PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD FEBRUARY 9, 2006

                                                                                     

A regular meeting of the Natchitoches Parish School Board was held on Thursday, February 9, 2006, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present: Cecil Walker, Carroll Daniels, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy Benefield, Jr. and Carl Means.  Absent:  None.   Mr. Wilson came in late.

 

The meeting was called to order by President Danzy, followed by an invocation by Mr. Means and Pledge of Allegiance by Mr. Daniels.

                                    

Under Superintendent/Staff Reports, the Board received the following:

 

1.         The Board Update by Dr. Murphy.

 

2.         An Energy Conservation Report from Russell Franks.

 

The Board honored the following personnel with a reception and recognition at the meeting with the giving of certificates and plaques.

 

Carol W. Stewart, Cloutierville Elementary, Sarah A. Rachal, East Elementary, Linda D. Bynog, Fairview Alpha Elementary, Virginia Lloyd, Marthaville Elementary, Mary Lynne Marquardt, North Natchitoches Elementary, Sheila C. Warner, NSU Elementary, and Carol K. Colvin, Weaver Elementary, were recognized as Elementary Teachers of the Year with Mary Lynne Marquardt being selected as the parish winner.

 

Margaret L. Haase, Cloutierville Jr. High, Charlotte K. Collins, Natchitoches Jr. High, and Susan O. Smith, NSU Middle Lab, represented the Middle SchoolTeachers of the Year with Charlotte Collins chosen as the parish winner.

 

Robert L. Lane, Jr., Lakeview Senior High, and Michael G. Brown, Natchitoches Central High, were the Senior High Teachers of the Year with Robert Lane, Jr., selected the parish winner.

 

Glenda Johnson, North Natchitoches Elementary, Brenda Youngblood, Marthaville Elem./Jr. High  and  Linda Davidson, Lakeview Jr./Sr. High,  received certificates from the state for Outstanding School Support.

 

Lois Shields, teacher, NSU Middle Lab, was recipient of an Outstanding Teacher Award, presented by the Millekin Foundation.  Mrs. Shields received $25,000.00 as part of the award.  

 

On motion of Mrs. Revels, seconded by Mr. Walker, and with unanimous consent, the Board approved the following consent agenda items:

 

 1.        Adoption of Agenda.

(1)        Tan@Keia Palmer, special education tutor, Cloutierville Elem./Jr. High School, effective January 20, 2006.

(2)        Erin Ehrahardt, teacher, Lakeview Jr./Sr. High School, effective January 17, 2006.

(3)        Sharon Tignon, SFS technician, Natchitoches Central High School, January 25, 2006.

                        (4)        Willie Faye Merritte, SFS technician, Natchitoches Central High School, February 1, 2006.

                        (5)        Gwendolyn Johnson, speech therapist, North Natchitoches Elementary School, effective February 15, 2006.       

           

            G.         Retirements:

 

(1)        Linda Burke, teacher, Natchitoches Central High School, effective January 13, 2006.

 

H.         Requests for Leave:

           

Mr. Benefield presented the Finance, Facilities and Insurance Report.

 

Mrs. Brooks presented the budget status report for February.

  

On motion of Mr. Benefield, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following finance items:

 

1.         The After School For All Budget in the amount of $170,000.00 for 2006 beginning January 4, 2006 and ending August 31, 2006.

                         

            2.         The LA 4 Budget for 2005-2006 in the amount of $887,075.00. The original fee of $812, 075.00 was increased by $75,000.

 

On motion of Mr. Benefield, seconded by Mrs. Hildebrand, and with majority voice vote, the Board approved an  agreement with Water District II to drill a test well on School  Board property off  parish  road 478 (Water Well Road).   Mr. Metoyer abstained from voting. 

 

Dr. Bienvenu presented the Personnel Report.

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, and unanimously carried, the Board approved the following personnel:

 

1.         Justine Busby, Even Start, Natchitoches Education Center, part-time worker, at $7.50 per hour not to exceed 35 hours per week.   Funded by Even Start.

 

2.         Rhonda Johnson, special education tutor, North Natchitoches Elementary School, at $6.00 per hour not to exceed 35 hours per week. Paid by IDEA.

 

3.         Melanie Martinez, LEAP Tutor, East Natchitoches Elementary 2 days per week x 8 weeks x $20.00 per hour for a total of $320.00.  Funded by Title I.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, the Board unanimously approved the following transfers and/or reassignments:

 

1.         Charissa Scott,  Even Start, Natchitoches Education Center, from 3 hours  per day to 7 hours per day at $6.00 per  hour not to exceed 35 hours per week.  Funded by Title I.

On motion of Mrs. Wilson, seconded by Mr. Means, and with unanimous voice vote, the Board approved the following personnel items: 

 

1.         Charmaine Owens, special education tutor, Weaver Elementary School, $7.50 per hour, not to exceed 35 hours per week.  Funded by IDEA.

 

2.         Tywana Bobb, special education  tutor, Natchitoches Central High School, $7.50 per hour not to exceed 35 hours per week.  Funded by IDEA.

 

3.          Fannie Holden, North Natchitoches Elementary School, quiz bowl sponsor.  Stipend to be divided with Kimba Fobbs.

 

On motion of Mrs. Wilson, seconded by Mr. Means, the Board overwhelmingly approved the following personnel as substitutes for 21st Century Grant:

 

Cloutierville Elem./Jr. High                      Alan Howell

Parks Elementary                                  Dewayne LaCaze

Mary Walker

Natchitoches Jr. High                             Anitrus Williams

Ruby Braxton

 

Each is to be paid $20.00 per hour.  Funded by 21st Century Grant.

     

On motion of Mrs. Wilson, seconded by Mr. Wilson, and with unanimous consent, the Board approved the attached list of Technology Coordinators for 2005-2006.

 

On motion of Mr. Means, seconded by Mr. Wilson, that the Board hereby table the resolution authorizing Superintendent Murphy to contact the Board's law firm, Hammonds & Sills, to review a Reorganization Plan for Natchitoches Parish Schools for the 2006-2007 school year and file a motion with the federal court requesting authority to implement the plan.   

 

On motion of Dr. Bienvenu, seconded by Mrs. Hildebrand, that the Board hereby call for the question/end debate on tabling the resolution authorizing Superintendent Murphy to contact the Board's law firm, Hammonds & Sills, to review a Reorganization Plan for Natchitoches Parish Schools for the 2007-2007 school year and file a motion with the federal court requesting authority to implement the plan.

 

YEAS:     Hildebrand, Bienvenu, Danzy, Metoyer, J. Wilson, Benefield and Means.

NAYS:     Walker, Daniels, Wilson and Revels.                                         (Passed)

 

Mr. Walker made a motion to amend the original resolution that it hereby be forwarded to the Board attorney and federal court.   The motion died for lack of a second.

NAYS:     Walker, Hildebrand and Benefield.                                            (Passed)

 

On motion of Mr. Benefield, seconded by Mr. Walker, the Board adjourned.
