NATCHITOCHES PARISH SCHOOL BOARD

HELD MAY 11, 2006

                

A regular meeting of the Natchitoches Parish School Board was held on Thursday, May 11, 2006, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer were present:   Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy J. Benefield and Carl Means.  Absent:   None. 

 

The meeting was called to order by President Danzy, followed by an invocation be Mr. Means and Pledge of Allegiance by Mr. Benefield.

 

Under Superintendent/Staff Reports, the Board received:

 

A.         The Board Update by Dr. Elwanda Murphy.

B.         The National School Board Association Meeting as presented by Mrs. Julia Hildebrand.

C.         Highlights from the Louisiana School Board Association Meeting delivered by Mr. Ralph Wilson.

 

The Board recognized the following:

 

A.         Weyerhaeuser as being selected for "The Extra Mile Award" presented by the Natchitoches Parish Principals= Association for supporting schools in the parish.

B.         Title I and federal programs on receiving a plaque for its Parental Involvement Program at the Louisiana Parent Expo.

C.         Student of the Year awards were presented by Dr. Murphy and Mrs. Montgomery.  Each winner received a framed certificate and the parish winners received a plaque.      Honorees were:

 

Elementary Students - Marcus Babers, Goldonna Elementary; Brittany Basco, Provencal Elem./Jr. High School; Kaitlynn Bedgood, NSU Elementary; Maria Doney, North Natchitoches Elementary; Kiara Murphy, Parks Elementary; Raven Winslow, Fairview Alpha Elementary

Oliver Woodward, East Natchitoches Elementary; and Ashleigh Daniels, Marthaville Elem./Jr. High School.  Ashleigh Daniels was named Elementary Student of the Year.

 

Junior High Students - Sarah Al-Darsani, Marthaville Junior; Noah Conlay, NSU Middle Lab; Alexis Howard, Cloutierville Junior; Yanci Johnson, Provencal Junior; and Dayna Beasley, Lakeview Junior.  Dayna Beasley was named Junior High Student of the Year.

 

Senior High Students - Sharelle Roberson, Lakeview Senior and Loren Johnson, Natchitoches Central High.   Loren Johnson was named Senior High Student of the Year.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following consent agenda items:

     

 1.        Adoption of Agenda.

H.         Requests for Leave:

           

Mr. Billy Benefield, Jr. presented the Finance, Facilities and Insurance Report.

 

On motion of Mr. Benefield, seconded by Mr. Wilson, the board unanimously approved the following finance items:

 

    A.     The NCLB/IDEA Combined Application and Budget for 2005 and 2006.    

 

    B.     Payment of stipends for a two hour professional development workshop for teachers of  Grades 2-6 by Region VI on Vocabulary Development for Parks Elementary School.  Funded by Title I.  

 

On motion of Mr. Benefield, seconded by Mr. Means, and with unanimous voice vote, the Board approved the attached list of personnel for presenting and attending Technology Institute Workshops for Lakeview Jr./Sr. High  School on June 1st, 2nd., and 5th, 2006.   Presenters to be paid $50.00 per hour and participants to be paid $20.00 per hour.   Funded by Title I Schoolwide Budget.

     

Dr. Millard Bienvenu presented the Personnel Report.

 

On motion of Dr. Bienvenu, seconded by Mr. Metoyer, and with unanimous consent, the Board approved the following:

    

A.         The teachers, tutors and coordinator for After School For All to be funded by the After School For All Budget on June 5-30, 2006, from 7:30 a.m. to 3:00 p.m.

B.         Callie Richardson, Della Powell, Patricia Beaudion, William Gordy and Mark Anding as GEE summer remediation teachers for 5 hours per day at a rate of $20.00 per hour, from June 7 - 30, 2006, for a total of 18 days, for a total of $1,800 each; and consider the employing of Dennis Breland as lead teacher for the same time period and pay rate, but with an additional 1 hour per day for a total of $2, 160.  Funded by GEE Remediation Grant.     

 

On motion of Mrs. Revels, seconded by Mr. Wilson, and unanimously carried, the Board approved the remaining personnel agenda items:

 

A.         The 21st Century Summer Camp Staff per attached list.  Funded by 21st Century.  All staff will work from 7:30 a.m. to 2:30 p.m.

                  

B.         Summer school employees for After School for All per attached list.

           

C.         The attached list of grades 1-3 summer school teachers at Fairview Alpha Elementary School and North Natchitoches Elementary School for June 1- 23, 2006.   Funded by K-3 Reading and Math Initiative.

 

D.         The attached list of grades 5-7 summer school teachers at Fairview Alpha Elementary and North Natchitoches Elementary for June 1-23, 2006.  Funded by 8(g) Student Enhancement for 5-7 Summer School.

 

E.         The attached list of LEAP 21 4th and 8th grade summer school teachers at Fairview Alpha Elementary and Parks Elementary for June 1-30, 2006. Funded by LEAP 21 State Summer Remediation, IDEA and Title I.

                

F.         Marilyn Stevens, math facilitator, for LEAP 21 Summer Remediation Program at $20.00 per hour for 157.5 hours and $50.00 per hour for 6 hours from June 1-30, 2006, for a total of $3450.00.  Funded by LEAP 21 State Summer Remediation.

 

Mr. Carl Means presented the Executive Report.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Revels, that the Board hereby approve a one-year extension of  the Laidlaw Contract contingent upon approval by the board attorney and with authorization for the board president to sign the necessary documents.

  

YEAS:  Walker, Wilson, Hildebrand, Bienvenu, Danzy, J. Wilson, Revels, Benefield, and Means.  

NAYS:    Daniels and Metoyer.  (Carried)

 

On motion of Mrs. Hildebrand, seconded by Mr. Benefield, the Board with majority consent, approved a pilot for contracting janitorial services for Provencal Elem./Jr. High School, North Natchitoches Elementary School and Natchitoches Educational Center with authorization for an RFP, if necessary. Mrs. Joella Wilson abstained from voting.

 

On motion of Mrs. Revels, seconded by Mr. Wilson, and with majority consent, that the full Board be part of the future decision making process with the City of Natchitoches and the Natchitoches Parish Police Jury regarding the tax exemption of education dollars as related to economic development.  Mr. Danzy and Mr. Benefield abstained from voting.  

 

On motion of Mr. Means, the Board adjourned.
