PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD OCTOBER 13, 2005

                                                                                     

A regular meeting of the Natchitoches Parish School Board was held on Thursday, October 13, 2005, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present: Cecil Walker, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy J. Benefield and Carl Means. Absent:    Carroll Daniels.

 

The meeting was called to order by President Danzy, followed by an invocation by Mr. Means and Pledge of Allegiance by Mr. Metoyer.

 

Under Superintendent/Staff Reports, Dr. Murphy presented the Board Update including the upcoming High School Summit with The Rapides Foundation and high stakes testing.  Mrs. Hildebrand covered the main points of the bus report.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, and unanimously carried, the Board approved the following consent agenda items:

                

 1.        Adoption of Agenda.

 2.        Approval of Minutes of September 7, 2005

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:    

          

B.         Out of State Travel:

 

(1)        Ronnie Waites, principal, Natchitoches Central High School, travel to Washington, D.C., November 10-14, 2005, to attend Recognition Awards and Institute for State High School Principal of the Year.   To be paid by General Fund.

(2)        Robert A. Carnline, teacher, Natchitoches Junior High School, travel to Plantersville, Texas, November 11-14, 2005, to chaperone students to the Texas Renaissance Festival.   At no cost to the Board.

(3)        Ramona Williams, teacher, Lakeview Jr./Sr. High School, travel to Houston, Texas, November 11-14, 2005, to chaperone students to FCCLA Cluster Meeting.    Funded by FCCLA.

H.         Requests for Leave:

           

Mr. Billy Benefield, Jr. presented the Finance, Facilities and Insurance Report.

 

On motion of Mr. Benefield, seconded by Mr. Walker, the Board unanimously  approved  a LEAP 21 Tutoring and Summer Remediation Grant in the amount of $170,235.00.   

 

On motion of Mr. Benefield seconded by Mrs. Hildebrand, and with a majority of yes votes, the Board approved a hiring freeze except for essential personnel.  Essential personnel is to be determined by Dr. Murphy and her staff.   If an employee leaves during the year or if  he/she is out for a portion of the year,  a substitute should be hired in the employee's position. Mrs. Joella Wilson voted no.

 

On motion of Mr. Wilson, seconded by Mr. Metoyer,  and with unanimous consent, the Board approved an agreement between the Natchitoches Parish School Board and Thompson Home Health.  Paid by General Fund.  

 

On motion of Mr. Benefield, seconded by Mr. Means, the Board approved the following finance items:

 

1.         Authorizing the Superintendent to initiate the referendum process for Medicare for employees hired before March 31, 1986. 

 

            2.         The K-3 Reading and Math Initiative Grant for 2005-2006 in the amount of $102,776.00. 

 

3.         A LINCS-Learning-Intensive Networking for a Community Success Grant for North Natchitoches Elementary School in the amount of $12,328.00.

 

On motion of Mr. Benefield, seconded by Mrs. Hildebrand, the Board approved discontinuing benefits for employees on leave without pay. 

 

Mr. Benefield gave a brief synopsis of the Budget Review Committee meeting.

 

Dr. Millard Bienvenu presented the Personnel Report.

 

On motion of Mr. Metoyer, seconded by Mr. Wilson, the Board unanimously approved the following personnel items:

 

            1.         Approval of Personnel:

 

A.         Anne Johnson, special education teacher, Cloutierville Elem./Jr. High School, replacing Robin Ramagos.

B.         Marcia Williams,  teacher, Natchitoches Central High School, replacing Barbara Thiergart.                              

C.         Alan Howell, teacher/coach, Cloutierville Elem./Jr. High School, replacing Eddie Hamilton.

D.         Stacey Yuja, speech therapist, 3/5 days, NSU Elementary Lab homebased.

E.         Shelly Lacoste, special education teacher, Fairview Alpha Elementary  School, replacing Mary Yount.

F.         Brenda Wallace, special education tutor, Weaver Elementary School, replacing Michelle Cason.

G.         Nakisha Moses, special education paraprofessional, Lakeview Jr./Sr. High School, replacing James Drayton.

 

2.         Transfers and/or Reassignments:

 

A.         Terri Sugg, teacher, special education, from Weaver Elementary School to Parks Elementary School, replacing Gary Brown. 

