PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD JUNE 9, 2005

                                              

A regular meeting of the Natchitoches Parish School Board was held on Thursday, June 9, 2005, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:   Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy Benefield and Carl Means. Absent:  None.

 

The meeting was called to order by President Danzy, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Walker.

 

Under Superintendent/Staff Reports, the Board received:

 

1.         The Board Update by Dr. Elwanda Murphy.

2.         Parish Parent Involvement Committee Report by committee members.

3.         Legal Conference information from John Laborde and Cynthia Winston.

 

On motion of Mrs. Revels, seconded by Mrs. Hildebrand, the Board unanimously accepted the following consent agenda items:

                                    

 1.        Adoption of Agenda.

 2.        Approval of Minutes of May 12, 2005

 

 3.        FINANCE ITEMS:

(1)        Elwanda Murphy, superintendent, Central Office, travel to Palm Beach, Florida, July 10-13, 2005, to attend the National Superintendents' Institute.  Funded by The Rapides Foundation.

(2)        Christopher Sylvia, JROTC, Natchitoches Central High School, travel to Fort Monroe, Virginia, July 8 - 18, 2005, to attend the Junior ROTC School of Cadet Command.  Funded by the government.

(3)        Jennifer Ingram, SDFSC, Central Office, travel to San Antonio, Texas, August 8-15, 2005, to attend the 18th Annual DARE Training Conference.  Funded by Title IV.

H.         Requests for Leave:      

 

Mr. Billy Benefield, Jr. presented the Finance, Facilities and Insurance Report.

 

On motion of Mr. Daniels, seconded by Mr. Wilson, and with unanimous consent, the Board accepted the bid of Danny Matt in the agricultural lease of 16th section land.

 

On motion of Mrs. Revels, seconded by Mr. Means, and with a majority vote, the Board accepted the low bid of Ferrellgas meeting specifications for liquefied gas service for 2005-06.     Abstain: Emile Metoyer and Joella Wilson.

 

On motion of Mr. Wilson, seconded by Mrs Hildebrand, and with majority voice vote, the Board accepted the following low bids meeting specifications of:  

 

1.         Mr. B for pest control service for 2005-06.     

2.         IESI for waste management service for 2005-06 

 

Abstain:    Carroll Daniels.   

 

On motion of Mr. Metoyer, seconded by Mrs. Hildebrand, the Board unanimously approved the following finance items:   

 

            1.         Budget revisions for General Fund and Child Nutrition Program. 

2.         Option 1 of the Midwest Employers Casualty Company for the excess Workers' Compensation renewal coverage for 2005-06 submitted by Risk Services of Louisiana, L.L.C. 

3.         The following budget reduction recommendations:

 

a.         Bill disposal of trash to School District 9 BRE from General Fund  for an approximate savings of $39,147.

 

b.         Charge individual school budgets for custodial  dust mops, door mats, etc. for an approximate savings of $14,081.

 

c.         Custodians must be absent for 5 consecutive days before a substitute is hired.  All substitutes must be approved by the Personnel Director.       

 

On motion of Mr. Means, seconded by Mr. Wilson, and with unanimous consent the Board approved a resolution making application to the State Bond Commission for consent and authority to issue, sell and deliver not exceeding $6,960,000 of General Obligation School Refunding Bonds, Series 2005, of School District No. 9 of Natchitoches Parish, Louisiana, all in the manner provided for by Chapter 14-A of Title 39 of the Louisiana Revised Statutes of 1950, as amended; providing for  the appointment and employment of bond counsel; and other constitutional and statutory authority supplemental thereto and providing for other matters in connection therewith including authorization for the necessary signatures.

   

On motion of Mrs. Hildebrand, seconded by Mr. Means, and unanimously carried, the Board approved The Rapides Foundation District-Wide Professional Development Grant for the improvement of student academic achievement in literacy and math in the amount of $235,673.00.             

 

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, the Board unanimously approved a contract between Dr. Marcia Tate, nationally know instructional strategist, and Natchitoches Parish School Board to provide training for all K-12 teachers and administrators in the use and application of brain-researched strategies.  Her book is entitled Worksheets Don't Grow Dendrites.   Dr. Tate will provide training from September 12-16, 2005.  Cost is $2500 per day for $12,500 plus expenses.  Funded by The Rapides Foundation District-Wide Grant.  

