walker, and with unanimous consent, the Board approved the following consent agenda items:

            G.         Retirements:

 

(1)        Donna Deason, teacher, Provencal Elem./Jr. High School, effective August 1, 2006.

 

Mr. Billy Benefield presented the Finance, Facilities and Services Report.

 

Mr. John Laborde gave a budget status report.

 

On motion of Mr. Benefield, seconded by Mr. Walker, and unanimously carried, the Board adopted the attached resolution for an oil and gas lease on section 16 land owned jointly by DeSoto Parish, Red River Parish and Natchitoches Parish. 

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, and with unanimous consent, the Board approved a staff development plan and contracts for Provencal Elementary/Jr. High School.  

 

On motion of Mrs. Wilson, seconded by Mr. Means, the Board unanimously approved the TANF After School for All Budget in the amount of $170,000.00.

 

On motion of Mr. Means, seconded by Mrs. Wilson, and unanimously carried, the Board approved the Even Start Family Literacy Budget in the amount of $137,119.00.

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, the Board approved a contract with Alice Wall for Even Start Family Literacy Consultant in the amount of $5000.00 for the 2006-2007 school year.  Mrs. Wall is hired by the State Department with funding through the local Even Start Budget.

 

On motion of Mrs. Wilson, seconded by Mrs. Revels, the Board directed Mr. Laborde  to obtain an appraisal of the old Fairview Alpha School site.

 

Dr. Millard Bienvenu presented the Personnel Report.

 

On motion of Mrs. Wilson, seconded by Mrs. Revels, and unanimously carried, the Board approved the following personnel items:

 

1.         Coordinators, coaches and extra-curricular activity personnel not approved on September 14, 2006.  

 

2.         Alvin Leon, acting assistant principal, Natchitoches Central High School, replacing Larry W. Choate who is on sick leave.

 

            3.         Juliete Moffett, SAT Chairman, East Natchitoches  Elem./Middle School.

 

            4.         Approval of Personnel:

 

A.         Krystal McLemore, full-time technician, Provencal Elem./Jr. High School, replacing Karen Woodel.

 

B.         Amber Holland, full-time technician, Goldonna Elem./Jr. High School, replacing Karen Quick.

 

C.         Dwayne Archangel, special education teacher, L. P. Vaughn Elem./Middle School, replacing Jenny Guidry.

 

D.         Crystal Babers, special education teacher, Parks Elem./Middle School.

 

E.         Jacqueline Crew, teacher of gifted, NSU Elementary School, replacing Joyce McDonald, 3 hours per day for 5 days per week.

 

F.         Mary Dollar, special education teacher, Goldonna Elem./Jr. High School, replacing Carolyn Lonadier.

 

G.         Pamela Johnson, special education teacher, East Natchitoches Elem./Middle School.

 

H.         Anthony Salim, IAES special education teacher, Natchitoches Central Annex.

J.          Ayanna Hayward, teacher, Natchitoches Central High School, replacing Alvin Leon.

M.        Anthony Servello, special education teacher, Natchitoches Central High School, replacing Jana Fryday.

A.         Gary Brown, special education teacher, from Weaver Elementary to Parks Elem./Jr. High School, replacing Gloria Wilson.

B.         Melissa Scott, teacher, at $20.00 per hour for 2.5 hours per day  for 3 days per week.

 

Cloutierville Elem./Jr. High

 

A.         Colie Lodridge, tutor, at $5.15 per hour for 2.5 hours per day for 3 days  per week.

 

                        Substitutes

 

                        Laquitta Wilkins  -  $6.00 per hour

 

                        April Giddens - $20.00 per hour

 

                        Elizabeth Barnes - $20.00 per hour

 

7.         Teachers to alternate for Saturday detention classes at  Lakeview High School for 96 days at $20.00 per hour for 2 hours including benefits not  to exceed $4,502.00.  Funded by Title I School-Wide Budget (741).

8.         Freda Washington at Weaver Elementary School for subject tutoring for 32 weeks at $7.50 per hour including benefits not to exceed $9,043.00.  Paid by Title I School-Wide Budget (752).

 

9.         Donnon Brian, teacher, Cloutierville Elem./Jr. High School, as an alternate in the After School Detention Program for 32 weeks at 2 hours per day 3 days per week at $20.00 per hour not to exceed $9,035.00.  Funded by Title I School-Wide Budget (701).

 

On motion of Mrs. Revels, seconded by Mrs. Wilson, and unanimous voice vote, the Board approved Shawn Johnston, special education tutor, Natchitoches Central Annex, replacing Jermaine Proshee at $7.50 per hour. 

 

On motion of Dr. Bienvenu, seconded by Mrs. Revels, the Board approved the following personnel items:

 

1.         Stephanie Sowell, special education tutor, L.P. Vaughn Elem./Middle School at $7.50 per hour.

 

            2.         21st. Century Staff substitutes in the parish.

 

                        Mary Dupree at $7.50 per hour not to exceed 5 hours per week

                        Fannie Holden - $20.00 per hour

                        Beneen Morgan - $20.00 per hour

                        Julee Wright - $20.00 per hour

 

3.         Lauren Keller as substitute paraprofessional at Weaver Elementary School for LA 4 After School Program.  Funded by LA 4.       

 

On motion of Mrs. Revels, seconded by Mr. Walker, and with majority voice vote the Board approved the following personnel for the After School for All Program at Provencal Elem./Jr. High School.  There will be 5 teachers working each day and 10 tutors to serve 100 children.  Provencal has the only After School for All Program in the parish.  Funded by the After School for All.  Teachers are to be paid $20.00 per hour for 2.5 hours per day.

 

Teachers are: Jeanne Doggett, Lori Savell, Rebecca Penrod, Shelia McDonald, Christy Gibson, Jerry Dawson, Andrea Penrod, Kristi Irchil, Susan Horn, Erika Todtenbier, Peggy Hernandez, Jacinta Foster, Chris Evans.  Tammy Maley will act as coordinator for 3 hours per day.

 

Tutors to be paid $7.50 per hour are as follows:   Mary Slaughter, Debbie Boswell, Barbara Wester, Cheryl Shivers, Renee Scarbrough, Rosemary Danzy and Tabatha Gandy.   Sherry Woodel and Claudia Voight are to be paid $6.00 per hour.   Those to be paid $5.15 per hour are  Lacey Crow, Victoria Brunston, Jessica Withers and Ashley Holman.        

 

Mr. Danzy abstained from voting.

 

Mr. Carl Means presented the Executive Report.

 

On motion of Dr. Bienvenu, seconded by Mrs. Hildebrand and with unanimous vote, the Board named the soccer field near Weaver Elementary the John Storrs Soccer Field.

 

On motion of Mr. Benefield, the Board adjourned.