B.         Gary Brown, teacher, from Parks Elementary School to   Weaver Elementary School, replacing Terri Sugg..

C.         Zenda Sawyer, from Natchitoches Junior High School, Title I teacher to regular education, Provencal Elem./Jr. High School,  due to increase in enrollment.

D.         Ametrice Williams, teacher, Natchitoches Junior High School, from regular education to Title I teacher, replacing Zenda Sawyer.

E.         Mary Yount, from teacher to full-time coordinator, Fairview Alpha Elementary School, due to increase in enrollment.

F.         Michelle Cason, from special education tutor to LA4 Pre-K paraprofessional, Weaver Elementary School, replacing Julie Cobb.

 

3.         The following personnel for the Even Start ESL night classes at Marthaville Elem./Jr. High.   Funded by Even Start.  

 

Teachers:        Dorinda Richardson at $20.00 per hour for 216 hours for a total of $4,320.00.

Connie Brister at $20.00 per hour for 216 hours for a total of $4,320.00.

 

ESL Tutor:      Lakeisha Willis at $7.50 per hour for 216 hours for a total of $1620.00.  (Not to exceed 5 hours per week)               

 

ESL Tutor/Interpreter:   Maria Esparanza at $10.00 per hour for 216 hours for a total of $2160.00.

 

4.         The following attached list of teachers to be paid stipends for Project Read Training.  Funded by IDEA. 

 

On motion of Mrs. Revels, seconded by Mr. Wilson, and with unanimous voice vote, the Board approved the following personnel agenda items:

 

A.         Angela Carpenter, Cluster Coordinator,  effective October 3, 2005.

B.         Kelly Lambert, teacher for 21st. Century,  Cloutierville Elem./Jr. High School, for 2.5 hours per day for 3 days per week at $20.00 per hour.

She is replacing Juliet Moffett who will remain a substitute.

C.         Shasta Daniels,  Director of Curriculum and Instruction, renewal of performance contract for two years.    

D.         The following special education tutors at $7.50 per hour not to exceed 35 hours per week.  Funded by IDEA. 

 

1.         Jermaine Proshee - Fairview Alpha Elementary

2.         Shaliska Winslow - Natchitoches Junior High

3.         Tan'Keia Palmer - Cloutierville Elem./Jr. High

4.         Thelma Pickett - Natchitoches Junior High

                                    5.         Easter Bradley- East Natchitoches Elementary

 

On motion of Mr. Wilson, seconded by Mr. Means, and with unanimous consent,  the Board approved the following personnel items:

 

1.         Personnel for the 21st. Century Community Learning Centers-Kids City 2005-2006.   Funded by 21st Century Grant.    

 

2.         LEAP 21 Tutors for October 17, 2005 - March 17, 2006.  Funded by LEAP 21/Remediation.

 

3.         The attached list of teacher stipends to be paid from fund 725 (CSRP) for workshops listed.    

 

4.         The attached list of teacher stipends to be paid from 701 (Title I) for workshops listed.

 

5.         Personnel for After School for All Program for 2005-2006. Funded by After School for All.

 

6.         Additional 21st Century personnel per attached list.  Funded by 21st Century Grant.   

 

Mr. Carl Means presented the Executive Report.

 

On motion of Mr. Metoyer, seconded by Mr. Wilson, and with unanimous consent, the Board approved an Intergovernmental Agreement By and Between Natchitoches Parish Law Enforcement District and the Natchitoches Parish School Board.

 

On motion of Mrs. Hildebrand, the Board adjourned.
