OF NATCHITOCHES PARISH SCHOOL BOARD

HELD MAY 12, 2005

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, May 12, 2005, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:   Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy Benefield and Carl Means. Absent: None.

 

The meeting was called to order by President Russell Danzy, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Walker.

 

Under Superintendent/Staff Reports, the Board received:

 

1.         The Board Update by Dr. Elwanda Murphy.

 

The Board recognized various employees and students with a reception and individual recognition from the Board.

 

Students of  the year representing each school were honored.  Parish winners were Alexis Sampey from Goldonna Elementary; Kelli Danielle Irvin from Natchitoches Junior High; and Terrence Holden from Lakeview Jr./Sr. High.  Parish winners received a plaque from the Board. 

    

On motion of Mrs. Revels, seconded by Mr. Wilson, and with unanimous voice vote, the Board approved the following consent agenda items:

 2.        Approval of Minutes of April 21, 2005

Mr. Billy Benefield, Jr. presented the Finance, Facilities and Insurance Report.

 

On motion of Mr. Benefield, seconded by Mr. Means, and with unanimous consent, the Board approved the millage rates for tax year 2005.      

  

On motion of Mr. Benefield, seconded by Mr. Wilson, and with unanimous voice approval, the Board renewed the property and casualty insurance for 2005-06.

                  

On motion of Mr. Benefield, seconded by Mrs. Revels, that the Board hereby approve the following pupil teacher ratio:

 

                        K-3 ratio proposed 1 to 20 -  state ratio 1-26

4-12 ratio proposed 1-25 - state ratio 1-33

On motion of Mr. Benefield, seconded by Mr. Walker, that the Board hereby approve a new ratio of 80 students to 1 aide for k-3 students.

On motion of Mr. Daniels, seconded by Mrs. Hildebrand, and with unanimous consent, the Board approved eliminating computerized bus routing.

 

Dr. Millard Bienvenu presented the Personnel Report.

    

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, and with unanimous voice vote, the Board approved the following personnel agenda items:

 

 1.        Other Personnel Assignments:

 

A.         Eric Hardaway and Danny Roberts, assistant softball coaches, Natchitoches Central High School.  Paid according to salary schedule.

B.         Charissa Scott, tutor, Parks Elementary School, 3 hours per day, May 9-May 31, 2005, for 51 hours at $6.00 per hour for a total of  $306.00.  Funded by LEAP 21 State Summer Remediation.  

            C.         Justin Anding, student worker, maintenance, to be paid at minimum wage.

 

2.        The attached list of teachers for GEE Summer Remediation.  Funded by GEE Remediation Fund, Special Education and Title I.             

 

 3.        Authorizing the superintendent to issue employee contracts and letters of assurance for the 2005-06 school year.

 

 4.        Stipends for Natchitoches Jr. High teachers at $20.00 per hour for Co-nect parental involvement activities (family nights), Co-nect curriculum mapping and Co-nect design team meetings.  A total of $4,210.00 in stipends will be paid to teachers out of the Comprehensive School Reform Program Funds as per attached list.

 

5.       The employment of Misty Alexander, Jeff Johnson and Sharon Schaub of Natchitoches Central and Crissey Smith, Vicki Sketoe and Bob Lane of Lakeview Jr./Sr. High for after-school scheduling and completion of five year plans.  To be paid at $20.00 per hour not to exceed $120.00 per teacher.  Funded by 2004-2005 Carl Perkins Grant.

 

  6.       Summer counselors employment to assist with the scheduling, placement and transition of students in the month of June 2005.  To be paid $20.00 per hour.   Funded by Carl Perkins Grant for 2004-2005.

7.      Employment of Marilyn Baker and Patti Warren of Saline High School to conduct a Smart Board Training at Lakeview High School on Friday, May 27, 2005, at 1:00 - 3:00 p.m. for parish career and technical teachers.  Presenters will be paid $50.00 per hour, not to exceed $100.00 each, plus travel. One substitute teacher will be provided for teachers at Natchitoches Central High School.  Funded from the Carl Perkins 2004-2005 Grant.  

 

8.       The attached list of grades 1-3 summer school teachers at Lakeview and Parks for June 1-24, 2005.  Funded by K-3 Reading and Math Initiative.

 

9.       The attached list of grades 5-7 summer school teachers at Lakeview and Natchitoches Junior High for June 1-24, 2005.  Funded by 8(g) Student Enhancement for 5-7 Summer School.

 

10.       The attached list of LEAP 21 4th and 8th grade summer school teachers at Lakeview, Parks and Natchitoches Junior High for June 1-30, 2005.  Funded by LEAP 21 State Summer Remediation and IDEA and  LEAP 21 4th/8th summer school teachers for July 1, 2005.  Funded by Title I and IDEA.  

 

11.       Donna Prothro at $50.00 per hour for 4 hours for a total of $200.00 for two math workshops for 8th grade LEAP 21 summer school teacher.  Funded by LEAP 21 State Summer Remediation.

 

12.        Marilyn Stevens, math facilitator, for LEAP 21 Summer Remediation Program at $20.00 per hour for 150 hours and $50.00 per hour for 4 hours from June 1-30, 2005, for a total of $3200.00. Funded by LEAP 21 State Summer Remediation and 7 hours at $20.00 per hour for July 1, 2005, for a total of $140.00.  Funded by Title I.   

 

13.       The attached personnel list for the 21st Century After-School Programs at four school sites funded by the 21st Century community Learning Centers Grant.  The grant funding period is from December 15, 2004-June 30, 2005.      

 

Mr. Means presented the Executive Report.

 

On motion of Mr. Metoyer, seconded by Mrs. Revels, the Board approved the summer work schedule for principals, central office employees and other school employees.  

 

On motion of Mr. Metoyer, seconded by Mr. Means, that the Board hereby rescind the resolution passed at the April 21, 2005, Board Meeting regarding budget cuts for the ROTC Program.