 

On motion of Mrs. Revels, seconded by Mr. Metoyer, and with unanimous voice vote,  the Board approved  a professional development inservice for principals and central office supervisors and directors at Cypress Bend on June 23 and 24, 2005.  Funded by special education, Title I and The Rapides Foundation.

               

Dr. Millard Bienvenu presented the Personnel Report.

 

On motion of Mr. Metoyer, seconded by Mr. Wilson, the Board unanimously approved the following personnel items:

    

  1.       Approval of Personnel:

 

A.         Linda Howard, teacher, Lakeview High School, replacing Carolyn Guin, 5-6 grades ELA summer school.  Funded by 8g Student Enhancement 5-7 Summer School Grant.  

B.         Edith Rushing, tutor, Natchitoches Junior High School, for Kids City 2005, at $6.00 per hour, 5 2  hours per day for 5 days. Funded by  21st Century Community Learning Centers Grant.

C.         Tammy DeLong, teacher, Natchitoches Junior High School, for Kids City 2005, at $20.00 per hour, 5 2  hours per day for 5 days.  Funded by  21st Century Community Learning Centers Grant.    

  

2.         Transfers and/or Reassignments:

 

A.         Thomas Randolph, from regular 12 month custodian to head custodian, North Natchitoches Elementary School, effective 7-1-05.

B.         Sam Jackson, from principal at Natchitoches Junior High School to principal at Natchitoches Education Center, effective 7-1-05.

C.         Jodi Poe, from Title 1 to regular education, Fairview Alpha Elementary School, replacing Sue Lofton.

D.         Donna Beauboeuf, teacher, from North Natchitoches to NSU Elementary Lab School, replacing Marti Rhymes.

E.         Melody Aldredge, regular education teacher, from North Natchitoches Elementary to East Natchitoches Elementary, replacing Shawn Jessup.

F.         Shawn Jessup, from regular education teacher at East Natchitoches Elementary to Intervention Specialist.   Funded by Title I.         

 

            3.         Other Personnel Assignments:

 

A.         Kevin Warner, Natchitoches Central High School, coaching baseball as a third sport.  To be paid according to supplemental pay scale.

 

            4.         The attached list of special education teachers for summer school.  Funded by IDEA.

 

 5.        The School Based Technology Coordinators for the 2004-05 school year.

 6.        LEAP 21 summer tutors for 2005 per attached list.   

           

 7.        Cecilia Paz, 4th grade LEAP summer school teacher at Parks Elementary, replacing Misty LaCour, for 110 hours at $20.00 per hour from June 1-30, 2005. Funded by LEAP 21 State Summer Remediation.  Also, consider approving 5 hours at $20.00 per hour for July 1, 2005, to be funded by Title I.  

 

8.         Celia Dupree as an additional 1-3 grades summer school teacher at Parks Elementary for 90 hours at $20.00 per hour from June 1-24, 2005. Funded by  K-3 Reading and Math Initiative.  

 

9.         Valeria Kelly (21st Century) as librarian and computer lab facilitator for LEAP Summer School and grades 5-7 at Natchitoches Junior High, and Mary Walker (Title I) as librarian and computer lab facilitator for LEAP Summer School and grades 1-3 at Parks Elementary from June 1-27, 2005. Each will work 95 hours at $20.00 for a total of $1900.00 each and a grand total of $3,800.00. Funded by 21st Century.  

 

10.       Kathy Bundrick as presenter for Grade 4 Reading and Comprehension Strategies at Parks Elementary School on June 8, 2005,  from 1:00 - 3:00 p.m. at $50.00 per hour for a total of $100.00.   Funded by LEAP 21 State Summer Remediation.

 

11.       The attached list of bus drivers for summer school for LEAP/Migrant/21st Century, After School For All and ESYP/Infant Toddler/Migrant Programs.

 

            12.        The attached list of personnel for After School For All Summer Program.  

 

On motion of Mr. Danzy, the Board adjourned.
