PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD MARCH 17, 2005                                              

                                              

A regular meeting of the Natchitoches Parish School Board was held on Thursday, March 17, 2005, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:   Cecil Walker, Carroll Daniels, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy J. Benefield and Carl Means.   Mr. Wilson came in late.

 

The meeting was called to order by President Danzy, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Walker.

 

Under Superintendent/Staff Reports, the Board received:

 

1.         The Board Update by Dr. Elwanda Murphy.

2.         Report on The Federal Relations Network Meeting in Washington, D.C. attended by  Mr. Carroll Daniels.

3.         The Bus Committee Report from Mrs. Julia Hildebrand.

 

Marthaville Elem./Jr High School, Provencal Elem./Jr. High School, Parks Elementary School, Natchitoches Central High School, Lakeview Jr./Sr. High School and Goldonna Elementary School were presented flags and monetary  rewards for  Academic Growth. as designated by the State Department of Education.

 

On motion of Mr. Means, seconded by Mr. Metoyer, the Board approved a joint resolution proclaiming March as National Social Workers=  Month.

    

On motion of Mr. Daniels, seconded by Mr. Means, and unanimously carried, the Board approved the following consent agenda items:      

 

 1.        Adoption of Agenda.

 2.        Approval of Minutes of February 3 & 10, 2005

(1)        Elwanda Murphy, Julia Hildebrand, Ralph Wilson, Billy Benefield, Jr., and Carroll Daniels,  travel to San Diego, California, April 15-19, 2005, to attend the NSBA National Convention.  Paid by General Fund.

(2)        Gladys Revels, travel to San Diego, California, April 13-19, 2005, to attend the NSBA National Convention.  Paid by General  Fund.

(3)        Joella Wilson and Emile Metoyer,  travel to San Diego, California, April 14-19, 2005, to attend the NSBA National Convention.  Paid by General Fund.

(4)        Shasta Daniels, travel to San Diego, California, April 15-19, 2005, to attend the NSBA National Convention. At no cost to the Board.

(6)        Patricia Possoit,   coach,   Lakeview Jr./Sr. High School, travel to Gulf  Shores, Alabama, May-31-June -3, 2005, to chaperone softball team on field trip.  Funded by Softball Club.

(7)        Reneva Trahant and Jeff Pearson,  teachers, Natchitoches Central High School, travel to Biloxi, Mississippi, April 8-11, 2005, to chaperone students to Key Club Convention.  Funded by Key Club.

(8)        Loyman Prestenbach, teacher, East Natchitoches Elementary School, travel to Norman, Oklahoma, April-15-18, 2005, to attend the Kappa Kappa Psi Southwest District Convention.   At no cost to the Board.

(9)        Phyllis C. Thomas, principal, Weaver Elementary School, travel to Savannah, Georgia, June 29-July 1, 2005, to attend the National Kappa Kappa Iota Convention, at no cost to the Board.

(10)         Vickie Sketoe and Lisa Richard, coaches, Lakeview Jr./Sr High School, travel to Biloxi, Mississippi, April 28-May 2, 2005, to attend a Basketball Coaching Clinic.  At no cost to the Board    other than substitutes.

(11)         Laura Ponder and Kenny Minchew, teachers, Lakeview Jr./Sr. High School, travel to Arlington, Texas, April 8, 2005, to chaperone students to Physics Day at Six Flags Over Texas.   At no cost to the Board, other than substitutes.   

(12)          Linda Hernandez and Micheal Ensiminger, teachers, Lakeview Jr./Sr. High School, travel to Natchez, Mississippi, May 4-5, 2005, to chaperone students on a field trip to Natchez Plantation Homes.    At no cost to the Board, other than substitutes.

 

C.         School Bus Routes Changes:

 

(1)        Cheryl Collins, North Natchitoches Elementary School, loss of 16 miles, savings of $1,499.42.

(2)        Diane Saffel, Fairview Alpha Elementary School, additional 1 mile, cost of $108.77.

(3)        Mack Trichel, Fairview Alpha Elementary School, loss of .02 miles, savings of $11.88.

(4)        Robert Johnson, Cloutierville Elem./Jr. High School, additional 22 miles one-time, cost of $32.79.

(5)        Robert Johnson, Cloutierville Elem./Jr. High School, additional 1 mile, cost of $246.53.

(6)        Janie Raggio, Natchitoches Central High School, additional 12.2 miles for 9 days only, cost of $128.61.

(7)        Patrice Parker, Natchitoches Central High School, loss of .8 miles, savings of $108.29.

(4)        Danielle Hunter, tutor, After School for All, Parks Elementary School.

 

G.         Retirements:

(1)        Wanda Sue Loftin, teacher, Fairview Alpha Elementary School, effective June 1, 2005. 

(2)        Jessie R. Cole, bus driver, Natchitoches Central High School, effective March 12, 2005

           

Mr. Billy Benefield, Jr. presented the Finance, Facilities, and Insurance Report.

 

On motion of Mr. Benefield, seconded by Mrs. Revels, and with unanimous voice vote, the Board approved requiring substitutes to pay the $24.00 charged by the FBI and the $26.00 charged by the Louisiana State Police for a background check.  The substitute would be required to pay the fee with a money order.              

 

On motion of Mr. Benefield, seconded by Mrs. Revels, the Board unanimously approved Richard Higginbotham to evaluate students for the talent program for 2 days at $175.00 per day and Herbert Baptiste, Sr. for 2 1/2 days at $175.00 per day and prorated for half day.  Funded by state G/T.   

 

On motion of Mr. Means, seconded by Mrs. Wilson, and with unanimous show of hands, the Board approved the Agreement between State of Louisiana Department of Health and Hospitals and the Natchitoches Parish School Board and Office of Mental Health for Violence Prevention.   

Dr. Millard Bienvenu presented the Personnel Report.

    

On motion of Mr. Metoyer, seconded by Mr. Walker, the Board unanimously approved Kirt Norman, special education tutor, Natchitoches Central High School,  at $7.50 per hour not to exceed 35 hours per  week.  

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, the Board overwhelmingly approved the following transfer and/or reassignment: 

 

A.         Beverly Shields, special education paraprofessional, from Natchitoches Central High School to Natchitoches Education Center.

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, the Board unanimously approved the following personnel items:  

 

A.         Rebecca Bruce, teacher, After School for All at Weaver Elementary School.   Funded by After School for All according to the salary schedule.

B.         Jean McElwee, substitute teacher, After School for All at Weaver Elementary School.   Funded by After School for All according to the  salary schedule.     

 

On motion of Mr. Walker, seconded by Mr. Metoyer, the Board approved attached revised list of   LEAP 21 Tutors for 2004-05.

 

On motion of Mr. Metoyer,  seconded by Mrs. Hildebrand,  the Board unanimously approved the attached list of personnel for the 21st Century After-School Program.  Funded by the 21st Century Community Learning Centers Grant.                

 

There being no executive items to be voted on, the Board adjourned.
