NATCHITOCHES PARISH SCHOOL BOARD

HELD JANUARY 13, 2005

                                                                                         

A regular meeting of the Natchitoches Parish School Board was held on Thursday, January 13, 2005, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer were present: Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy J. Benefield and Carl Means.

 

The meeting was called to order by President Daniels, followed by an invocation by Mrs. Hildebrand and Pledge of Allegiance by Mrs. Revels.

 

Under Superintendent/Staff Reports, the Board received the Board Update from Dr. Murphy.  Dr. Murphy explained Act 778 of the 2004 Regular Session of the Legislature stating that each certified teacher will receive $115.00 per year from savings on Extended Sick Leave and Rest and Recuperation Sabbatical Leave per attached stipulations.

 

The Board recognized the following personnel:

 

Linda Bass, Stephanie Dobson, Monica Governale, Frances Hargis, Rebecca Herring, Dorothy Johnson and Brooke Williams were recognized as Elementary Teachers of the Year with Linda Bass being selected as the parish winner.

 

Patricia Comstock-Gilbert, Susan Horn and Lois Shields represented the Middle School Teachers of the Year with Lois Shields chosen as the parish winner.

 

Laura Ponder and Barbara Thiergart were the Senior High representatives with Laura Ponder selected as the Senior High Teacher of the Year for the parish.

 

Ronnie Waites, Principal of Natchitoches Central High School, was named Principal of the Year.

 

Jewel LaCour and Regina Patterson were named Paraprofessionals of the Year.

 

Wendy Byles and Crissey Smith were honored for obtaining National Board Certification for Counselors and Loren Ford for obtaining National Board Certification for Psychologists.

 

Mrs. Louella Porter-Turner received special recognition for her work with a special education student who attended Auburn University and played football with the Auburn team. 

 

Mr. Carroll Daniels thanked the Board for allowing him to serve as President of the Natchitoches Parish School Board for the past two years.

 

The next order of business on the agenda was the election of officers for 2005.  Mr. Daniels called for nominations for office of President of the Natchitoches Parish School Board.   

 

On motion of Mrs. Hildebrand, seconded by Mr. Means, Mr. Russell Danzy was nominated for President.  There being no other nominations, Mrs. Revels made a motion that the nominations cease.   With unanimous voice vote, Mr. Danzy was seated as President of the Board.  He called for nominations for office of Vice President.

 

On motion of Dr. Bienvenu, seconded by Mr. Wilson, Mr. Carl Means was nominated for Vice  President.  Mrs. Revels made a motion that the nominations cease.  Mr. Means was seated as Vice President by unanimous voice vote.

 

Mr. Danzy appointed Mr. Billy Benefield as Finance Chairperson and Dr. Millard Bienvenu as Personnel Chairperson.  Mr. Means will act as chairperson for the Executive Committee.

 

On motion of Mr. Walker, seconded by Mr. Wilson, and unanimously carried, the Board approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 2.        Approval of Minutes of December 9, 2004

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:          

B.         Out of State Travel: 

 

(1)        Carroll Daniels, board member, travel to Washington, D.C., January 28-31, 2005, to attend the Federal Relations Network Meeting.  Paid by general fund.

 

C.         School Bus Routes Changes:

(1)        Ina Jordan, Natchitoches Central High School, decrease of .7 mile, savings of $129.00.

(2)        Ina Jordan, Natchitoches Central High School, increase of 1.2 miles, cost of $678.60.

(3)        Veola Wolfe, Natchitoches Central High School, increase of 6.7 miles, cost of $1,103.13.

(4)        Joseph Raggio, North Natchitoches Elementary School, increase of 1.5 miles, cost of $243.36.

(5)        Joseph Raggio, North Natchitoches Elementary School, decrease of .8 mile, savings of $134.31.

(6)        Elmer P. Carter, Natchitoches Education Center, increase of 2.3 miles, cost of $354.82.

(7)        Elmer P. Carter, North Natchitoches Elementary School, decrease of 1.3 miles, savings of $248.16.

(4)        Natosha Johnson, special education tutor, Lakeview Jr./Sr. High School.

(5)        Demarius D. Payne, tutor, NSU Elementary and Middle Lab Schools, 1-11-05.

 

      G.   Retirements:

(1)        Bobbie W. Spencer, special education paraprofessional, Marthaville Elem./Jr. High School, effective 1-11-05.

 

Mrs. Joella Wilson presented the Finance Report.

 

On motion of Mr. Walker, seconded by Mr. Means, and with unanimous voice vote, the Board approved the following finance items:

 

1.         Gerlach Meat Company for processed foods, meat and frozen foods for the period from February 1, 2005- July 31, 2005, for lowest bid meeting specifications per attached bid compilations. 

   

2.         A drivers' education class at Lakeview High School to be taught from 3:00 p.m. to 6:00 p.m on January 19-February 18, 2005.  Kenneth Trahant and Fred Sketoe are to teach the class with funding from fees raised from the students enrolled in the class.

