PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD ON SEPTEMBER 14, 2006

                                             

A regular meeting of the Natchitoches Parish School Board was held on September 14, 2006, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:  Cecil Walker, Carroll Daniels, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy Benefield, Jr. and Carl Means.  Absent:  None.  Mr. Raplh Wilson came in late.

 

The Meeting was called to order by President Danzy, followed by an invocation by Mr. Means and Pledge of Allegiance by Mrs. Hildebrand.

 

Under Superintendent/Staff Reports, the Board received:

 

1.         The Board Update presented by Dr. Murphy.

2.         A report from Coach Pierce on participation in junior high sports.    

 

The Board recognized Linda Palmer as North American Solutions  "Bus Driver of the Year for Natchitoches Parish" for 2006.

 

On motion of Mr. Walker, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following consent agenda items:

Mr. Billy Benefield, Jr. presented the Finance Report.

 

On motion of Mr. Benefield, seconded by Mr. Wilson, and unanimously carried, the Board approved the General Fund Budget and Child Nutrition Budget for 2006-2007.

       

On motion of Mr. Benefield, seconded by Mr. Wilson, the Board overwhelmingly approved the 8g Pre Kindergarten Grant for 2006-2007 for at-risk 4 year olds in the amount of $118,288.00. 

 

Dr. Millard Bienvenu presented the Personnel Report.    

 

On motion of Dr. Bienvenu, seconded by Mrs. Hildebrand, the Board unanimously approved the following personnel items:

 

  1.       The attached list of transfers/reassignments.  

 

              2.       New personnel:

 

                        A.         Dorothy Lloyd, sp. ed. teacher, East Natchitoches, replacing Ami Thompson.

B.         Brenda Roberts, full-time child nutrition technician, Provencal Elem./Jr. High.

 

3.         Sharon Schaub, counselor, Natchitoches Central High School, to assist in scheduling at the Natchitoches Central Annex for a total of 22 hours at $20.00 per hour for a total of $440.00.  Funded by the 2006-2007 Carl Perkins Grant.    

            4.         The attached list of Migrant employees.

            

5.         Shelly Kendrick, secretary, NSU Elementary Lab, replacing Eula Yopp.

 

            6.         The attached list of Special Education LEAP Tutors for 2006-07.

 

7.         Markeisha Smith, special education clerk, replacing Rita Jones at Central Office.  Paid by General Fund.         

 

8.          Joanna Allison, school social worker, replacing Joshua Lowe.   Funded by IDEA Part B. 

 

            9.         The following staff members for LA 4 After School Program.  Funded by LA 4.

 

Teachers:

 

Kelly Scott (2 days)                   $20.00 per hour, 2 hours per day (3:15 - 5:15 p.m.),

Jan McCain (2 days)                  four days per week, for 32 weeks.

 

Paraprofessionals:

 

Christie Williams (2 days)           $7.50 per hour, 2 hours per day (3:15-5:15 p.m.)

Michelle Casson (2 days)           four days per week, for 32 weeks

 

10.        Charissa Scott, Tutor for Even Start Infant and Toddler Class at Parks Elementary, four hours per day, four days per week for 32 weeks, not to exceed $4,050.00.   Funded by Title I.

 

11.        Carletta Jones as After School Detention Center Teacher at Cloutierville Elem./Jr. High at $20.00 an hour, 2 hours per day,  3 days per week for 32 weeks.  Funded by Title I Budget (701).

               

12.        Two-year performance contracts for the following:

 

                                    Lawrence Batiste, Assistant Principal of Natchitoches Central High School

Cynthia Johnson-Winston, Director of Special Education

Cynthia King, Coordinator of Parks Elem./Middle School

Laura McClain, Principal of Weaver Elementary School

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, and with unanimous consent, the Board approved the  attached list of employees for Kids= City for 2006-2007.   Funded by 21st Century.

 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and with majority voice vote the Board approved Carolyn Benefield as acting principal of East Natchitoches Elem./Middle School for the 2006-2007 school year.   Mr. Benefield abstained from voting and Mr. Metoyer cast a nay vote.

 

On motion of Mr. Wilson, seconded by Mr. Means, the Board unanimously selected Juliete Moffett as coordinator of East Natchitoches Elem./Middle School.

 

On motion of Mr. Means, seconded by Mr. Wilson, and unanimously carried, the Board approved the attached list of 2006-07 coordinators, coaches and extra-curricular activity personnel.   

 

Mr. Carl Means presented the Executive Report.

  

On motion of Mrs. Wilson, the Board approved a joint resolution regarding the Wood Links Project with Martin Lumber Company. 

 

On motion of Mr. Benefield, seconded by Mrs. Hildebrand, the Board approved a resolution regarding proposals and plans for the development of the Irregular 16th Section of land in Township 8 North, Range 7 West, Natchitoches Parish, Louisiana. 

 

On motion of Mr. Walker, seconded by Mr. Means, the Board unanimously granted permission to suspend the rules to add to the agenda to ask the state highway department to add a turn lane in front of the Fairview Alpha School.

 

On motion of Mr. Walker, seconded by Mr. Means, and with unanimous consent, the Board approved requesting the state highway department to add a turn lane in front of the Fairview Alpha Elem./Jr. High School.

 

On motion of Mrs. Wilson, seconded by Dr. Bievneu, the Board adjourned.
