PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD JANUARY 12, 2006

                                                                                       

A regular meeting of the Natchitoches Parish School Board was held on Thursday, January 12, 2006, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present: Cecil Walker, Carroll Daniels, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Joella Wilson and Gladys Revels.   Absent:   Carl Means.    Mr. Benefield and Mr. Wilson came in late.

 

The meeting was called to order by President Danzy, followed by an invocation by Mrs. Hildebrand and Pledge of Allegiance by Mr. Walker.

 

Under Superintendent/Staff Reports, the Board received the following:

 

1.         The Board Update by Dr. Murphy                                    

 

2.         Energy Report from Trane Associates

 

3.         Basic Financial Statements and Independent Auditor=s Report for the Year Ended June 30, 2005 by Herbie Way

 

4.         Reports from Natchitoches Central High School, Lakeview High School and Natchitoches Educational Center regarding their alternative education programs as coordinated by Mr. Laborde

 

5.         Financial Status of Natchitoches Parish School Board presented by Dr. Murphy

 

By joint resolution, the Board unanimously appointed Mr. Russell Danzy, President of the Board and Mr. Carl Means, Vice President.  Mr. Danzy requested that all Board Chairpersons remain the same.

 

On motion of Mr. Walker, seconded by Mr. Wilson and with unanimous consent, the Board approved the following consent agenda items:

Mr. Billy Benefield, Jr. presented the Finance, Facilities and Insurance Report.     

 

On motion of Mr. Wilson, seconded by Mr. Metoyer, the Board unanimously received and accepted the following financial audits:

 

1.         The Natchitoches Parish Basic Financial Statements and Independent Auditor's Reports as of and for the Year Ended June 30, 2005.  

 

            2.         The Natchitoches Parish Student Activity Funds Financial Report as of and for the Year Ended June 30, 2005.   

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, and with unanimous consent, the Board approved a contract for $2750.00 with NSU Writing Project for a series of writing inservices at the following sites:    NCHS/NEC, Lakeview, NJH, NSU Middle Lab.  Funded by The  Weyerhaeuser  Foundation.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Revels, the Board approved the Migrant Education Plan and Budget for 2005-06.

                

Dr. Millard Bienvenu presented the Personnel Report.

 

On motion of Mrs. Wilson, seconded by Mr. Wilson, the Board unanimously approved the following personnel agenda items:

  

  1.       Approval of Personnel:

 

A.        Madeline Martin, special education tutor, Weaver Elementary School, replacing Alanna Hennigan.   Ms. Martin is to work not more than 35 hours per week at $7.50 per hour.  Funded by IDEA.

 

            2.         A  revised list of LEAP 21 tutors as of January 4, 2006.

  

            3.         The following Quiz Bowl Sponsors for the 2005-06 school year:

On motion of Mr. Wilson, seconded by Mrs. Wilson, the Board unanimously approved the following personnel agenda items:

 

1.         Herbert Baptiste, Jr., special education tutor, NSU Middle Lab, at $7.50 per hour not to exceed 35 hours per week.  Funded by IDEA.

 

2.         The attached list of Second Step Coordinators at $20.00 per hour not to exceed $440.00 each.  Funded from a grant provided by the Office of Mental Health.  

 

3.         The attached list of SDFSC School Contact Coordinators at $20.00 per hour not to exceed $500.00 each.  Funded by Title IV Budget for 2005-06.  

 

4.         The  attached list of personnel  (substitutes and replacements) for "Kids City".  Funded by 21st Century Grant.

 

5.         The attached list of personnel for the After School for All Program to be funded by the After School for All Budget.               

 

6.         The following personnel for Saturday Detention at East Natchitoches Elementary School:   Julee Wright and Shawn Westbrook, detention teachers, for 4 hours per day at $20.00 per hour for 22 days for a total cost of $1,760.00.  Teachers will alternate Saturdays with each teacher receiving $880.00.  Funded by Title I. 

 

7.         The following  teachers for  LEAP Tutoring at East Natchitoches Elementary School for 2 days per week for 8 weeks for 4 teachers at $20.00 per hour for a total of $1,280.00 plus benefits:

Mrs. Gladys Revels presented the Executive Report.        

 

On motion of Mrs. Wilson, seconded by Dr. Bienvenu, the Board unanimously voted that Mr. Wilson, Mrs. Hildebrand and Mr. Daniels should represent Natchitoches Parish at the Louisiana School Board Convention.

 

On motion of Mrs. Wilson, seconded by Mrs. Revels, the Board adjourned.