 

3.         The report on Basic Financial Statements and Independent Auditor's Report for the year ended June 30, 2004.   

 

            4.         The report on Student Activity Funds for the year ended June 30, 2004.

              

5.         LaDarien Amos, entry clerk for the 21st Century Learning Centers= Grant, for not more than 24 hours per week at $7.50 per hour from January 13-June 30, 2005.     Funded by 21st Century Learning Centers= Grant.   

 

6.         Frances Hoffpauir, Interim Project Coordinator for the 21st  Learning Centers= Grant, at $20.00 per hour for 40 hours per week for 26 weeks from December 15, 2004 through June 30, 2005.  Funded by 21st Century Learning Centers' Grant.  

 

            7.         Freezing the mileage rate reimbursement at .375 cents per mile.

                    

On motion of Mr. Means, seconded by Mr. Wilson, the Board unanimously approved the following finance agenda items:

 

1.         Strategies to Empower People (STEP - TANF) Grant in the amount of $15,712.

 

2.         Cindy Baptiste and Felicia Martin  to teach adult education classes 3 nights per week for 3 hours each night beginning February 1, 2005.  The teachers will be paid $20.00 per hour from the STEP grant.

 

On motion of Mr. Walker, seconded by Mr. Wilson, and with unanimous consent, the Board approved an Inservice for Parks Elementary entitled "Worksheets Don't Grow Dendrites" with 2 presenters at $50.00 per hour for 1.5 hours for a total of $150.00 and 20 teachers at $20.00 each for 1.5 hours for a total of $600.00.   

 

Mr. Benefield requested that each employee receive a sheet showing individual expenditures on retirement and insurance that have been imposed on the parishes by the state.

 

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, and unanimously carried, the Board approved the following personnel:

 

A.         Adrienne Dezendorf, teacher, East Natchitoches Elementary School, replacing Erin Hollier.       

B.         Carol Walker, teacher, Natchitoches Education Center, replacing Connie Brister for the remainder of the school year.

C.         Veronica Laborde, After School for All tutor, Weaver Elementary School, at $5.15 per hour for 10 hours per week.

D.         Amanda Busby, After School for All  tutor, Weaver Elementary School,  at $6.00 per hour for 10 hours per week.

E.         Marci Thornberg, LA4 teacher, Provencal Elem./Jr. High School, replacing Donna Deason.         

F.         Courtney  Busby, special education tutor, Weaver Elementary School,  at $7.50 per hour not to exceed 35 hours per week.  Funded by IDEA.

G.         Brenda Dubois, special education teacher, Parks Elementary School, replacing Kym Craig-Marsh.          

  

On motion of Mrs. Hildebrand, seconded by Mrs. Revels, the Board approved the following transfers/reassignments:

 

A.         Karen Prothro, SFS manager, from North Natchitoches Elementary School to Cloutierville Elem./Jr. High School, replacing Dorothy Brossette.

B.         Stella Crowley, SFS technician, Provencal Elem./Jr. High, from technician to manager, replacing Dottie Smith.

C.         Leatrice Sylve, SFS technician, from Weaver Elementary School to SFS manager, North Natchitoches Elementary School, replacing Karen Prothro.

D.         Donna Deason, teacher, from LA4 at Provencal Elem./Jr. High School to regular education teacher replacing Francine Cook.

E.         Shena Hall, Marthaville Elem./Jr. High School, from tutor to paraprofessional, replacing Bobbie Spencer.  

F.         James Drayton, special education paraprofessional, Lakeview Jr./Sr. replacing Natosha Johnson.

 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following personnel items:

 

            A .        The following for Title I Saturday Tutoring/ Detention at East Elementary:

 

1.         Isabella Johnson - detention teacher

2.         Julee Wright - detention teacher

 

Hours are to be from 7:30 a.m. - 11:30 a.m. for 22 days for 4 hours per day at $20.00 per hour for a total of $2,058.32 per teacher with benefits included.  Teachers will alternate Saturday classes.   Funded by Title I.

 

B.         Rescinding sabbatical leave for Dannie Azlin that was approved December 9, 2004.   

 

            C.         The attached revised list of   LEAP 21 Tutors for 2004-05.

  

On motion of Mrs. Hildebrand, seconded by Mrs. Revels, the Board unanimously approved the following personnel agenda items:

 

A.         Kelly Timmons, Laura Solomon, Laura Strahan, Melinda Daniels and Vicki Miller, Marthaville Elem./Jr. High School for Title I after school tutoring not to exceed $600.00 each.  Funded by Title I.

 

B.         The following for after school LEAP tutoring at East Natchitoches Elementary School:

 

A.         Leslie Methvin for 1 hour per day 4 days per week for 6 weeks

B.         Shawn Jessup for 1 hour per day 2 days per week for 6 weeks

C.         Chrissy Dollar for 1 hour per day 2 days per week for 6 weeks

D.         Juli Bolair-Maggio - substitute    

 

Each teacher will be paid $20.00 per hour for a total of $1122.72 with benefits included.  Funded by Title I.   

 

Mr. Danzy presented the Executive Report.

 

There were no items to be voted on in the Executive Report.

 

On motion of Mrs. Revels, seconded by Mr. Metoyer, the Board adjourned.
