PROCEEDINGS OF REGULAR MEETING OF

NATCHITOCHES PARISH SCHOOL BOARD

HELD AUGUST 10, 2006

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, August 10, 2006, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer were present: Cecil Walker, Carroll Daniels, Ralph Wilson,  Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile Metoyer, Joella Wilson, Galdys Revels, Billy J. Benefield and Carl Means. 

 

The meeting was called to order by President Danzy, followed by and invocation by Mrs. Joella Wilson and Pledge of Allegiance by Mr. Walker.

 

Under Superintendent/ Staff Report, the Board recognized:

    

A.         The concerned parents from the Provencal Community.

    

B.         Representative Taylor Townsend

 

C.         Richard Gill, Chairperson of the Committee on Economic Development.

 

Dr. Murphy presented the Board Update.

     

On motion of Mr. Walker, seconded by Mrs. Hildebrand, and unanimously carried, the Board approved the Consent Agenda.

 

 1.        Adoption of Agenda.

 2.        Approval of Minutes of August 3, 2006 and August 10, 2006.

Mr. Billy Benefield, Jr., presented the Finance, Facilities and Insurance Report.

 

On motion of Mr. Benefield, seconded by Mrs. Revels, and with unanimous voice vote, the Board approved the following finance items:

 

A.         The 2006-07 (8g) Student Enhancement Grant for Summer School Grades 5-7 in the amount of $45,000.00.       

B.         An additional contract with Herbert Baptiste, Sr., to evaluate students for the talent program at an additional cost of $287.50.  Funded by state money for gifted/talented.

C.         An additional contract with Richard Higginbotham to evaluate students for the talent program at an additional cost of $175.00.  Funded by state money for the gifted/talented.  

 

Dr. Millard Bienvenu presented the Personnel Report.

 

On motion of Mrs. Wilson, seconded by Dr. Bienvenu, the Board approved the following personnel items:

 

            A.         The attached list of transfers/reassignments.  

            B.         The attached list of personnel and additional personnel.    

C.         Jennifer Ingram for teacher intervention specialist salary to be paid with 97% Title IV Funds and 3% Title I Funds for 2006-2007 school year.

D.         Increasing Gwen Cupp, speech therapist, Weaver Elementary and Magnet School from 4 days per week to 5 days per week.

E.         The attached list of personnel and transfers/reassignments of the Child Nutrition Program.

 

Mr. Wilson was absent during vote and Mr. Benefield abstained from voting.

 

Mr. Carl Means presented the Executive Report.

 

On motion of Mr. Means, seconded by Mr. Walker, and with unanimous consent, the Board approved the Pupil Progression Plan for 2006-2007. 

 

On motion of Mrs. Wilson, seconded by Mr. Means, and with majority voice vote, the Board waived High Stakes Testing for grades 4 and 8 for the 2005-2006 school year provided that the student attended summer school and passed his/her classes.  In the absence of High Stakes Testing, the rules of the Natchitoches Parish Pupil Progression Plan are to apply.    Mrs. Hildebrand and Mr. Benefield voted nay.

 

On motion of Mr. Wilson, seconded by Mr. Means, that the Board suspend the rules to add discussing personnel at a special working meeting on August 16, 2006.

 

YEAS:     Walker, Daniels, Wilson, Danzy, Metoyer, J. Wilson, Revels, Benefield  and Means.

NAYS:     Hildebrand and Bienvenu. (Carried)

 

On motion of Dr. Bienvenu, seconded by Mr. Metoyer, the Board adjourned.
